    Speaker directs election commission to dismiss Supreme Court’s ruling on reserved seats

    Speaker of the National Assembly Ayaz Sadiq, has penned a letter to the Election Commission of Pakistan (ECP) on September 19 stating that after the Elections Act Amendments, 2024, passed by the parliament, the Supreme Court’s reserved seats verdict of July 12 can no longer be implemented.

    On July 12, in a significant political and symbolic win for the Pakistan Tehreek-e-Insaf (PTI), a thirteen-member bench of the Supreme Court ruled that PTI had the legal and constitutional right to reserved seats.

    However, on September 14, an eight-judge bench of the Supreme Court sternly criticised the ECP for delaying its ruling on the reserved seats case and warned of serious consequences.

    “After the Judgement of SC, the Parliament has been pleased to pass the Elections Act, 2024 which received the assent of the President on 7th August 2024 and was published in the Gazette of Pakistan on 9th August 2024,” stated the letter by Speaker NA.

    The senior Pakistan Muslim League-Nawaz (PML-N) member Ayaz Sadiq further wrote, “In view of this backdrop, it is stated that independent returned candidates who have already given a joining to a political party can’t be allowed to now switch parties in terms of the Amended Election Act.”

    The speaker clarified that the amended act “shall prevail and supersede” the Supreme Court’s July 12 verdict.

    Speaker of the National Assembly Sardar Ayaz Sadiq has suspended five security officers for four months after the arrest of the Pakistan Tehreek-e-Insaf (PTI) lawmakers from parliament premises.

    The National Assembly Secretariat issued an order of suspension of the officials, including Sergeant-at-Arms (BPS-20) Muhammad Ishfaq Ashraf.

    The order read, “During the period of his suspension, he will be entitled to draw pay and allowances as admissible under the applicable rules.”

    In a joint parliament session today, Sadiq ordered an immediate and thorough investigation into the arrest of Members of the National Assembly (MNA).

    During the meeting, Sadiq stated that no compromise would be tolerated on the dignity and prestige of the parliament.

    On Tuesday at midnight 3 AM, plain clothes men entered the parliament, cut the electricity, and arrested at least six PTI’s legislators.

    National Assembly (NA) Speaker Ayaz Sadiq took action against two lawmakers on Friday for making inappropriate gestures during a joint parliamentary session . He suspended the membership of Jamshed Ahmad Khan Dasti and Muhammad Iqbal Khan, who are backed by the Pakistan Tehreek-e-Insaf (PTI) and Sunni Ittehad Council (SIC) after they used abusive language during President Asif Ali Zardari’s speech.

    PTI-SIC lawmakers staged a strong protest and created a ruckus during the maiden joint sitting of parliament on Thursday after the February 8 nationwide elections, which was addressed by President Zardari in which he stressed the need for political reconciliation.

    The NA speaker introduced a motion in the lower house of parliament to suspend two members.

    The motion, which was read by Speaker Ayaz Sadiq, stated that both MNAs used “abusive language” and approached the dais of the speaker in a “threatening manner”, which was an “unacceptable” action.

    President Asif Ali Zardari will address the parliament today at 4 pm. All arrangements have been made for what will be the first joint session of Parliament after the formation of the 16th National Assembly.

    The President of the State called the joint session of the Parliament to exercise the powers conferred under Articles 54(1) and 56(3) of the Constitution of the Islamic Republic of Pakistan.

    Omer Ayub Khan, lawmaker backed by Pakistan Tehreek-e-Insaf (PTI) and Sunni Ittehad Council (SIC), strongly objected to the oath-taking of members of the National Assembly (MNAs) on reserved seats, calling it “unconstitutional.

    A group of newly elected lawmakers on reserved seats in the NA were sworn in. NA Speaker Ayaz Sadiq administered the oath to the MNAs amidst chanting by PTI-backed SIC lawmakers.

    Taking the floor, Ayub — Imran Khan’s pick for the leader of the opposition — said: “Today’s oath-taking of MNAs on reserved seats is illegal and has no [legal] standing.”

    Raising questions over the oathtaking, the PTI leader asked a country can be run without the rule of law. “The system cannot work like this.”

    The Peshawar High Court (PHC) has extended a stay order on the oath-taking ceremony for lawmakers who were supposed to take their oaths on reserved seats supported by the PTI-backed SIC. This extension lasts until March 13.

    Pakistan Muslim League-Nawaz (PML-N) leader Ayaz Sadiq has been elected as the new speaker of the National Assembly (NA) on Friday afternoon.  Pakistan Tehreek-e-Insaf (PTI)-supported candidate Amir Dogar was in competition with PML-N’s Ayaz Sadiq for the position of speaker NA.

    Sadiq won the contest with 199 votes, gaining a majority from the members of the PML-N, PPP and other lawmakers backing his nomination in the lower house. 

    The counting of votes is being done by the NA Secretariat staff in the presence of polling agents for both candidates.

