Senior journalist and analyst Hamid Mir has claimed the Sindh government informed Pakistan Muslim League-Nawaz (PML-N) leader Muhammad Zubair that the provincial police chief had been “kidnapped by rangers at 4 am and forced to issue the orders for the arrest of Maryam Nawaz’s husband, Captain (r) Safdar”.
Earlier in the day, Karachi police arrested Capt (r) Safdar for violating the sanctity of Jinnah Mausoleum by raising slogans at the grave of the founder of Pakistan. The development was shared by his wife and PML-N vice president, Maryam, who tweeted that police broke into her room to arrest Capt (r) Safdar.

It was, however, rejected by another senior journalist, who said the IG was “fully onboard with the arrest”.

Maintaining that internal rifts were marring the affairs of the joint opposition’s Pakistan Democratic Movement (PDM), Kamran Khan quoted sources as saying that all claims regarding the IG’s arrest were not true.
The tweets come as condemnations pour in against Safdar’s arrest that is being termed “inappropriate” while some, on the other hand, laud the authorities for the same.
People had earlier also been criticising the Sindh government of joint opposition’s Pakistan People’s Party (PPP) for backstabbing the PML-N a day after the mammoth anti-government rally of the PDM in Karachi.
The first rally of the Pakistan Democratic Movement (PDM) turned out to be “resounding success” for the joint opposition that claimed over 50,000 people took to streets against the government on Friday.
The gathering held in Gujranwala — the stronghold of the Pakistan Muslim League-Nawaz (PML-N) — was attended by the PML-N workers in thousands, followed by the members the Pakistan People’s Party (PPP) and the Jamiat Ulema-e-Islam-Fazl (JUI-F), who made their presence felt.
The flags belonging to the Awami National Party (ANP), National Party (NP) and Pakhtunkhwa Milli Awami Party (PkMAP) dotted the venue; however, their participation paled compared to the three aforementioned major parties.
By 6 pm, the venue was jam-packed and the tailback affected all the roads leading to Jinnah Stadium — a fact that corroborates the opposition’s claims.
The day, however, belonged to the PML-N, whose supporters thronged the venue in thousands to record their protest against the government. Maryam Nawaz led a massive rally from Lahore to the city, where all national and provincial seats are held by her party, and her father Nawaz Sharif made a hard-hitting speech that showed he was in no mood for reconciliation.
The PPP also managed to rally its supporters who followed their chairperson Bilawal-Bhutto Zardari to Gujranwala from Lala Musa in a caravan, whereas Maulana Fazlur Rehman, with his white and black JUI-F flags, entered the venue with a bang.
But the government downplayed the PDM jalsa, as its ministers pointed out lack of coordination among the opposition parties and also claimed that the number of the participants was no more than 18,000, as per Radio Pakistan.
COVID-19 GUIDELINES FLOUTED:
The massive gathering also blatantly flouted the anti-coronavirus measures, especially at a time when the second wave is in the offing. It is understandable that social distancing was not possible in a small stadium, but face masks — an effective precautionary measure — were also conveniently ignored.
Out of the party leaders, only some were covering their faces, but they too removed them once they started addressing the gathering. PML-N’s Maryam Nawaz and JUI-F chief Fazlur Rehman and his party leaders did not wear masks at all.
As for the crowd, a negligent number of people bothered to wear face masks as a measure to contain the spread of COVID-19.
In a comment on the state of anti-coronavirus measures at the venue, a Dawn report said, “It was both sad and comical to watch the policemen insisting that people [who were not wearing masks] enter the stadium via the so-called senitising gates that were fitted with sprinklers spraying some kind of miracle water on those who walked through.”
Over 100 people, including internet service providers, sound system organisers and residents holding corner meetings, have been named in at least seven FIRs [First Information Reports] at different police stations across Gujranwala for violating coronavirus guidelines ahead of Pakistan Muslim League-Nawaz (PML-N) leader Maryam Nawaz’s jalsa.
The daughter of former prime minister (PM) Nawaz Sharif is due to hold a public gathering in the city on October 16 as part of the joint opposition’s anti-government campaign. She is expected to be joined by Pakistan People’s Party (PPP) chief Bilawal Bhutto-Zardari as well in what is expected to be a mammoth power show by opposition parties.
While PM Imran Khan has reportedly given permission to the opposition’s Pakistan Democratic Movement (PDM) for holding its protest rallies that are expected to feature fiery speeches against the government and security establishment as it puts forward 26 demands, including the resignation of the premier, sources claim that authorities concerned are springing into action in this regard.
