    New CM Punjab: Chaudhry Pervaiz Elahi

    Chaudhry Pervaiz Elahi is now the chief minister (CM) of Punjab as per the Supreme Court’s verdict in the Punjab CM election case.

    The apex court has directed Governor Punjab Balighur Rehman to administer oath to Pervaiz Elahi by 11:30pm tonight.

    Punjab CM election: Supreme Court to announce verdict in a while

    In a plea filed by PML-Q’s Chaudhry Pervaiz Elahi, the Supreme Court (SC) heard the case regarding Chief Minister (CM) Punjab election and reserved its decision.

    The plea was filed against the Punjab Assembly Deputy Speaker’s ruling on the day of the Punjab Chief Minister (CM) election (July 22).

    The top court will announce the final verdict at 5:45pm today.

    A three-member bench headed by Chief Justice of Pakistan (CJP) Justice Umar Ata Bandial was hearing the case.

    Punjab CM election: PPP and Mazari’s lawyers excuse themselves from SC hearing

    Punjab Assembly Deputy Speaker Dost Mohammad Mazari and Pakistan People’s Party’s (PPP) lawyers have declined to participate in the Supreme Court (SC) proceedings as they had demanded a full court bench in the case pertaining to the Punjab Chief Minister (CM) election.

    Deputy Speaker Mazari’s counsel Irfan Qadir told the bench that his client had told him not to be part of the proceedings. PPP lawyer Farooq H. Naek also came to the rostrum and informed Chief Justice Umar Ata Bandial that he would not be part of the proceedings.

    At this, the CJP told him that he “is not a party in the case”.

    Coalition govt to boycott court proceedings if full bench not constituted

    All political parties in the coalition announced that they will boycott court proceedings till a full bench is constituted.

    Announcing the decision, Maulana Fazlur Rehman said that since the coalition government’s request for the formation of a full court bench was rejected, they have also rejected this decision of the court.

    “We will not appear before this bench and will boycott it.”

    Punjab CM case: Full court bench rejected

    The Supreme Court has rejected the request for a full court bench.

    Earlier today, the coalition government had demanded the formation of a full court bench in the case pertaining to Punjab chief minister election.

    The three-member SC bench will resume hearing the deputy speaker Punjab Assembly case tomorrow (July 26) at 11am.

    More legal clarification needed, CJP Bandial on the formation of full court bench

    Chief Justice of Pakistan (CJP) Umar Ata Bandial has said that the court will decide whether to form a full court bench or not after listening to more legal clarification.

    The top court has also said it is uncertain whether the decision on the formation of a full bench will be made today or not.

    CJP also remarked that if the situation gets out of hand will we make full bench court.

    Full court bench can only be formed in September

    During today’s hearing, CJP Bandial remarked that the full court bench can only be formed in September, questioning that should all work be stopped till then?

    ‘If there is no full court bench, we will boycott the proceedings’: Rana Sanaullah

    Prior to the SC’s decision on the formation of full court bench, Interior Minister Rana Sanaullah said that “if the Supreme Court does not form a full court bench, we will boycott the proceedings.” He added that if the full court is not formed then Hamza Shehbaz will not become a party in this case.

    Rana Sanaullah gave a reference, he said that in 2015 eight judges had given a decision regarding the party chief.

    Along with Rana, Law Minister Azam Nazeer Tarar said the way the constitution has been interpreted, it is beyond understanding.

    Supreme Court reserves verdict on formation of full court bench

    After a joint press conference by the members of the ruling coalition and requests made by SCBA and lawyers, the top court has reportedly reserved its verdict on the formation of a full court bench. The hearing has been adjourned till 5:30pm.

    PTI’s leader Fawad Chaudhry said that the top court will announce whether they are hearing the petition or a full court bench. Taking a jibe at the government and its coalition partners’ lawyers, Chaudhry said that they didn’t have any solid arguments.

    The Supreme Court (SC) has resumed its hearing on a plea filed by Pakistan Muslim League-Quaid (PML-Q) leader Chaudhry Pervaiz Elahi’s petition challenging Punjab Assembly (PA) Deputy Speaker Dost Mohammad Mazari’s decision in the Chief Minister (CM) run-off election on July 22.