    The NA session was held today to elect the speaker and deputy speaker. However, the elected PTI-backed MNAs chanted slogans against alleged rigging in the February 8 polls.

    The Pakistan Peoples Party (PPP) leader Raja Parvez Ashraf chaired today’s session of NA.

    Raja Parvez Ashraf will also take oath from the speaker and deputy speaker of the NA. After taking the oath, the new speaker will take charge of the lower house.

    Pakistan Muslim League-Nawaz (PML-N) candidates for the upcoming general elections hang in limbo as internal disagreements and seat adjustments cause delays in announcement of final ticket announcements, The News has reported on Monday.

    A source within PML-N told The News that it was expected that the party’s top leadership will award final party tickets on Sunday, however, the announcement got postponed due to seat adjustments with multiple political parties and internal disagreements between PML-N leaders.

    According to sources in the party, the matter of tickets is creating difficulties for aspirants who have yet to start their election campaigns.

    In Lahore, a rift between stalwarts Ayaz Sadiq and Sheikh Rohail Ashgar over party tickets has not been resolved, as both were not ready to give up. Similar is the case at Narowal, where Daniyal Aziz and Ahsan Iqbal are entangled in a rift over tickets for their blue-eyed candidates.

    PML-N leader Rohail Asghar said that he doesn’t know the destiny of the seat, but he enjoyed good relations with PML-N supremo Nawaz Sharif and has no disagreements with party leadership.

    PML-N convinces allies to grant extra powers to caretaker PM

    The Pakistan Muslim League-Nawaz (PML-N) has convinced other allies in the government on the matter of granting extra powers to the caretaker set-up.

    The matter was discussed during a meeting of the Parliamentary Committee on Electoral Reforms, headed by PML-N’s Sardar Ayaz Sadiq. Article 230, which relates to the functions of the caretaker government, also came under discussion.

    According to the proposed bill, the caretaker government will be given unrestricted powers, but allied parties opposed the bill, and the matter was deferred.

    After the discussion in today’s meeting, PML-N agreed to make minor changes to the bill. After these changes, the caretaker government will only engage with bilateral donors and multilateral institutions.

    After the new changes, the caretaker government will have the powers under clause 2A of Section 230. The caretaker government will not be able to reach a new agreement after these changes in the bill. But the caretaker government can use its powers on ongoing projects.

    Ahmed Bilal Mehboob also told The Current that “Unelected Prime Minister should not have extra powers, and it is totally opposite to the democratic system”.

    PML-N’s Ayaz Sadiq appointed as the new law minister

    Ayaz Sadiq, Pakistan Muslim League-Nawaz (PML-N) senior leader and incumbent federal minister for Economic Affairs, has been appointed as the new Federal Minister of Law and Justice.

    In an official allocation notice, it is stated, “In terms of rule 3(4) of the Rules of Business, 1973, the Prime Minister has been pleased to allocate the portfolio of Law and Justice to Sardar Ayaz Sadiq, the federal Minister for Economic Affairs, with immediate effect.”

    The development has come a week after the unexpected and dramatic resignation of Azam Nazeer Tarar as the law minister.

    Sadiq began his career with Pakistan Tehreek-e-Insaf (PTI) and joined PML-N in 2001. He has been elected twice for the slot of National Assembly (NA) speaker. He was also the acting President of Pakistan in 2014.

    Azam Nazeer Tarar steps down as law minister, citing ‘personal reason’

    On October 24, Federal Law and Justice Minister Azam Nazeer Tarar resigned from his post for “personal reasons”.

    In his resignation letter, addressed to President Dr Arif Alvi, Tarar wrote: “I have had the great honour and privilege to serve my country as the Federal Minister for Law and Justice under the leadership of Mian Muhammad Shehbaz Sharif, Prime Minister of the Islamic Republic of Pakistan.”

    Citing the reason for his resignation, the PML-N leader said, “Due to personal reasons, I am unable to discharge my duties as the federal minister”.

    “Therefore, in terms of Clause (3) of Article 92 of the Constitution of the Republic of Pakistan, I hereby resign from my office,” his resignation letter added.

    Prior to this, Tarar supported Chief Justice (CJ) Umar Ata Bandial’s nominations of junior judges for elevation to the Supreme Court on the instructions of the federal government.

    However, it was being speculated that he was not comfortable with the government’s decision, therefore, he decided to tender his resignation, reports Express Tribune.

    Supreme Court Bar Association (SCBA) President Ahsan Bhoon welcomed Tarar’s resignation. He said that Tarar showed loyalty to the party by following the government’s instruction, but he stood with the bar by resigning.

    Moreover, some media reports said that some powerful circles were upset at the sloganeering during the Asma Jahangir Conference the other day, in his presence. This resignation is seen in the context of that episode.

