    Bilawal pledges to eliminate 17 federal ministries if PPP voted into power

    Bilawal Bhutto-Zardari, Chairman of the Pakistan People’s Party (PPP), pledged on Monday to eliminate 17 federal ministries if his party secures victory in the general elections. This measure aims to save taxpayers a sum of “Rs300 billion.”

    Addressing a public gathering in Nawabshah, Bilawal said the 17 federal ministries should have been devolved to provinces after the 18th Constitutional Amendment, Geo News reported.

    The leader of the PPP stated that an amount of Rs300 billion was allocated for the ministries, and the government provided a subsidy of Rs1,500 billion to the ‘elite’ individuals in different sectors, such as energy and fertilizers.

    Bilawal said his party would end the subsidy for elites to provide funds to labourers and farmers through cards, he said.

    On April 8, 2010, the 18th Constitutional Amendment was enacted, leading to the decentralization of numerous federal ministries and the transfer of powers to provinces.

    Referring to the youth as the future of the nation, the PPP chief said old politicians are a thing of the past.
    Bilawal said the country’s issues could be resolved by burying the politics of “hatred and division”.

    During the conversation, Khosa emphasized that, unlike the situation with Nawaz Sharif, the judiciary was not biased in favor of PTI.

    He highlighted the trial without jurisdiction in the Toshakhana case, stating that the punishment given was incorrect and could be rectified through a review order.

    Khosa asserted that the subsequent disqualification of Imran Khan by the Election Commission as a consequence of delaying the sentence was rushed, occurring within three days instead of the stipulated 30 days.

    He further stated that the basic rights of Imran Khan were being apprehended by the courts.

    Khosa mentioned that the situation is leading to uncertainty and keeping PTI out of elections means that the elections are not free and fair.

    The Pakistan Muslim League-Nawaz (PML-N) leader, Captain (r) Muhammad Safdar, said on Wednesday that his wife, vice president of PML-N, Maryam Nawaz, is the party’s candidate for the position of Punjab’s chief minister, Dawn has reported.

    Captain Safdar also said that after getting a clean chit from courts, PML-N supremo Nawaz Sharif will contest the upcoming elections for a National Assembly (NA) seat in Khyber Pakhtunkhwa’s NA-15 (Mansehra).

    “Nawaz Sharif will be our election candidate from NA-15 (Mansehra-II). He will become the prime minister as an elected representative of Khyber Pakhtunkhwa to address the province’s deprivation,” Mr Safdar told reporters outside the deputy commissioner’s office in Mansehra.

    Safdar also said that he himself will submit the nomination papers of former Prime Minister Nawaz Sharif.

    He further said that PML-N leader Amir Muqam is the party’s candidate for KP’s chief minister.

    Captain Safdar also mentioned that he will not contest the election from NA-15, as he wants to become a senator. “I will never decline the party’s offer for a Senate ticket,” he said.

    PML-N president and former Prime Minister Shehbaz Sharif will submit his nomination papers from Lahore’s NA-123, PP-158, and PP-164 seats.

    The decision was revealed as his mother filed a petition in the Lahore High Court, seeking approval for his nomination papers.

    The petition argued that, with the Election Commission having announced the election schedule, Hassan Niazi remains eligible, having neither faced disqualification nor conviction; he is presently in custody.

    The legal plea urged the court to grant permission for the completion of Hassan Niazi’s nomination paper for the submission process.

    It further proposes a meeting between the court commissioner and Hassan Niazi to facilitate the verification or rejection of the nomination papers.

    The move sets the stage for a potentially dynamic political scenario, with Hassan Niazi’s candidacy poised to shape the unfolding electoral landscape.

    The Case

    A Lahore anti-terrorism court (ATC) on Monday granted the police two-day transit remand of the focal person of Pakistan Tehreek-e-Insaf (PTI) leader and ex-prime minister Imran Khan’s nephew, Hassaan Niazi.

    The police had produced Niazi in the court seeking his transit remand to take him to Karachi, where he is wanted in connection with sedition charges registered against him.

    The case against Niazi was registered on the complaint of a citizen named Muhammad Iqbal at the Jamshaid Quarters police station.

    According to the first information report (FIR), Niazi was involved in inciting people to revolt against national institutions and attempting to provoke disharmony in a video on social media.

    The statement had allegedly created anger and distress among the masses.

    During the hearing, the prosecution argued that Niazi’s presence was required in Karachi for further legal proceedings.

    Therefore, the court approved the request for a two-day transit remand, allowing the police to take Niazi to Karachi for progress in the case.

    After the Supreme Court of Pakistan (SC) suspended a Lahore High Court (LHC) order staying the appointment of Returning Officers (ROs) from the executive branch, the Election Commission of Pakistan (ECP) released the much-awaited election schedule on Friday night, affirming that general polls in Pakistan are set to take place on February 8 next year.

    ECP will now resume training ROs and District Returning Officers (DROs).

    The election programme extends to reserved seats for women and non-Muslims in the National Assembly (NA) as well as the four provincial assemblies of Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan.

    The election schedule was released late at night in accordance with the directives of the SC.

    Earlier, the Lahore High Court (LHC) stayed the notification of the appointment of DROs and ROs from the bureaucracy and halted their training.

    The LHC announced its judgement in response to a petition submitted by the Pakistan Tehreek-e-Insaf (PTI).

    Fitch Ratings, a US-based credit rating agency, has maintained Pakistan’s Long-Term Foreign-Currency Issuer Default Rating (IDR) at ‘CCC,’ according to a statement released on Wednesday.