    SC resumes the hearing

    A three-member bench headed by Chief Justice of Pakistan (CJP) Umar Ata Bandial along with Justice Ijazul Ahsan and Justice Munib Akhtar, is holding the hearing at SC’s Room 1.

    On Saturday, the top court said that Hamza Shehbaz would work as trustee CM till Monday and adjourned the hearing.

    Petition on Article 63-A should be heard: Ahsan Bhoon

    Supreme Court Bar Association (SCBA) President Ahsan Bhoon requested the Supreme Court on Sunday to take up the Bar’s already filed review petition against the “short judgment passed by the apex court” on May 17 in the presidential reference over the interpretation of Article 63-A.

    Bhoon underlined that it was the right time for the apex court to take up the SCBA petition and decide the matter once and for all “so that no one dares to point finger towards the apex court”.

    “What’s the hurry Bhoon Sahab, let us hear this case first,” said CJP Bandial during today’s proceedings.

    The bench called former SCBA head Advocate Latif Afridi who said that the country’s current political situation is “very complicated” at the moment and requested a full court bench.

    Elahi’s lawyer Barrister Ali Zafar said the Bar presidents should not be involved in such matters.

    The deputy speaker’s lawyer, Irfan Qadir, also requested the court to constitute a full bench. At this, the CJP asked him the grounds on which a full court bench should be constituted.

    Qadir requested the bench to read paragraphs one and two of its decision on the presidential reference seeking interpretation of Article 63-A, stating that everything would then be clarified.

    Law minister Azam Nazeer Tarar informed the court that he has received some important information. At this, the top court asked him to sit. The court also directed Hamza’s lawyer Mansoor Awan not to take directions from Tarar.

    SC shouldn’t be blackmailed: Fawad Chaudhry

    While talking to the media, Pakistan Tehreek-e-Insaf (PTI) leader Fawad Chaudhry said that PTI has no issue with a full court bench.

    “The party has reservations that SC shouldn’t be blackmailed. Otherwise, it is up to the chief justice to make a full court bench,” said Chaudhry.

    SC hearing on Punjab CM election: Political leaders banned to enter court

    Before the hearing, all the political leaders were banned from entering SC for the hearing on the matter of the election of the Punjab CM. Strict security arrangements were also being made

    An official of the Islamabad police said only leaders of respondent parties would be allowed to enter the court premises with the permission of the SC administration. He added that political parties had provided lists of leaders in this regard.

    “No rally, procession, or gathering will be allowed in the Red Zone, including around the Supreme Court”, he said.*

    Chaudhry Shujaat Hussain to appear before Supreme Court tomorrow: sources

    Pakistan Muslim League-Quaid (PML-Q) chief Chaudhry Shujaat Hussain will appear before the Supreme Court (SC) on Monday (tomorrow) over the matter of his letter to Punjab Assembly (PA) Deputy Speaker Dost Mohammad Mazari on the day of the Punjab Chief Minister (CM) election (July 22), sources have revealed according to Geo News.

    According to media reports, he has left for the capital.

    It is pertinent to mention that after reading Shujaat’s letter to the House, Mazari dismissed the 10 votes of PML-Q cast in favour of Chaudhry Pervaiz Elahi, which led to his [Elahi] defeat in the CM election against Hamza Shehbaz.

    Following the election, a plea was filed by Elahi challenging Mazari’s ruling. On Saturday, the apex court heard it and said that incumbent CM Hamza Shehbaz will work as a trustee CM till Monday and adjourned the hearing.

    In a plea filed by Pakistan Muslim League-Quaid (PML-Q) leader Chaudhry Pervaiz Elahi challenging Punjab Assembly Deputy Speaker Dost Mohammad Mazari’s ruling, the Supreme Court (SC) has said that incumbent Chief Minister (CM) Hamza Shehbaz will work as a trustee CM till Monday and adjourned the hearing.

    The judges also remarked that the deputy speaker’s ruling appeared to be illegal. Earlier today, a three-bench headed by Chief Justice of Pakistan (CJP) Umar Ata Bandial heard Elahi’s plea after last night’s Punjab CM election.

    The court has also made it clear that Hamza will work in accordance with the law and the Constitution until then. According to the top court, Hamza is not allowed to use his power as CM in any way that would benefit him personally.

