    FIR to be lodged against Anwaar-ul-Haq Kakar and Sarfraz Bugti : Islamabad High Court

    The Islamabad High Court (IHC) has issued a directive to the federal government, ordering the recovery of all missing Baloch students.

    During a hearing related to the implementation of recommendations from the Commission of Inquiry on Enforced Disappearances, Justice Mohsin Akhtar Kayani warned that a case will be registered against the caretaker prime minister if the recovery of the students is not ensured.

    Attorney General for Pakistan (AGP) Mansoor Usman Awan told the court that 22 Baloch students had been recovered and reached home while 28 Baloch students were still missing and efforts will be made to recover all the missing persons.

    Referring to the missing persons, the senior judge wondered: “Are such things take place in a civilised society? Every missing person who is recovered says I don’t want to pursue the case.”

    If the missing persons are not recovered, the IHC judge said he will order the registration of a First Information Report (FIR) against caretaker Prime Minister Anwaar-ul-Haq Kakar and interim Interior Minister Sarfraz Bugti.

    “I am stating this in very clear words.”

    The judge’s warning follows the non-appearance of the caretaker prime minister, who failed to attend the court hearing on November 29 as summoned by the IHC. The caretaker PM cited foreign trips as the reason for his absence, indicating that he is currently on an official visit to the Middle East.

    Justice Kayani also held the defense secretary and the interior secretary responsible for the recovery of the Baloch students if it didn’t take place. He urged the authorities to present the missing persons in court, even if they are labeled as terrorists.

    The hearing of the case has been adjourned until January 10.

    Court summons PM Kakar in missing Baloch students case

    The Islamabad High Court (IHC) summoned caretaker prime minister Anwaar ul Haq Kakar in person on November 29 in a case pertaining to Baloch missing students.

    In today’s verdict, the court asked the federal government to present 55 Baloch missing students as per the recommendation of the Baloch Enforced Disappearance Commission.

    The court has asked the defence and interior ministers and the sectaries from both ministries to present before the court in person and has sought a report within a week from the federal government committee.

    “We are sitting in Islamabad and talking about the rights of Balochistan. I’m giving [you] seven days time to ensure the implementation,” IHC Justice Mohsin Akhtar Kayani remarked.

    On the other hand, the additional attorney general for Pakistan requested the court not to summon the prime minister and federal ministers.

    IHC Justice Mohsin Akhtar Kayani was not happy with the report presented before the court by the federal government.

    “This report is a matter of shame for this court,” the judge remarked. He also said that caretaker prime minister should have realised that it’s a matter of Baloch students, as he also belongs to Balochistan.

    Justice Kayani also said, “Should we send this matter to the United Nations? Should we dishonour our country?”

    ECP orders federal government to remove IG, DC Islamabad

    The Election Commission of Pakistan (ECP) has instructed the federal caretaker government on Wednesday to remove Islamabad Inspector General Police (IGP) Dr Akbar Nasir Khan and Deputy Commissioner Irfan Nawaz Memon from their posts.

    Dr Akbar Khan is a grade 20 officer, and Irfan Nawaz Memon is a grade 19 officer in the Pakistan Administrative Service.

    ECP had earlier directed the government on October 26 to remove both officials from their posts, but the Secretary Establishment Division didn’t implement the order at that time.

    Now there is progress in the matter, as the interior ministry wrote a letter to the Establishment Division to change officials.

    Dr Akbar Nasir Khan was appointed as IGP on May 21, 2022. He was serving in the National Counter Terrorism Authority (NACTA) then.

    In October of last year, the Anti-Corruption Establishment (ACE) Punjab registered a corruption case against IGP. ACE Punjab summoned him multiple times, seeking a reply on corruption charges, accusing him of tampering with documents to award contracts and causing Rs30.5 million loss to the government.

    IMF pressures Pakistan for tax reforms, calls for intensified recovery efforts

    The International Monetary Fund (IMF) is urging Pakistan to intensify efforts towards tax recovery. 

    Specifically, the IMF calls for increased income tax collection from retailers and the real estate sector, alongside a heightened focus on agriculture income. 

    The IMF emphasises collaborative actions between the federal government and provinces to enhance tax recovery, considering the imposition of a fixed tax on retailers in case of collection shortfalls after December. 

    Additionally, the IMF recommends consultations with provinces for taxing agriculture and real estate. Proposals for tax policy amendments and addressing taxation flaws have been extended to the Federal Board of Revenue (FBR) by the IMF mission, emphasising effective taxation policies and enforcement in sectors with insufficient tax recovery. 

    The FBR has presented a revenue projection report to the IMF team for the current fiscal year, with the IMF expected to respond by Saturday. During the discussions, the FBR briefed the IMF on the task force dedicated to tax policy and administration. 

    As part of an agreement with the IMF, Pakistan commits to sharing data on tax evaders through collaboration with the FBR, banks, and NADRA, aiming to enhance overall tax collection. 

    This agreement was reportedly reached during policy review talks, facilitating the release of a $700 million loan tranche under the Standby Agreement (SBA).

