    What Must Pakistan Do to Achieve SDG4 Targets By The Year 2030?

    “Pakistan has the second largest population of out-of-school children in the world”. This population makes up of 22.8 million children being out-of-schools in Pakistan who are between the ages of 5 and 16. This also means that 44% of the population of Pakistan in this age group is out-of-schools.

    The on-going pandemic of Covid-19 has further escalated the challenges in education in the country and it is said that an additional 1 million school going children will have dropped out of schools when the pandemic ends. The government of Pakistan alongside other stakeholders managed to enroll around 2.2 million children in schools in the last decade and these efforts seem to going at a loss owing to the pandemic.

    The parliament of Pakistan adopted the UN Sustainable Development Goals (SDGs) as the country’s national development goals in February of 2016. With the current government coming in to power in 2018, all the provinces were given a free hand in development and practicing their own priority frameworks.

    The provinces were able to conclude drafting their policy framework and SDG 4 (quality education for all) turned up to be a common goal for the provinces.

    Economist and public finance expert Asim Bashir Khan recently authored a white-paper “Public Investment in Education: An Appraisal of SDG 4 in Pakistan” which was published by Pakistan Youth Change Advocates (PYCA) and The Education Champion Network. This white-paper takes stock of Pakistan’s progress towards SDG4 and highlights several glaring gaps that negate the high priority accorded to education on paper.

    On paper, the provinces have key policies to achieve the SDG 4 targets including:

    • Access to Education
    • Quality of Education
    • Gender Parity in Education
    • Adult Literacy
    • Educational Infrastructure
    • Teacher’s Training

    Despite a limited number of targets and poor baseline figures, the progress towards achieving the target of quality education for all has been dauntingly slow. With the current pace of progress, it seems that Pakistan will not be able to meet the targets of Agenda2030.

    This white-paper presents the findings towards the SDG4 progress and also provides a concrete set of recommendations for Pakistani to meet the international commitments of SDG4. With 8 years still remaining, the federal and provincial governments must work collectively and effectively to ensure that Pakistan is able to live up to the international commitments.  

    A summary of the key recommendations in the White-Paper include:

    Eliminating Political Inertia:

    Despite the passage of more than five years since ratifying the 2030 Sustainable Development Agenda, Pakistan is yet to begin making the preliminary but significant adjustments identified in its National Framework.

    The federal and the provincial governments of Pakistan must be synced and work collectively on one agenda. The progress can’t bring any fruits if there is a different agenda on the federal level and a different on provincial level. This will ensure swift progress in the implementation and realization of the necessary steps.

    Classification of Education Budgets:

    It is equally important that budgets for education-related interventions, even if they are undertaken by other departments, should be classified under the education budget. The current approach under which at times large education development projects are classified under “social welfare,” “population development,” or other departments only serves to scatter the effort, making it unnecessarily tedious to monitor progress.

    Alignment of education budget heads with relevant SDG 4 indicators:

    First of all, there is a need to set up an SDG Committee for Equitable Quality Education-related policy scrutiny and parliamentary control. Budget must be adjusted to reflect on SDG4 targets and indicators while drafting budget proposals. SDG 4 budget tagging needs to be introduced and integrated into the Financial Management Information System (FIMS).

    Enrollment in Schools:

    To encourage more students to enroll in schools, the government must increase education stipend programs and introduce new ones that focus on girls and children with impairments.

    Elimination of Gender Disparities:

    In order to curb education inequality across Pakistan, the government should adopt gender-responsive budgeting. Solutions to track and trace out-of-school children by gender and location can greatly help identify the deserving children in need of education. There is also a dire need for a new infrastructure that focuses on facilitating continued learning for girls beyond the primary level.

    Qualified Teachers and Training Programs:

    To provide quality education, the federal and provincial governments must increase the number of qualified teachers with an emphasis on recruiting subject specialists in Math and Science. Investing in the recruitment of female teachers at a secondary and higher level to encourage parents to send their daughters to schools can also be a positive step towards progress.

    NCOC to decide on closing schools after checking positivity rates

    After the much-awaited meeting today about the schools’ closure, the National Command and Operation Centre (NCOC) did not make a decision on whether schools will be closed or not in the wake of the highly transmissible Omicron variant.

    The NCOC had called a meeting of the provincial health and education ministers on Monday.

    In a statement, they said, “Decision about education institutions will be taken on data of positive cases of various institutions for which massive testing in educational institutions is being carried out.”

    Punjab health minister Dr Yasmin Rashid informed the ministers that 85 per cent of the students in Punjab have been fully vaccinated and the Covid-19 situation in the province is under control.

    In Sindh, Chief Minister (CM) Murad Ali Shah decided that educational institutions will continue in the province despite an alarming surge in cases as Karachi has reached a 40 per cent positivity rate.

    Meanwhile, earlier today a total of 4,340 new cases have been reported in the country.

    Prime Minister (PM) Imran Khan considers his government’s initiative [Ehsaas programme, health card scheme and establishment of the National  Rahmat-tulil-Aalameen Authority (NRA)] as their biggest initiative to transform Pakistan into a true Madina-like state.