    Outside the court, Pakistan Tehreek-e-Insaf (PT) leader Farrukh Habib told reporters that the government’s side had no responses or credible arguments to present.

    He said the case has become very “simple and clear” and after today’s hearing, Elahi would be the “legal and constitutional” chief minister once the court verdict comes. He said Hamza is restored only as a “trustee” chief minister so that the province’s governance is not impacted and his oath today has been withheld.

    Earlier today, CJP directed Dost Mazari to appear before the court so that he could explain his position. However, he did not show up. Irfan Qadir, Mazari’s lawyer, asked the court for more time and said he wanted to submit a written response. The court granted him time till Monday.

    It is pertinent to mention that Elahi had the support of 10 PML-Q MPAs apart from PTI. However, a day before the CM Punjab election, a meeting took place between Shujaat and Pakistan People’s Party (PPP) co-chairman Asif Ali Zardari, which turned the tables in Hamza’s favour. On the day of the election, Shujaat directed his MPAs to vote in favour of Hamza.

    However, the lawmakers cast votes in favour of Elahi but Mazari dismissed their votes. Later both PTI and PML-Q challenged Mazari’s ruling as they were of the view that it is unconstitutional.

    SC summons Punjab Deputy Speaker Mazari at 2pm on Elahi’s petition

    The Supreme Court (SC) on Saturday summoned Punjab Assembly (PA) Deputy Speaker Dost Mohammad Mazari at 2pm in connection with a petition filed by Pakistan Muslim League-Quaid (PML-Q) leader Chaudhry Pervaiz Elahi challenging his ruling during the chief minister’s run-off election held on July 22.

    A three-member bench, headed by Chief Justice of Pakistan Umar Ata Bandial and comprising Justices Ijazul Ahsan and Munib Akhtar, directed Mazari to submit the complete record of yesterday’s election to the court.

    Elahi’s counsel Barrister Ali Zafar informed the court that in the run-off election yesterday, Hamza secured 179 votes against his client’s 186.

    The SC’s opinion in the May order, Zafar said, states that the parliamentary party can give directions to lawmakers on whom to vote for, and the PML-Q’s parliamentary party decided to back Elahi, but despite that, Mazari dismissed 10 PML-Q votes.

    “They ignored the parliamentary party’s decision,” Zafar said.

    At this, the chief justice said that all the relevant parties — deputy speaker, chief minister, and Punjab attorney-general — should be issued notices so they can provide their version.

    “We wish to hear from the deputy speaker personally. Only the deputy speaker can tell us which paragraph he was referring to,” Justice Bandial said.

    Elahi files a petition against the deputy speaker’s ruling

    In his petition, Elahi requested the court to hold the deputy speaker’s ruling leading to Hamza’s re-election as “bogus and false”.

    “Hamza Shehbaz may kindly be declared disqualified as the Punjab chief minister/ member of the provincial assembly,” the petition read.

    It requested the court to declare the deputy speaker’s decision to discard the votes of 10 PML-Q lawmakers on grounds of Article 63-A of the Constitution as “unconstitutional”.

    What happened in Punjab on July 22?

    Pakistan Muslim League-Nawaz’s (PML-N) candidate Hamza Shehbaz on July 22 retained the post of the Punjab chief minister after a three-vote victory against the PTI’s candidate, Chaudhry Pervaiz Elahi.

    Dost Mazari, citing the Supreme Court’s opinion on Article 63-A of the Constitution, rejected 10 votes cast by PML-Q members in favour of Elahi “against the party line”.

    As a result, Hamza received 179 votes, while Elahi, who was backed by the PTI, managed to bag 176 votes.

    Ruling coalition demands full court bench in Punjab CM case

    The ruling coalition has demanded that a full court bench should hear the petitions filed in reference to the election of the Punjab chief minister (CM) election.

    In a statement, the coalition parties said it will be fair that a full court bench comprising all the honourable judges of the Supreme Court should review the hear Supreme Court Bar Association’s (SCBA) review request, the present petition, and other related applications together, and schedule them for hearing together and issue a single ruling because these are matters of national, political and constitutional importance.

    Criticising Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, the joint statement said that he wants to move Pakistan’s democracy and right to governance towards “default”, “just as he did with the economy”.

    “Imran Khan’s attitude and thoughts are like a ‘termite’ eating away at  Pakistan […] but the ruling coalition reiterates its commitment that there will be no compromise on the constitution, democracy, and people’s right to rule,” they said.