    The ‘CCC’ rating indicates significant external funding risks due to elevated medium-term financing requirements, notwithstanding some stabilisation and Pakistan’s commendable performance on its current standby arrangement (SBA) with the International Monetary Fund (IMF), as explained by Fitch.

    While anticipating scheduled elections in February and prompt negotiation for a subsequent IMF programme after the SBA concludes in March 2024, Fitch cautioned about potential delays and uncertainties regarding Pakistan’s ability to achieve this.

    Fitch emphasised the potential vulnerability of recent reforms and the prospect of renewed political volatility in the wake of the upcoming elections. Regarding the ongoing IMF programme, Fitch expressed confidence in the unproblematic approval of the recent staff-level agreement (SLA) by the IMF board.

    Fitch’s assessment highlighted the positive outcomes of the programme review, including sustained fiscal consolidation, energy price reforms despite public backlash, and strides towards adopting a more market-driven exchange rate regime.

    However, Fitch also pointed out risks associated with policy implementation, citing a historical pattern of parties across the political spectrum in Pakistan failing to implement or reversing reforms agreed upon with the IMF.

    Jamiat Ulema-e-Islam (JUI-F) Chief Maulana Fazlur Rehman said on Wednesday that a delay of a few days in the general election will not make any difference. Pakistan People’s Party (PPP) co-chairman and former president Asif Ali Zardari also made the same statement a few days earlier.

    Maulana Fazlur Rehman said in an interview that there is no issue if the delay of a few days in the election can help in conducting free and fair polls.

    Earlier this week, the PPP co-chairman also said that there is no issue with a delay of about 10 days.

    The JUI-F head also said that he is not backing any political agenda while demanding a delay in the polls, asking that the Election Commission of Pakistan (ECP) should consider all the concerns, including the weather conditions in high-altitude regions.

    Postponement of elections also occurred after the assassination of former Prime Minister Benazir Bhutto, and it’s a valid reason for people to accept a delay in polls, he added.

    Maulana also warned that his party would come out on the streets and protest if the election were postponed indefinitely.

    Pakistan Electronic Media Regulatory Authority (PEMRA) has barred television channels from airing anything that casts doubt on the electoral process.

    The notification, issued on November 3, states, “All the satellite TV channel licensees were directed vide this office directives dated 3* November, 2023 to strictly comply with the PEMRA’s Code of Conduct 2015 and ensure that no speculative, doubtful and false information/content with reference to electoral process or conduct of General Elections is aired, broadcasted or televised in any manner, whatsoever, which may subsequently hamper smooth conduct of the General Elections 2024.”

    It further says that all the licensees, while airing their transmission before General Elections 2024, must be mindful of the fact that no such content/discussion / comment is aired which may create doubts or an impression in the minds of the public about the polls or may sabotage elections through any negative/false news, information or report aired on any satellite TV channel, inadvertently.

    Anchor Person Mohammad Malick took to X (former Twitter) and wrote, “Has Pemra gone absolutely bonkers? media barred from even discussing the possibility of flawed election process by EC. All media outlets & journo orgs must outrightly reject this ridiculous ‘unholy commandment’. this is brazen censorship and must be resisted.”

    Secretary General South Asian Free Media Association (SAFMA) Imtiaz Alam said, “Indeed, Election Commission of Pakistan should be respected, but it must earn respect by ensuring even-playing field fo all and transparently conducting electoral process. However, PEMRA order must be rejected. Media must critically evaluate the conduct of elections and ECP.”

    The Election Commission of Pakistan (ECP) revealed on Friday that the eagerly awaited schedule for the general polls will be issued 54 days before the February 8 elections, as per Geo News.

    The Chief Election Commissioner (CEC), Sikandar Sultan Raja, said during an informal discussion with journalists that the election body is diligently working on completing all prerequisites for the upcoming polls.

    In June, the Pakistan Democratic Movement (PDM) government amended Section 57 of the Elections Act, empowering the ECP to set the general election date while defining a timeline of procedures from the announcement of the schedule to the polling day.

    CEC Sikandar Sultan Raja assured that the election schedule, appointment of returning officers (ROs), and district returning officers (DROs) will be announced promptly. He mentioned that updated constituency lists had already been released, and the ECP was proactively handling election-related responsibilities ahead of schedule.

    Despite concerns and speculations in political circles about potential delays in the already postponed polls, the ECP recently issued the final list of delimitation of constituencies for national and provincial assemblies, dismissing reports of possible delays.

    According to the notification issued by the ECP, the National Assembly (NA) has a total of 266 seats; 60 seats are reserved for women and 10 for religious minorities.

    Balochistan has a total of 20 NA seats, including 16 general and four reserved seats for women; Khyber Pakhtunkhwa has 45 general NA seats and 10 reserved seats for women; Sindh has a total of 75 NA seats, of which 61 are general and the remaining 14 are reserved for women.

    On the other hand, considering population, Punjab is a big province, and it has 141 NA seats, of which 32 are reserved for women. The federal capital has three general NA seats, with no reserved seat for women.

    Article 106 pertains to the constituencies of the four provincial legislatures. According to this article, Balochistan comprises 51 general seats, with 11 reserved for women and three for non-Muslims, making a total of 65 seats.

    In the case of Khyber Pakhtunkhwa, there are 115 general seats, along with 26 reserved for women and four for non-Muslims, bringing the total number of seats in the legislature to 145.