    ‘Special allowance’ announced to assist workers earning below Rs32,000

    The federal government, in accordance with a notification issued by the finance division, has officially implemented a minimum monthly wage of Rs32,000. 

    The prescribed minimum wage, which is set at Rs32,000, applies to all civil employees of the federal government. 

    This also encompasses civilians who receive their remuneration from Defence estimates, including contingent paid staff and contract employees engaged for civil posts within the basic pay scales, under standard terms and conditions of contract employment.  

    Individuals whose gross monthly salary falls below the newly established minimum wage of Rs32,000 will be entitled to receive the difference as a “special allowance.” 

    It is worth noting that the government had previously announced an increase in financial compensation for individuals hired from the private sector for MP1, MP2, and MP3 positions within the bureaucracy earlier in the same month. 

    The revised minimum wage regulations will be in effect from July 1, 2023.

    The federal government has announced a public holiday on November 9 on account of Iqbal Day.

    “November 9, Thursday, will be a public holiday across the country,” said a notification issued by the Cabinet Division on Friday.

    November 9 is celebrated as Iqbal Day nationwide in honour of Dr. Allama Mohammad Iqbal’s birthday, marking his 146th birth anniversary this year.

    Allama Iqbal played a vital role in encouraging millions of Muslims across the subcontinent to struggle for their separate homeland, where they could live freely.

    The day would begin with mosques holding special prayers for the advancement and well-being of Pakistan.

    Dr. Iqbal, born on November 9, 1877, in Sialkot, is widely recognised as the ‘Poet of the East’ in Pakistan and various other regions around the world.

    Iqbal was an acclaimed poet and philosopher.

    The Islamabad chapter of Pakistan Medical Association (PMA) on Monday recommended to the federal health ministry to not appoint serving military officials as executive directors for Pakistan Institute of Medical Sciences (PIMS) and Federal Government Polyclinic Hospital.

    According to Geo News, the PMA condemned the letter of appointment of serving military officials sent by the federal health ministry.

    In response to a letter, PMA officeholders warned the federal health ministry about appointing serving military officers to manage public sector health institutions.

    The officials expressed strong disapproval of replacing federal government officials with military personnel, emphasising that such a move would be unacceptable under any circumstances. Furthermore, they mentioned that even military authorities would be unwilling to endorse the action initiated by the federal health ministry.

    On the other hand, a spokesman of federal health ministry said earlier that the appointment will be conducted as per recruitment rules, adding that the government believes in merit.

    The health ministry’s spokesman further stated that the government believes in providing best health facilities to Pakistanis by appointing competent officials.

    Today in Dubai, a crucial meeting of the Civil Aviation Authority (CAA) is set to take place, focusing on the outsourcing of Islamabad International Airport.

    According to ARY News, CAA officials have convened in Dubai to participate in this pivotal session, marking a significant step in the outsourcing process for Islamabad International Airport.

    This gathering will see the participation of international firms that have expressed interest in becoming part of Islamabad Airport’s outsourcing initiative. It’s noteworthy that the federal government intends to implement a phased approach to outsourcing major airports nationwide.

    Previously, the federal government had initiated the process by issuing tenders to solicit applications for outsourcing Islamabad International Airport for a duration of 15 years. The Civil Aviation Authority has stipulated that interested bidders are required to submit their applications along with a Rs5,000 fee to the CAA by November 8.

    Recent developments reveal that the government has made the decision to outsource Karachi, Lahore, and Islamabad International Airports. Notably, countries such as the United Arab Emirates, Qatar, Turkey, China, and Saudi Arabia have expressed a keen interest in the outsourcing of all three airports.

    In response to this decision, CAA unions launched a protest movement, and despite attempts at negotiation by Aviation Minister Khawaja Saad, talks have proven unsuccessful. CAA employees remain steadfast in their opposition to the outsourcing of airports, with a spokesperson for the CAA Union emphasising that the protest will persist until their demands are met.

    The Civil Aviation Authority (CAA) has convened a significant meeting in Dubai to address matters pertaining to the outsourcing of Islamabad airport. 

    Sources indicate that the CAA administration has scheduled this meeting for September 26 in Dubai, extending invitations to international companies interested in participating in the outsourcing of the airport. 

    This development follows the federal government’s issuance of tenders, soliciting applications for the outsourcing of Islamabad International Airport for a duration of 15 years.

    In the interbank market on Tuesday, the Pakistani rupee (PKR) continued to weaken against the US dollar, losing PKR 1.4569 (0.48 per cent) on a day-over-day basis and ending the session at PKR 307.0996 per US dollar.

    On Monday, the Pakistani rupee experienced a slight decline against the US dollar, settling at Rs305.64 in the interbank market.

    The government has not yet finalised relief measures for the surging electricity bills of consumers, primarily due to disagreement between the federal government and the International Monetary Fund (IMF) regarding the provided data.

    On the international front, the US dollar remained strong on Tuesday, while the Australian dollar faced some pressure. Traders were closely monitoring the Reserve Bank of Australia’s upcoming interest rate decision, speculating that interest rates may have reached their peak.