    They added that the coalition parties will move forward on every forum together and they will “fight against the darkness of fascism”.

    ‘Enough is enough. Don’t expect us to follow one-sided decisions, says Maryam Nawaz

    Reacting to the events of last night, PML-N leader Maryam Nawaz said that she disapproved of how things were unfolding said that the party will not accept “one-sided” decisions by the Supreme Court of Pakistan,

    “Amid pressure due to bullying, threats, misbehaviour and abuses, if the house of justice makes specific decisions via the same bench and negates itself, negate its own decisions, puts its weight behind a single side then do not expect us to bow our heads before such one-sided decisions. Enough is Enough!” tweeted the PML-N leader.

    The PML-N leader said that the current political chaos and instability started with the Supreme Court’s court decision on Article 63A, adding that it made an “arbitrary interpretation” of the constitution to not count the MPAs that voted voluntarily.

    PML-N leader Ataullah Tarar demanded that since this is a matter related to the interpretation of the Constitution, a full bench should hear the petition.

    The PML-N leader said that court hearings related to constitutional matters that have taken place recently — since the no-confidence motion against ex-prime minister Imran Khan — warrant a full bench.

    “Therefore, with the utmost respect, I request that a full bench be constituted to hear this case as well,” the PML-N leader said.

    PTI Chairman Imran Khan, in a series of tweets, said that Pakistan was “not far” from defaulting and the state would soon depict a likeness to Sri Lanka, which has defaulted on its external debt.

    Khan said in just over three months — from the time he was ousted from power — the “Zardari-Sharifs mafia” has “brought the country to its knees”, politically and economically.

    Deputy Speaker Punjab Assembly Dost Mazari says 10 PML-Q votes will not be counted because of Chaudhry Shujaat’s letter.

    According to Pakistan Tehreek-e-Insaf (PTI) leader Murad Raas, Hamza received 179 votes whereas Elahi got 186 votes. After Mazari rejected 10 PML-Q votes, Elahi was left with 176 votes, which turned the tables in Hamza’s favour.

    While announcing the result, Mazari read Shujaat’s letter out loud. “As party head of Pakistan Muslim League, I have issued directions to all my provincial members to cast their votes in favour of Muhammad Hamza Shehbaz Sharif,” Mazari quoted Hussain as saying.

    His ruling was countered by PTI MPA Raja Basharat, who said that the law states that the parliamentary party could issue instructions to party members.

    “The head of the parliamentary party is Pervaiz Elahi,” he contended.

    However, Mazari said that the matter had been clarified by the Supreme Court, subsequently proroguing the session.

    Asif Zardari meets Chaudhry Shujaat, again

    PPP co-Chairman Asif Ali Zardari met PML-Q chief Chaudhry Shujaat Hussain once again last night. Zardari had already held two meetings with Chaudhry Shujaat earlier in an effort to get his support for Hamza Shehbaz.

    The former president had sent a message for a meeting with Chaudhry Pervaiz Elahi and his son Moonis Elahi. However, they both refused to meet him according to The News.

    Moonis Elahi said that it’s “game over” for the government.

    “They can do whatever they want, they have lost the game,” said Moonis Elahi.

    50 PTI MPAs can vote for Hamza Shehbaz: Rana Sanaullah

    The result of the Punjab by-elections has come as a shock for Pakistan Muslim League-Nawaz (PML-N) and its supporters while it has proved to be a ray of light for Pakistan Tehreek-e-Insaf’s (PTI) future in upcoming elections.

    According to the results (as of now), PML-N managed to win only four seats in its popular province. PTI swept the by-elections by bagging almost 75 per cent of Punjab constituencies (15 seats) and one independent candidate won the seat.

    It is pertinent to mention that before the by-polls, PTI and Pakistan Muslim League-Quaid (PML-Q) jointly had the strength of 173 members. Now, with 15 additional seats, the parties have achieved 188 seats in Punjab Assembly (PA) whereas they only needed 186. One independent MPA who has won is likely to be a part of the new ruling coalition.

    On the contrary, the current ruling coalition (PML-N, PPP and others) has 179 members.

