    Gang-rape that shook Pakistan

    On Wednesday, a woman was gang-raped in front of her children on the Lahore-Sialkot Motorway. This incident has shaken the entire country. The details of the incident are so horrific that the women of this country are feeling unsafe, especially after the shocking statement made by CCPO Lahore Umar Sheikh. Mr Sheikh had the unbelievable audacity to tell the rape survivor that she should not have driven so late at night, she should have taken the busier GT Road instead of the stranded motorway and that she should have checked her car’s fuel tank before leaving the house. As if this was not enough, CCPO Lahore went on numerous channels to defend his statement, say that the survivor thought this was France and not Pakistan where society is different. And to add insult to injury, several ministers and cabinet members came to his defence.

    SAPM Shahzad Akbar stood by the CCPO’s side at a press conference and also said his statement was being turned into a controversy unnecessarily. Planning Minister Asad Umar went on to ask that should the CCPO be removed for a bad statement when he has not done anything illegal. Rallies were taken out all over the country on Saturday, asking for the removal of CCPO Lahore. He has shown zero remorse and he sounds extremely confident that he is going nowhere. While the CCPO has been issued a show-cause notice for his remarks about the rape survivor by the IG Punjab, the question remains: why has he not been removed yet? Even if his appointment was political, the government should have removed him to make the women of this country feel safe.

    CCPO Lahore’s statement has made each and every woman of this country feel unprotected and his casual sexism has laid bare the mindset prevalent in the police force about rape survivors. No wonder then that women who are raped do not report these crimes. When the police chief of the country’s second largest city is so dismissive of rape incidents, when he blames the survivor for an attack that could have been prevented with better policing and timely help, when many men on our televisions screens and online spaces are actually saying he said nothing wrong and this is what we were also thinking, how does it make a woman feel? In Punjab alone, there have been at least 2,043 registered cases of rape and 111 cases of gang rape this year. And these are the reported cases. What about those cases that are not reported because women and their families are afraid of the misogynist police mentality?

    When the government stands by a man who thinks women should not step out at night, it means that the government is protecting a misogynist. It gives a clear message to the women of Pakistan: you are on your own, we cannot protect you. Unless and until the CCPO is not removed, the police force will not change its mindset when it comes to violence against women and gender-based crimes.

    EXCLUSIVE: Identity of motorway gang-rape suspect revealed

    With authorities’ failure to protect the mother of three, who was gang-raped on the Lahore-Sialkot motorway on Tuesday night, drawing a strong reaction from the masses, the police have revealed the identity of one of the suspects behind the gruesome incident that shook the nation.

    As per the details, the individual, namely Abid Ali and a resident of Haroonabad town of Punjab’s Bahawalnagar district, is a proclaimed offender and has been nominated in multiple cases earlier as well.

    While accomplice of the 27-year-old is still unidentified and both the suspects are at large, it has been announced that Punjab Law Minister Raja Basharat will shortly address a press conference to share further details.

    Reports, however, have cited sources as saying that the name of Abid’s accomplice is Waqar.

    IDENTIFICATION:

    Earlier in the day, Special Assistant to Prime Minister (SAPM) had announced that one of the culprits had been identified following DNA testing and will soon be apprehended.

    Taking to Twitter to share the news, Dr Gill had congratulated Punjab Chief Minister (CM) Sardar Usman Buzdar, Inspector General of Police (IGP) Inam Ghani, Lahore Capital City Police Officer (CCPO) Umar Sheikh and the entire team.

    “DNA matched. The arrests will also soon be made. The people should know that Usman Buzdar, the IGP and the [Lahore] CCPO were in a meeting until 4 am. The CM himself has monitored the entire case,” he had tweeted.

    The tweet had followed a vaguely-worded tweet wherein Dr Gill said thanked Allah for his help and for listening to the prayers of the people.

    LAHORE-SIALKOT MOTORWAY RAPE CASE:

    On Tuesday night, it was reported that two robbers had gang-raped a mother of three on the Motorway within Gujjarpura police’s jurisdiction.

    The woman, along with her three children, was driving to Gujranwala in her car when she was forced to stop at the Gujjarpura section of the Motorway after running out of fuel at around 1:30 am. She immediately called a relative and sent him her location. He asked her to also dial the Motorway Police helpline 130 but she was reportedly refused help.

    In the meantime, two robbers approached the car, broke the window and took the woman and her children to nearby bushes where they raped her repeatedly in front of the children. They also snatched her purse that had cash around Rs100,000, one bracelet, car registration and three ATM cards. 