    PM Khan in an article: “Spirit of Riyasat-i-Madina: Transforming Pakistan” which he had written for various newspapers. He said, “We have embarked on the road to the welfare state with some great initiatives. Despite tight financial means, we allocated an unprecedented amount of money to our initiatives such as the Ehsaas Programme which was a social safety and poverty alleviation programme necessary for the vulnerable groups in society.”

    While talking about the Ehsaas scholarship program he said that the initiative would ensure that unprivileged, talented students would get a chance to pursue an education.

    Moreover, in this piece, PM Khan wrote that the most urgent of all challenges facing the country was the struggle to establish the rule of law. “Over the last 75 years of Pakistan’s history. The country had suffered from elite capture, where the powerful and crooked politicians, cartels and mafias had become accustomed to being above the law in order to protect their privileges gained through a corrupt system.”

    The premier while giving examples of China, Japan and South Korea said if one looked at the world, one could easily witness that the most successful states also had the most robust application of the rule of law.

    “In Pakistan, not adhering to the rule of law has led to siphoning off of billions of US dollars which has imposed collective poverty on our public”, PM added.

    Investigative Journalist Waseem Abbasi shared a screen grab of a video of a person who claimed that his wife left him after getting five million followers on TikTok. TikTok is social media platform where viewers can watch and discover millions of personalized short videos.

    In a video interview of the husband, he said that she was a caring mom and was always concerned about her children. But after getting five million followers she left. She did not care about her children.

    Her husband said that their financial condition was not stable, but he used to provide every necessity. Her children said she was not literate enough to read messages on her phone but her daughters used to help her.

    Her husband and children want her back and requested her to come back in the video message.

    Bollywood Actor Anushka Sharma has penned an emotional note on Twitter for her star-crickter husband Virat Kohli after his impressive stint in the PakVsIndia T20 worldcup.

    An explosive half-century by Virat and a century stand with Hardik Pandya helped India defeat Pakistan by four wickets in their Group 2, Super 12 match of the ongoing ICC T20 World Cup at the Melbourne Cricket Ground (MCG).

    Earlier this year, she wrote another message for Kohli, when he resigned from the Test captaincy after a series defeat in South Africa.

    Taking to Instagram, Anushka shared two beautiful pictures of Virat and herself. “I remember the day in 2014 when you told me that you have been made the captain as MS had decided to retire from test cricket. I remember MS, you & I having a chat later that day & him joking about how quickly your beard will start turning grey. We all had a good laugh about it. Since that day, I’ve seen more than just your beard turning grey. I’ve seen growth. Immense growth. Around you & within you. And yes, I am very proud of your growth as the captain of the Indian National Cricket team & what achievements the team had under your leadership. But I’m more proud of the growth you achieved within you,” she wrote about Virat’s growth after becoming the captain of Indian cricket team.

    Sharma’s note turned heartwarming as she hinted that all wasn’t right in Kohli’s decision to step down after India’s recent Test series loss against South Africa.

    “In 2014 we were so young & naive. Thinking that just good intentions, positive drive & motives can take you ahead in life. They definitely do but, not without challenges. A lot of these challenges that you faced were not always on the field. But then, this is life right? It tests you in places where you least expect it to but where you need it the most,” Sharma wrote.

    The “Pari” actor added that she was proud of Kohli for not allowing this to come in the way of his “good intentions”, stating that he led by example and gave it his all, for the love for the game “to the extent that after some losses I’ve sat next to you with tears in your eyes, while you wondered if there’s still something more you could have done.”

    Sharma continued that this was an ethic that Kohli expected from everyone involved as well. “You’ve been unconventional & straightforward. Pretence is your foe & this is what makes you great in my eyes & the eyes of your admirers. Because underneath all this were your pure, unadulterated intentions always. And not everyone will be able to truly understand that,” she wrote.

    Admitting that Kohli wasn’t without flaws himself, one of which has been a quick tempered demeanor that has been often written about in the media, she added: “What you did was to always stand up for doing the right thing, the harder thing, always! You held on to nothing with greed, not even this position & I know that. Because when one holds on to something so tightly they limit themselves & you, my love, are limitless. Our daughter will see the learning of these 7 years in the father that you are to her.”

    Sharma’s emotional statement comes at a time when many are questioning whether all was well between Kohli and the administration that led to his sudden decision to step down.

    Several cricketing greats, from Ravi Shastri to Sachin Tendulkar, have lauded Kohli as one of India’s best skippers, with a track record to prove, and many Bollywood stars have also come out in support for the former captain.

    While many celebs showered their love on Anushka’s post.

    Actor Vivek Anand Oberoi also lauded Kohli for his leadership. “It’s been a phenomenal journey to being the world’s #1 test team & making winning series overseas a wonderful habit, but as they say, all good things come to an end. Here’s to you Captain King Kohli, take a bow & now unleash your bat without the extra weight & flyy,” posted Oberoi.