    Two MPAs of PML-N including Mian Jaleel Sharaqpuri and Faisal Niazi had resigned so their seats are vacant. MPA Chaudhry Nisar is unlikely to vote for any of the candidates

    Great voter turnout

    In this election, a great voter turnout has been noted.

    In Sahiwal, the voter turnout was almost 56 per cent. While in Khushab, the turnout was 47.84 per cent.

    In the constituency of Multan, the turnout remained at 42 per cent where former Foreign Minister Shah Mehmood Qureshi’s son Zain Hussain Qureshi won.

    In the largest city of Punjab, the lowest turnout was recorded while the highest turnout was in Bakkhar where PTI’s Irfan Ullah Niazi won.

    ‘Defeat should be accepted with an open heart’: PTI sweeps Punjab by-polls

    Pakistan Tehreek-e-Insaf (PTI) swept the Punjab by-elections by bagging a total of 15 out of 20 Punjab Asse­mbly seats while the ruling Pakistan Muslim League-Nawaz (PML-N) only managed to win four seats. An independent candidate won one seat.

    Prime Minister (PM) Shehbaz Sharif on Monday thanked the PML-N workers for their tireless efforts and said that Maryam Nawaz ran a great election campaign. “I would like to thank Chief Minister Hamza Shehbaz for conducting peaceful elections in Punjab.”

    Congratulating PTI for the big win, Chairman Imran Khan thanked his party workers and supporters of Punjab for what he called not just defeating the PML-N but the entire state machinery.

    “The only way forward from here is to hold free and fair polls under a credible Election Commission of Pakistan (ECP). The PTI chairman said that now decisions would be taken by masses not in closed rooms,” said Khan.

    PML-N Vice President Maryam Nawaz, on the other hand, called for introspection following the defeat of the ruling PML-N in its political heartland.

    Maryam took to Twitter and said that the “defeat should be accepted with an open heart”.

    “The PML-N should accept the results of the by-polls with an open heart as it is the decision of the masses,” Maryam Nawaz tweeted. She added that winning and losing were part of politics; therefore, the party should now focus on its weaknesses, identify them, and then overcome them. “God willing, everything will be fine,” said Maryam.

    PML-N supremo Nawaz Sharif blamed the “difficult decisions” taken by the Centre for its failure, according to a Daily Jang report.

    PTI’s Secretary General Asad Umar termed PTI victory in the high-voltage Punjab by-elections as a milestone in Pakistan’s political history. 

    Asad Umar also stated that PTI’s core committee meeting would be held today (Monday) with Imran Khan in the chair, where the PTI would take a future course of action.

    Asad Umar also said that Chaudhry Pervaiz Elahi would be elected as chief minister of Punjab on July 22, adding that Shehbaz Sharif is now only the “Prime Minister of Islamabad”. 

    Speaker Punjab Assembly and leader of Pakistan Muslim League-Quaid (PML-Q) Chaudhry Pervaiz Elahi said that if Imran Khan asks him to dissolve the Punjab Assembly, then he will dissolve the assembly in two seconds without thinking.

    Elahi further said that Imran Khan worked the hardest, and he [Elahi] had won many by-elections, but the strategy Khan made was perfect and he [Khan] used his energy to the fullest.

    An audio call between former Interior Minister Sheikh Rasheed and another man, Gul Zaman, has been leaked.

    In the audio leak, it can be heard that two are talking about a “payment” being made to PML-N’s Mian Jaleel Ahmed Sharaqpuri.

    Following the news, Zaman came forward with his side of the story. He said that Rasheed called him and started talking about some payment and Sharaqpuri. “I snubbed him and asked him right away,” he added.

    He claimed he hasn’t met Sharaqpuri and Sharaqpuri also doesn’t know him. Gul Zaman said he has no clue why Rasheed said all that.

    While talking to Samaa News, Sheikh Rasheed confirmed the authenticity of the leak. According to him, all of this was a joke and denied any payments being made.

    In a video message, he further clarified that Sharaqpuri is innocent and blamed the government for the leak. He said that the government has a problem with Sharaqpuri giving his resignation to Chaudhry Pervaiz Elahi.

    Sharaqpuri said that it was a pre-planned audio leak. He said he doesn’t know Sheikh Rasheed much. He further added that Rasheed is Imran Khan’s enemy and is a fraud.

