    Lt Gen Satti becomes head of FPSC

    President of Pakistan Asif Ali Zardari has approved the appointment of Lieutenant General Akhtar Nawaz Satti as Chairman of the Federal Public Service Commission (FPSC).

    Satti will take charge of the post after he retires from the army. The post has been vacant since August 22, The News reported.

    According to the FPSC website, the Commission comprises a Chairman and Members. The Chairman is appointed by the President of the Islamic Republic of Pakistan, at his discretion, under Article 242 (IA) of the Constitution of Pakistan, 1973.

    Moreover, the President appointed members on the advice of the Prime Minister of Pakistan. The Secretary assists the Commission and provides a link between the Commission, its Secretariat, and the government agencies.

    What we know about the Paris Olympics opening ceremony

    Organisers of Friday’s opening ceremony for the Paris Olympics — the first time it will be held outside a stadium — have provided teasers for their spectacular plans but refused to give specifics.

    Here is what we know about the concept, the artists and music based on public statements over the last few months and press leaks:

    – What’s the concept? –

    Instead of using the main athletics stadium for the opening parade, as is customary, organisers have moved the event outside and into the heart of the capital — in keeping with their motto “Games Wide Open”.

    Around 6,000-7,000 athletes are set to sail down a six-kilometre (four-mile) stretch of the river Seine from the Austerlitz bridge in the east to the Eiffel Tower, on 85 barges and boats.

    Up to 500,000 people are set to watch in person from specially built stands, where tickets have sold for up to 2,700 euros ($2,900), on the river banks for free and from the overlooking balconies and apartments.

    “Organising a ceremony on the Seine is not easier than doing it in a stadium… but it has more punch,” chief organiser Tony Estanguet told AFP earlier this month.

    Because of the size and complexity of the parade, it has never been rehearsed in full.

    – What about the entertainment? –

    The show has been designed by prodigious theatre director Thomas Jolly, a 42-year-old known for hit rock-opera musical “Starmania”.

    He brought on board a creative team that includes the writer of French TV series “Call My Agent”, Fanny Herrero, as well as best-selling author Leila Slimani and renowned historian Patrick Boucheron.

    The show has been split into 12 different sections, with around 3,000 dancers, singers and entertainers positioned on both banks of the river, the bridges and nearby monuments.

    A tribute to Notre-Dame cathedral, in the process of being renovated after a devastating fire in 2019, is guaranteed, possibly with dancers on its scaffolding.

    Starting at 07:30pm (1730 GMT), two thirds of the ceremony will take place in daylight, then dusk — Jolly is hoping for one of Paris’s stunning summer sunsets — and will end with a light show.

    The music will be a mix of classical, traditional ‘chanson francaise’, as well as rap and electro.

    Franco-Malian R&B star Aya Nakamura is widely tipped to perform despite criticism from far-right politicians, including Marine Le Pen who suggested an appearance by her would “humiliate” France.

    French electro superstars Daft Punk said they had turned down an invitation to play, while globe-trotting French DJ David Guetta has been overlooked — much to his irritation.

    – What’s the message? –

    Asked to sum up his message last week, Jolly said it was “love.”

    Despite the risk of irking conservatives, he said his work would be a celebration of cultural, linguistic, religious and sexual diversity in France and around the world.

    “I think the people who want to live together in this diversity, this otherness, are much more numerous, but we make less noise,” he told AFP.

    It is fair to assume it will be nothing like the widely panned retro-styled opening ceremony of last year’s rugby World Cup, which featured a succession of French cliches from baguettes to berets and the Eiffel Tower.

    Jolly’s team is also wary of over-emphasising France’s historic contribution to the development of democracy and the concept of universal human rights thanks to its Enlightenment philosophers and 1789 Revolution.

    “We wanted to avoid our natural tendency to lecture people,” Herrero told Le Monde newspaper recently.

    And don’t expect a three-hour tribute to French greatness to rival the nationalistic pageantry seen at the Beijing Games in 2008.

    “The opening ceremony in Beijing in 2008 was exactly what we did not want to do,” Boucheron told Le Monde.

    – What will be the big moments? –

    With so much still under wraps, it’s hard to predict.

    A performance by Aya Nakamura, after so much controversy about her role, would be a major moment so soon after parliamentary elections that saw the anti-immigration far-right gain a historic 143 seats in the national parliament.

    Jolly has strongly hinted that a submersible or submarine could emerge from the waters of the Seine at some point.

    “You have the sky, you have bridges, you have water, you have banks, you have so much space to make poetry,” Jolly told reporters last week. “So why not under the river also?”

    The biggest moment of all might simply be the end if everyone gets home safely.

    The ceremony has given French police cold sweats ever since it was unveiled in 2021 because of the difficulty of securing so many people over such a vast urban area.

    Around 45,000 members of the security forces will be on duty.

    World sweltered as April smashed global heat records

    April marked another “remarkable” month of record-breaking global air and sea surface temperature averages, according to a new report by the EU’s climate monitor published on Wednesday.

    The abnormally warm conditions came despite the continued weakening of the El Nino weather phenomenon that contributes to increased heat, said the EU’s Copernicus Climate Change Service, pointing to human-caused climate change for exacerbating the extremes.

    Record heat

    Since June last year, every month has been the warmest such period on record, according to Copernicus.

