‘Defence par baat karne se pehle ISPR clearance kyun zaroori hai?’; High Court questions army control on defence analysis

The Islamabad High Court (IHC) has ordered the Pakistan Electronic Media Regulatory Authority (PEMRA) to present the original noting file upon which the eligibility of a defence analyst is processed and recommended.

Hearing a petition filed by Colonel (retd) Inamul Rahim Advocate, who challenged PEMRA’s April 4, 2019 notification, Justice Babar Sattar questioned the legal standing of Inter Service Public Relations (ISPR) over their exclusive right to determine which defence analyst can appear on Pakistan TV.

The April 4, 2019, notification stated that retired army officers could analyse defence matters on television news and current affairs programmes after obtaining ISPR clearance.

The Islamabad court asked PEMRA’s counsel what the military media wing has to do with the pre-clearance of defence analysts with Pakistan’s sovereignty and how PEMRA can impose a prior restraint on speech.

Citing section 20 of the PEMRA ordinance, the Counsel said that the provision assures responsibility of TV channels to protect national security, integrity and sovereignty.

However, the case was adjourned until November 20.

‘Mini moon’ set to briefly enter Earth’s orbit

NASA has reported that a ‘mini moon’ will soon enter Earth’s orbit for a brief period as a result of its gravitational pull.

BBC reports that the Earth is about to get a second moon as a small asteroid is going to be captured by Earth’s gravitational pull from September 29 onwards.

Starting this weekend, the small asteroid is expected to spend about two months orbiting around the Earth.

Scientist Dr Jennifer Millard told BBC that the asteroid is predicted to leave the orbit on November 25.

The second moon will not be seen through the naked eye except through a professional telescope.

The asteroid was first noticed by NASA’s Asteroid Terrestrial-Impact Last Alert System (Atlas) on August 7.

A study related to the asteroid, published in Research Notes of the American Astronomical Society, revealed that it came from the Arjuna asteroid belt, which is full of rocks following an orbit just like it is around Earth.

Researchers say that if an asteroid is moving at the relatively slow speed of around 2,200mph (3,540km/h), Earth’s gravitational field exerts a strong influence, enough to trap it in its orbit temporarily, and this is exactly what has happened here.

The asteroid, named 2024 PT5, is approximately 10 metres long, which is tiny in comparison to Earth’s moon, which has a diameter of approximately 3,474km.

University student run over by campus bus in Multan

A young female student of Multan’s Muhammad Nawaz Sharif University of Agriculture was killed when a campus bus hit the bike she was driving on one of the pavements inside the campus.

Manahil, 21, was studying in the fifth semester of biochemistry. Her bike was hit by a speeding university bus right when she entered the campus. She reportedly died on the spot.

SHO Rao Mehtab told DAWN that the girl’s motorcycle hit the bus. However, instead of stopping, the bus ran over her.

The SHO also said that the victim’s father Shaban did not want to lodge a complaint with the police.

Vice Chancellor of the university Ishtiaq Rajwana told DAWN that CCTV footage of the incident showed that the girl tried to turn left but could not do so and rammed into the bus. He defended the bus driver, calling him “experienced” and said that “It was the fate of the girl that she came under the bus.”

A viral social post is claiming that Manahil’s body was left in scorching heat on the campus for several hours, while officials waited for the Vice Chancellor to arrive. Her parents were told by university administration to sign papers that stated that they will not be filing cases against the university. Only then they will be allowed to take their daughter’s body home for burial.