    Trouble for PML-N: Mian Jaleel Ahmed Sharaqpuri resigns

    PML-N Member of Punjab Assembly (MPA) Mian Jaleel Ahmed Sharaqpuri resigned from his seat on Saturday.

    The former MPA announced his decision along with Punjab Assembly Speaker Chaudhry Pervaiz Elahi.

    Pakistan Tehreek-e-Insaf (PTI) Fawad Chaudhry tweeted before Sharaqpuri’s resignation that some PML-N MPAs are soon going to tender their resignations.

    PTI and Pakistan Muslim League-Quaid (PML-Q) have claimed that another sitting PML-N MPA Maulvi Ghayas ud Din will also resign. However, Ghayas ud Din has not issued any such statement and has denied these reports, reports Geo News.

    According to Fawad Chaudhry, another PML-N MPA Kashif Mehmood has been disqualified. He claimed that now the PML-N and PPP have 173 MPAs including the independent candidates in the Punjab Assembly. PTI has also the support of 173 MPAs.

    Sharaqpuri’s resignation has put the PML-N in a tight spot as it is already in a neck-to-neck contest with PTI-PMLQ over the Chief Minister’s (CM) slot.

    All eyes are set on today’s by-election results, which will decide the Punjab government’s fate.

    Woman raped in Faisalabad hospital

    A woman who went to Faisalabad Institute of Cardiology for a check-up has been allegedly raped by a security guard, reported Geo News.

    According to the police, the woman is married. In her complaint to the police, she said that she went to the hospital for a check-up where the security guard told her that the doctor is not present and took her to a separate room in the hospital and allegedly raped her there.

    Following the incident, the police registered the case on the woman’s complaint and started an investigation. The accused is still missing and efforts to arrest him are underway.

    Chief Minister (CM) Punjab Hamza Shehbaz took notice of the incident. He sought a report from the Inspector General of Police (IG) Punjab and directed that strict action should be taken against the accused and justice should be ensured.

    Last month, Punjab Home Minister Attaullah Tarar announced that the Punjab government would declare an emergency following an increase in rape and sodomy cases in the province.

    PPP, PML-N decide to contest together in Punjab by-election

    Pakistan People’s Party (PPP) and Pakistan Muslim League-Nawaz (PML-N) have decided to jointly contest the Punjab by-election which will be held on vacant seats of the Punjab Assembly (PA) next month.

    Punjab minister Attauallah Tarar confirmed the development to Dawn, saying, “The PML-N and PPP leadership agreed to jointly contest by-polls on 20 Punjab Assembly seats.”

    Earlier, PPP’s Chairperson Asif Ali Zardari and Punjab Chief Minister (CM) Hamza Shehbaz met on Tuesday in which other members of the parties also participated. The decision reportedly took place during the meeting.

    Zardari congratulated Hamza on assuming the CM’s office. According to The News, the two parties also discussed other issues related to cabinet expansion in Punjab and federal, water issues, petroleum prices, and the upcoming budget. Moreover, Zardari held a meeting to sort out his party’s differences with PML-N over desired ministries in Punjab.

    Currently, PPP has seven seats in the Punjab Assembly (PA) and they were promised four ministries and two adviserships. However, in the Punjab Cabinet, there are only two members of PPP, but they are inactive due to non-allocation of their portfolios.

    The polls will be on 20 vacant seats of the PA on July 17. The seats are vacant due to the disqualification of PTI’s Members of Provincial Assembly (MPAs) by the Election Commission of Pakistan (ECP) who switched sides and voted for Hamza as CM.

    It is pertinent to mention that out of the 20 seats, eight are from southern Punjab where the PPP has a strong foothold.

    A key member of Pakistan Tehreek-e-Insaf (PTI) Jahangir Khan Tareen (JKT) Group, Awn Chaudhry has been appointed as an adviser on sports and tourism to Prime Minister (PM) Shehbaz Sharif.

    President Arif Alvi approved the appointment of Chaudhry on the advice of PM Shehbaz.

    It has been reported that the newly-elected Punjab Chief Minister (CM) Hamza Shehbaz has also decided to accommodate the JKT group in the provincial cabinet.

    CM Hamza recently met with Jahangir Tareen, who is back in Lahore from London. Tareen congratulated Hamza Shahbaz on being elected as CM.