    Tarar is a senior PML-N leader, a lawyer, and a bar representative who assumed the responsibilities of Federal Minister for Law and Justice in April 2022.

    Timeline of audio leaks: When and whose conversations were tapped?

    Alarm bells have been ringing across Islamabad after leaked audio clips called into question the security of the Prime Minister (PM) House. A total of six audio clips of private conversations between Prime Minister Shehbaz Sharif and other Pakistan Muslim League-Nawaz (PML-N) leaders leaked over the last few days.

    The audio leaks contain telephonic and in-person conversations between the PM and the other leaders including federal ministers. The government has maintained that there is “nothing illegal” in the audio leaks.

    Here is a timeline of audio leaks:

    1- ‘Health card khatam ho jana chahiye’: Maryam Nawaz

    The audio leak allegedly belonging to PML-N Vice President Maryam Nawaz and PM Shehbaz has leaked today (September 27).

    In the new audio leak, Maryam Nawaz is allegedly insisting that PM Shehbaz should shutdown the health insurance scheme (Sehat Card) initiated by the previous government of Pakistan Tehreek-e-Insaf (PTI).

    Maryam can allegedly be heard saying that PTI Chief Imran Khan has achieved nothing but the health card program. To this, PM Shehbaz allegedly responded that it would not be a big problem.

    2- Discussion regarding PTI’s MNAs resignations

    The second clip allegedly concerns a conversation between PM Shehbaz, Defence Minister Khawaja Asif, Law Minister Azam Tarar, Interior Minister Rana Sanaullah and former National Assembly (NA) speaker Ayaz Sadiq about the resignations of PTI MNAs. The audio is said to be a recording of a cabinet meeting.

    Party leaders can be allegedly heard discussing whose resignations from PTI will be accepted. Moreover, the leaders can be heard saying that the final decision will be taken by PML-N Supremo Nawaz Sharif who is in London.

    At one point, Ayaz Sadiq can be heard saying that “Will tell them that the signatures were not correct,” allegedly talking about those PTI members whose resignations they did not want to accept.

    3- ‘Petrol ki qeemtayein bharhana ho gee’: Maryam Nawaz to PM Shehbaz

    In another audio leak, Maryam Nawaz can be heard allegedly advising PM Shehbaz to jack up fuel prices.

    Maryam Nawaz who had been opposing an increase in fuel prices on media in an alleged audio leak can be heard allegedly suggesting to PM Shehbaz Sharif that fuel prices should be raised.

    4- ‘Army has decided to bring Musharraf back to Pakistan’: Maryam Nawaz

    The fourth clip is allegedly a conversation between Maryam Nawaz and the PM where they are discussing the return of former Chief of Army Staff (COAS) General (retd) Pervez Musharraf.

    A voice said to be Maryam’s can be heard saying that “Army has decided to bring Musharraf back to Pakistan so before it looks like that they have imposed a decision on us, I asked Abu (Nawaz Sharif) to tweet in favor of Musharraf’s return.”

    At the time, Nawaz had tweeted, saying: “I have no personal enmity or animosity towards Pervez Musharraf. I don’t want anyone else to suffer the trauma I have had to endure.”

    5- ‘TV par ulti baatein karta hai’: Maryam Nawaz about Miftah Ismail

    In one of the audio clips, PML-N Vice-president allegedly can be heard complaining to her uncle [PM Shehbaz] about Finance Minister Miftah Ismail. “

    “TV par ulti baatein karta hai” (He says strange things on television), she allegedly says.

    “He doesn’t take responsibility, says strange things on TV which people make fun of, he doesn’t know what he is doing,” the voice said to be Maryam’s says in the clip.

    “He clearly cut corners,” the voice said to be PM Shehbaz can be heard saying as she wishes for the return of former finance minister Ishaq Dar.

    6- ‘Her son-in-law is very dear to her’: PM Shehbaz

    ‘Her son-in-law is very dear to her’: PM Shehbaz allegedly says in another audio leak, referring to Maryam Nawaz’s son-in-law.

    In that clip, PM Shehbaz and an unidentified man can be heard allegedly discussing facilitating Maryam Nawaz’s son-in-law Raheel.

    The unidentified man can be heard briefing the person, alleged to be the premier, about the consequences of taking the decision.

    At this, the voice thought to belong to the PM says: “The son-in-law is very dear to Maryam Nawaz. Tell her very logically about this and then I will talk to her.” He also said that he would personally meet him once he returns from Turkey.

    At this, the other person allegedly advises PM Shehbaz to get this work done from former finance minister Ishaq Dar, to which he agrees.

    More audio leaks to come

    A Twitter account named Indishell hinted at more audio leaks, saying that “all audios will be released on September 30”.

    In a series of tweets, the users claimed that the upcoming audios which will be leaked are allegedly a conversation between former finance minister Miftah Ismail and PM Shehbaz. Not only this, the user claimed to have the audio of PM Shehbaz and COAS Bajwa.
