    Donald Lu expresses concerns over Feb 8 election irregularities

    Assistant Secretary of State Donald Lu has pointed out irregularities in the Feb 8 polls and said that the United States (US) is committed to making Pakistani democratic institutions stronger, Geo reported on Wednesday.

    Lu will attend a Congressional panel hearing about Pakistan today.

    The hearing titled ‘Pakistan after the Elections: Examining the Future of Democracy in Pakistan and the US-Pakistan Relationship,’ has been announced by the House Foreign Affairs Subcommittee, where the assistant secretary will be a key witness.

    Donald Lu submitted his testimony on Tuesday to the Subcommittee, in which he pointed out a number of issues between the two countries and how US policy will look in Pakistan in the future.

    He mentioned that the State Department had issued a clear statement the day after the general elections in Pakistan last month, noting undue restrictions on the freedoms of expression, association, and peaceful assembly.

    He also said that the State Department issued a statement on the next day of polls last month, and it was clearly mentioned in the statement that there were restrictions on freedom of expression, association, and peaceful assembly.

    The first audit report of the Pakistan Tehreek-e-Insaf (PTI) government has unveiled irregularities and corruption to the tune of Rs270 billion in 40 departments and ministries.

    According to Dawn, the Auditor General of Pakistan (AGP) has unearthed misappropriation and embezzlement of public funds to the tune of over Rs12 billion, with irregularities of government funds amounting to Rs258bn.

    The AGP’s report covers the fiscal year 2018-19 — the first year of the PTI government — and recommends strict action, including references, to investigation agencies against those responsible. The AGP has finalised its report on audit year 2019-20 and it would be submitted to parliament and the president in a couple of days.

    The report also disclosed that record for a number of entities and accounts was not given to audit teams in violation of rules.

    The audit revealed corruption and fake receipts in ministries and departments to the tune of Rs12.56 billion. It stated that recovery cases of Rs79.59 billion in federal ministries were reported and a record of Rs17.96 billion was not provided to the auditor general by government departments.

    The report further said that Rs8.89 billion in corruption cases had been recorded owing to weak internal controls and cases worth Rs152.20 billion were reported due to poor financial management.

    The AGP recommended that government institutions not be allowed to undertake expenditures unless approved from the parliament and similarly, to not allow supplementary grants to these institutions without the parliament’s approval.

    He recommended that corruption cases be handed over to investigative agencies.

    A government minister while commenting on the audit report said that such irregularities during the period of past governments used to involve up to Rs1,000 billion. Geo quoted Minister for Industries Hammad Azhar as saying the graph had come down by 80 per cent but added that the PTI government needed to improve it further.

    The Directorate General of Commercial Audit and Evaluation (South) Karachi — a department of the Auditor General of Pakistan (AGP) — has pointed out 16 irregularities worth whopping Rs6.85 billion in the accounts of Pakistan International Airlines (PIA), The News reported.

    According to the report, besides financial irregularities, numerous serious violations of rules and regulations have also been noticed and reported in hiring, promotions and postings of staffers of the national carrier, 87 per cent shares of which are owned by the government of Pakistan.

    The Directorate General of Commercial Audit and Evaluation has audited PIA’s accounts and scrutinised its affairs after receiving several complaints regarding accounts of PIA Corporation in Islamabad and Karachi.

    It has observed that PIA suffered an operating loss worth Rs5,282 million, noticing that the appointment of the national airliner’s chief executive officer (CEO) was irregular and dual benefits worth Rs2.9 million were awarded to him against rules, PIA had suffered a loss of Rs71.866 million due to illegitimate elevation of allowances and benefits of officers on deputation from Pakistan Air Force (PAF).

    It further pointed out that the national flag carrier had suffered another loss of Rs1.24 million due to the holding of dual jobs/services by a regular employee of PIACL and withdrawal of unjustified salaries from both sides, and the fraudulent settlement of advances paid to the district managers of PIA, Rawalpindi, had inflicted a loss of Rs 1.638 million to the organisation.