    The Gujjarpura police have registered a case, while motorway police spokesperson said they had not been able to take action as the incident did not occur in the limits of Motorway Police.

    ‘Shoot me dead and don’t tell anyone,’ motorway gang-rape survivor quoted as telling first responders

    The survivor of the motorway gang-rape has been quoted by a journalist as asking the first responders to shoot her dead and do not tell anyone about what had happened.

    “A journalist friend was told by an investigating official that when the police reached the crime scene of #MotorwayRape the survivor started begging the cops to shoot her dead and not tell anyone about the incident,” journalist Ailia Zehra tweeted.

    “Can’t even begin to imagine what she must be going through,” she added.

    THE INCIDENT:

    The Gujjarpura police have registered a case, while motorway police spokesperson said they had not been able to take action as the incident did not occur in the limits of Motorway Police.

    LEAs EXPOSED:

    Separately, the delayed response to emergency calls made by the motorway rape victim have also exposed the level of coordination among the law enforcement agencies despite the government spending billions of rupees on the Safe City Project, The News reported Friday.

    An initial investigation into the incident and contradictory statements of senior officers confirmed that there was a lack of coordination between the Lahore Police and Motorway Police that resulted in a delayed response providing criminals enough time to flee after committing the crime.

    On the second day of the incident, Lahore CCPO Umar Sheikh said the victim had not called the police herself for help. Some of her relatives called the Motorway Police at 1:30 am.

    On the other hand, Motorway Inspector General of Police (IGP) Kaleem Imam said that the victim called the Motorway Police at 2:01 am and was informed that the Lahore-Sialkot Motorway does not fall in their jurisdiction.

    However, the Motorway Police forwarded the call to the FWO immediately. The lady didn’t get any help from the FWO either.

    Later on, a claim of the Dolphin Force surfaced that they received 15 calls at 2:49 am and reached the spot at 2:53 am. A cop of Dolphin Force said as he reached the spot, the woman was “stunned”.

    “She didn’t speak. She mustered up the courage after some time and then told the whole tragedy.”

    However, the Gujjarpura police in its FIR stated that they reached the spot at 4 am and didn’t find anyone there.

    A senior police officer requesting anonymity told The News that factually the Lahore Police and the Motorway Police had delayed the response over jurisdiction.

    They said the Safe City Project was launched after spending billions of rupees for a well-coordinated response and surveillance but the recent incident has exposed it as well.

    They added that call logs should be made part of investigations and strict action should be taken against the responsible persons.

    Lahore’s new Capital City Police Officer (CCPO) Umar Sheikh, who was earlier this week blamed for the removal of Punjab’s fifth inspector general of police (IGP) in two years, has now made headlines for blaming a gang-rape victim for the incident.

    “I am shocked… you are a mother of three and the only driver late at night… [she] should have taken the GT [Grand Trunk] Road instead, which is densely populated,” he said while speaking to Dunya News.

    Sheikh went on to say that the woman should “at least have checked her fuel before taking the motorway”.

    PUBLIC REACTION:

    With the incident making headlines and medical reports confirming gang-rape, social media flooded with posts by the general public as well as political leaders in support of the survivor and against the authorities over their “continuous failure to protect the people”.

    Amid public outcry, Prime Minister (PM) Imran Khan’s aide on political communication, Dr Shahbaz Gill, said that on Punjab Chief Minister (CM) Usman Buzdar’s directives, Lahore CCPO Umar Sheikh will lead the investigation.

    “Urban and rural policing techniques are being used,” he said, adding that CCTV footage and DNA matching was being used in the probe.”

    Dr Gill further said that around 12 suspects have been arrested.

    ‘POLICE DOING GREAT WORK’:

    Earlier, newly-appointed IGP Inam Ghani claimed that police have secured “evidence” that will lead them to the culprits.

    “We have done great work so far in the motorway rape case. We have located the village from which the suspects were from,” the IGP revealed in a conversation with Geo News. 

    He also shared that 20 police teams were working on the case and being overseen by a deputy inspector-general (DIG).

    Ghani shared that the survivor had provided ages and other identifying features of the suspects. “Right now, we have a very good clue which will lead us to the suspects directly. However, we cannot share it with the media yet.”

    He also shared that police have obtained the complete voter list and record from the National Database & Registration Authority (NADRA) of the area where the suspects are believed to have hailed from. 

    IG Ghani said that the woman’s children, who were forced to witness the horrific crime, were now with their family, who have been assured that they will be provided all kinds of support. He hoped that the victims of the attack would be in a much better state when the suspects are arrested.