    April 2024 was no exception, clocking in at 1.58 degrees Celsius above the 1850-1900 pre-industrial average.

    “While unusual, a similar streak of monthly global temperature records happened previously in 2015/16,” Copernicus said.

    The average temperature over the last 12 months was also recorded at 1.6C above pre-industrial levels, surpassing the 1.5C target set by the 2015 Paris Agreement to limit global warming.

    The anomaly does not mean the Paris target has been missed, which is calculated over a period of decades.

    But it does signal “how remarkable the global temperature conditions we are currently experience are”, Copernicus climatologist Julien Nicolas told AFP.

    Last month was the second warmest April ever recorded in Europe, as was March and the entire winter period.

    Diverging extremes

    Swathes of Asia from India to Vietnam have been struck by scorching heat waves in recent weeks, while southern Brazil has suffered deadly flooding.

    “Each additional degree of global warming is accompanied by extreme weather events, which are both more intense and more likely,” Nicolas said.

    Diverging extremes in the form of floods and droughts peppered the planet in April.

    Much of Europe saw a wetter April than usual, although southern Spain, Italy and the western Balkans were drier than average, Copernicus reported.

    Heavy rain resulted in flooding over parts of North America, Central Asia and the Persian Gulf.

    While eastern Australia was hit with heavy rains, the bulk of the country experienced drier than normal conditions, as did northern Mexico and around the Caspian Sea.

    Warmer oceans

    The natural El Nino pattern, which warms the Pacific Ocean and leads to a rise in global temperatures, peaked earlier this year and was headed towards “neutral condition” in April, Copernicus said.

    Still, the average sea surface temperatures broke records in April for the 13th consecutive month.

    Warming oceans threaten marine life, contribute to more humidity in the atmosphere and puts at risk its crucial role in absorbing planet-heating greenhouse gas emissions.

    Climate forecasts suggest the second half of the year could even see a transition to La Nina, which lowers global temperatures, Nicolas said, “but conditions are still rather uncertain”.

    The end of El Nino does not mean an end to high temperatures.

    More records

    “The extra energy trapped into the ocean and the atmosphere by increasing concentrations of greenhouse gases will keep pushing the global temperature towards new records,” Copernicus director Carlo Buontempo said in a statement.

    The UN already in March warned that there was a “high probability” that 2024 would see record temperatures, while 2023 capped off a decade of record heat, pushing the planet “to the brink”.

    It was “still a little early” to predict whether new records would continue to be broken, Nicolas said, given that 2023 was exceptional.

    Pak Suzuki Motor Company Limited (PSMC) announced a substantial increase of Rs304,000 in the price of its Swift G. CVT model, effective from March 8, 2024.

    This adjustment comes in response to the recent surge in taxes imposed by the government on locally manufactured or assembled vehicles, as indicated in the company’s official notice issued today.

    Consequently, the new sale price for the Swift G. CVT model will see an adjustment from Rs5.125 million to Rs5.429 million, reflecting the impact of the revised tax structure.

    The decision stems from a notification released by the Ministry of Finance and Revenue on the same date, highlighting a hike in the sales tax rate from 18 per cent to 25 per cent for vehicles falling under chapter 87.03 of the Pakistan Custom Tariffs, with an invoice price (excluding sales tax) exceeding Rs4 million.

    OGRA announces ‘reduction’ of Rs0.81 per kg in LPG price

    The Oil and Gas Regulatory Authority (OGRA) has implemented a modest reduction in the price of Liquefied Petroleum Gas (LPG) by Rs0.81 per kg, effective from March 01, 2024.

    The previous consumer price for LPG stood at approximately Rs257.59 per kg. With the latest adjustment, consumers can now avail themselves of LPG at the revised rate of Rs216.79 per kg, indicating a notable decrease.

    For consumers relying on an 11.8 kg LPG cylinder, the cost has been adjusted to Rs3,030.12. This represents a decrease of Rs9.51 per cylinder from the previous price of Rs3,039.63, providing some relief to households and businesses alike.

    The move by OGRA to reduce LPG prices aims to alleviate the financial burden on consumers amid fluctuating economic conditions.

    This adjustment reflects the Authority’s commitment to ensuring fair pricing and accessibility of essential commodities for the public.

    Consumers are encouraged to verify and adopt the new rates, as OGRA continues its efforts to maintain transparency and affordability in the energy sector.

    Govt expected to increase petrol price by Rs3.5 for first half of March

    In a possible move that could impact consumers, the government is considering a hike in petrol prices by Rs3.5 per litre for the initial half of March 2024.

    As of the latest estimates until February 27, 2024, the ex-refinery price of petroleum has seen a noticeable rise, reaching Rs195.75 per litre. This reflects an increase of approximately Rs3.58 compared to the preceding fortnight’s price of Rs192.17 per litre.

    Contrary to petrol, there might be no significant adjustment in the price of high-speed diesel (HSD), with the government likely to maintain the current rate due to marginal changes in its pricing structure.

    The national currency has experienced a modest appreciation against the USD since the previous fortnight’s decision, settling at a weighted average rate of approximately PKR 279.37 per USD.

    It is crucial to highlight that, with two more sessions pending before the next pricing update, the final prices will be subject to global market fluctuations and exchange rate variations.

    The official announcement revealing the new prices is scheduled for midnight on February 29, 2024. If approved, these adjustments will remain effective for the first half of March.