    Arjun Rampal also chimed in to write: “Why yaar [friend]? @imVkohli you are an amazing captain and have served our nation so well. You have many many more years of cricket in you and a captains mind. I do hope this decision is short lived. Yet, one respects your decision. Thank you for all the incredible memories. #ViratKohli.”

    Earlier, Kohli posted a statement on social media announcing that he was stepping down as Test captain.

    Institute of Public Opinion Research (IPOR) did a survey in which it was revealed that Pakistan Muslim Leauge-N (PML-N) is still the most famous party in Punjab.

    Punjab:

    As per the survey with 46 per cent of people said they will vote for PML-N. PML-N is followed by PTI with 31 per cent voters. The survey further revealed that bout 5 per cent will vote for the PPP, 3 per cent for the TLP, while 2 per cent said that they will vote for the PMLQ.

    Sindh:

    Whereas in Sindh Pakistan Peoples Party (PPP) is leading with 44 per cent voters supporting it. Only 13 per cent people voted for PTI and over 7 per cent said they will vote for MQM. Three per cent people said they will vote for Tehreek-e-Labaik Pakistan (TLP) and only one per cent people in Sindh will vote for the most popular party in Punjab, PML-N.

    Khyber Pakhtunkhwa:

    In Khyber Pakhtunkhwa, the ruling party is the most popular with 44 per cent votes followed by Jamiat Ulema-e-Islam with 17 per cent votes. 11 per cent people said they will vote for PML-N and 11 per cent said they will vote for ANP. Seven per cent for the PPP, 3 per cent for Jamaat-e-Islami, while one per cent of people will vote for the Qaumi Watan Party.

    Balochistan:

    In Balochistan, 20 per cent people said they will vote for Balochistan Awami Party (BAP). Over 18 per cent said that of people will vote for the PTI. While 15 per cent said that they will vote for PPP, 14 per cent for PML-N, 8 per cent JUIF, 5 per cent Balochistan National Party, 5 per cent said they will vote for PkMAP, while 2 per cent said they will vote for ANP.

    More than 4.9 million people have been viewed this song as of Monday morning.

    The opening lines are sung by the folk queen Lal, followed by the Sufi maestro Parveen. “As we start on this new journey, we ask you to celebrate life,” read the official caption of the song.

    Veteran actor of ‘Khuda Kay Liye’ fame Rasheed Naz passes away

    Veteran Pakistani Actor, Rasheed Naz has passed away at the age of 73 on Monday morning. His daughter-in-law, Madiha Rizvi who is also a TV actress shared the news of his demise news on her Instagram.

    Many Pakistani celebrities have expressed their condolences over the loss of a legendary actor.

    Rashid was born on September 9, 1948, in Khyber Pakhtunkhwa and appeared in various dramas and films in Pakistan and across the border in India as well.

    He started his career as an actor in 1971 in Pashto dramas. He also acted in several Pashto, Hindko and Urdu language plays. His first Urdu play was Aik Tha Gaoon in 1973. He also worked in the Pakistani private channel, NTM in Dasht which is one of his memorable projects. His astonishing projects included Namos, Zama Jang, and Dakit.

    His character, Moulana Tahiri in Shoaib Mansoor’s film, Khuda Kay Liye (2007) got recognition and praise from the audience. His last project with Shoaib Mansoor was Verna released in 2017.

    He also acted in the comedy genre Pakistani film Karachi to Lahore.

    He worked in a few Bollywood movies along with Akshay Kumar in Baby in 2015 and ISIS: Enemies of Humanity with Rahul Dev released in 2017.

    Rasheed Naz’s upcoming movie, Zarrar is the most anticipated movie of Pakistani cinema directed by Shaan Shahid and expected to be released this year.

    Miracle baby delivered by passenger during flight to Uganda

    A Canadian doctor helped a woman deliver a baby during an overnight flight to Uganda. The mother, a migrant worker who was on her way home was about to deliver her first child on the plane to Uganda from Saudi Arabia , when the Qatar Airways staff asked if there was a doctor on board.

    Dr. Ayesha Khatib, a professor at the University of Toronto, sprang into action when she answered an urgent appeal on Qatar Airways’ intercom for a medical professional.

    The baby, named ‘Miracle Ayesha’ after Dr Khatib, was born healthy, despite being early at 35 weeks.

    “I see a crowd of people gathered around the patient,” Dr Khatib told BBC. At this point, she was wondering if someone was having a heart attack.

    “As I got closer, I see this woman lying on the seat with her head toward the aisle and feet towards the window. And the baby was coming out!”

    Dr Khatib was helped by two other passengers, an oncology nurse and a pediatrician. She said that the baby was crying “robustly”. After she quickly checked the baby, she passed her on to the pediatrician for further checks.

    “I looked at the baby, and she was stable, and I looked at the mom and she was OK,” said Dr Khatib.

    “So I was like, ‘Congratulations it’s a girl.’ Then the entire plane started clapping and cheering and was like ‘Oh right, I’m on a plane and everybody is watching this.’”

    “The best part of the story is that she decided to name the baby after me,” says Dr Khatib.