    Virgin Atlantic airline is all set to operate flights between the UK and Pakistan from December this year. According to details, it will launch three new routes: London Heathrow to Lahore; London Heathrow to Islamabad; and Manchester to Islamabad. Flights will go on sale in September.

    In a statement, Virgin’s chief commercial officer Juha Jarvinen said: “Pakistan is an extremely exciting opportunity for us – it boasts one of the largest foreign-born populations in both the UK and the US and, as people start to travel to visit loved ones, we’re anticipating the demand  to visit friends and relatives will increase post-COVID-19.”

    “Both Lahore and Islamabad are popular year-round destinations and we look forward to welcoming travellers onboard as demand for leisure and business travel gradually increases to the region,” he added.

    The carrier said that the services would offer “seamless, speedy connections and a consistent long-haul onboard experience for customers travelling from destinations throughout North America, including New York JFK, Los Angeles, Washington, Boston and San Francisco via London Heathrow onwards to Pakistan”.

    “We also see a significant opportunity to increase competition in the US – Pakistan market. Using the strength of our transatlantic services we’re able to offer customers the shortest journey to and from destinations in the US such as New York, Los Angeles and Washington by connecting through London Heathrow”.

    Welcoming the announcement, British High Commissioner to Pakistan, Christian Turner in a tweet said, “Another sign of #UKPakDosti- Welcome to Pakistan Virgin Atlantic.”

    It is pertinent to mention here that British Airways is currently operating five flights a week between London and Islamabad. On Wednesday, it was reported that the airline is also seeking permission from Pakistan Civil Aviation Authority (PCAA) to start operating flights to Lahore, as a team of experts from the airline visited Allama Iqbal International Airport earlier this week to review arrangements made by the airport management.

    Three  sisters from Lahore are driving rickshaws to earn a living after being affected by the coronavirus pandemic.

    According to reports, Nasreen Bibi, Saima Khatun, and Shahnaz Bibi started their work after buying rickshaws in installments. Speaking to Independent Urdu, Nasreen said: “I am the only breadwinner of my family. My children are young, and I have no one to support me financially.”

    Nasreen said that one of her sister’s husband had died, and the other sister’s husband is unwell, so the siblings decided to go out and earn a living through rickshaw rides.

    “I first learned how to drive a rickshaw and then bought one in monthly installments of Rs 5,000 ” said Nasreen.

    The sisters thought of providing rickshaw rides when the lockdown was lifted.

    “We had no income. I started driving a rickshaw so I would be able to earn money and educate my children,” Saima shared.

    Rescue 1122 team found a python which was almost seven-foot-long from a house in Lahore’s Garhi Shahu area.

    As per reports, the team had received an emergency call from a resident of Siddique Colony who found the python at his home. The rescue authorities managed to recover the python who was six feet and 11 inches long.

    A spokesperson for the Rescue 1122 said it would be too early to say as to how and from where the snake came into the house. He further said that the python had been handed over to the Lahore Zoo administration under an already issued standard operating procedure.

    He said the Rescue 1122 teams had responded to 1,719 emergency calls related to the existence of snakes all over the province since January this year.

    Syeda Marzia Al-Zahra, who was appointed as Pakistan’s first-ever woman station manager in Lahore was removed from her position by Pakistan Railways a few hours after her appointment.

    As per reports, a union of station masters allegedly severely opposed her appointment and threatened to protest against the admin if the notification was not cancelled.

    Speaking to Independent Urdu, Union Central Chairman Muhammad Irfan said it was against the law and the civil rights of station masters.

    However, Zahra said that she would continue supervising the office of station manager being ATO-1 of the PR’s Lahore division under the law.

    “Though I cannot look after the post now under the new notification, I being an ATO-1, can exercise my authority to supervise this post. And I will do this. Office of Lahore Cantt station master also comes under my supervision,” she explained.

    Pakistan Railways appoints first woman station manager

    The Lahore railway station has hired a woman officer as station manager for the first time in its history.

    Railway authorities have appointed Lahore Assistant Transport Officer (ATO) Syeda Marzia Al-Zahra as the station manager of Lahore railway station. She has replaced the additional charge of station manager Lahore from station master Lahore Cantt Younis Bhatti.

    As per reports, Syeda Marzia is the first woman station manager of Pakistan Railways (PR).

    Meanwhile, the Railway Sampars Union protested the appointment. Union Central Chairman Muhammad Irfan, while expressing reservations over the appointment, said that the union would protest if the notification was not cancelled.