“After Federal Minister Sheikh Rasheed’s warning that the next few months could be critical in terms of internal security and any prominent personal could suffer an attempt on his or her life, coronavirus is being used as a reason to bar the opposition from protesting against the government,” they alleged.
However, according to the police, the people named in the aforementioned FIRs had not been following coronavirus SOPs, especially social distancing rules.
“Residents have to submit a request for an NOC [no-objection certificate] before holding gatherings,” a police officer said, adding that Gujranwala’s chief police officer had instructed the police to ensure strict implementation of COVID-19 standard operating procedures (SOPs) in the city.
“The government has been cracking down on restaurants and other public spaces across the country for violation of SOPs since the number of cases in Pakistan spiked again in September,” he said.
NEW COVID-19 RULES:
Earlier in the day, it was also reported that the National Command and Operation Centre (NCOC) has said public gatherings should preferably be avoided and those that are held, their duration should not exceed for more than three hours.
Interestingly, the NCOC made it clear that the guidelines were not for wedding events or sports ones as separate SOPs had been issued for the former and for the latter, will be released soon.
The NCOC defined a public gathering as an event “where people are assembled on any given space; indoor or outdoor, for some purpose such as cultural events, religious gatherings, sports events, entertainment/cultural events, parties, political gatherings or other similar events”.
The following public gatherings will have to follow the newly issued guidelines:
• Entertainment/Cultural Gatherings
• Public gatherings of Unions/Associations or any such group
• Religious gatherings
• Political gatherings
• Family gatherings
• Civil society group gatherings
• Sports related gatherings (SOPs to be issued separately)
• Marriage (being a frequent & obligatory activity) has been excluded from the list and a separate list of SOPs comprising strict restrictions has already been issued for it
A day earlier, the Pakistan Medical Association (PMA) had warned that a second coronavirus wave could hit the country this winter.
The PMC warned authorities and the general public about the foreseeable second spike of coronavirus, saying that it is likely to start from educational institutions as it happened in the United States (US), India and Iran.
Prime Minister (PM) Imran Khan has revealed that Pakistan’s premier intelligence agency, the Inter-Services Intelligence (ISI), keeps a check on the country’s chief executives and is the first to know when any government is involved in corruption.
Addressing a ceremony organised by the Insaf Lawyers Forum (ILF) in Islamabad on Friday, he claimed that ISI’s check on the integrity of PMs was the actual reason behind opposition parties’ clash with the security establishment. Reports quoted Imran as saying that if he too “started laundering money” out of the country, the ISI would find out about it before anyone else “because it is the world’s top agency”.
“Military is unlike other institutions. They [former ruling parties] manipulated all institutions that were responsible to keep checks and balances, except one. They know the ISI is aware of all their theft. They try to control it and that’s where the conflict starts,” he said.
“Why did he [Islam] say that? And why did you [Nawaz] silently hear that? Because Zaheerul Islam knew how much money you had stolen,” PM Imran said and added that Nawaz “fought with every army chief” because he wanted to turn the military into Punjab police.
Referring to what he termed Nawaz’s “attacks” on the Pakistan Army, he said, “If anyone is going around with India’s agenda, it is the [opposition].” He added that if the Pakistani military was weakened, the country would see similar turbulence as in other Muslim countries such as Libya, Syria and Yemen.
“We are safe today because of the sacrifices rendered by our armed forces,” the premier stressed.
Imran said the reason he did not have any “problems” with the army and the military supported every agenda of his government was because of his clean record.

Furthermore, the PM sent a warning to the Pakistan Democratic Movement (PDM) — an opposition alliance launching anti-government protests next week. “The moment you break the law, you will go straight to jail — and not to a VIP jail, but where the poor are sent,” he said.
The premier said that all the “employed” opposition politicians had united on one platform because “they consider themselves above the law” and “unanswerable”.
PM Imran said that the PDM was the latest attempt by the opposition to obtain an NRO-like agreement. He drew parallels between the PDM and the opposition’s attempts to “blackmail” the government over the passage of legislation concerning the Financial Action Task Force (FATF).
“The day they get an NRO would be the downfall of Pakistan,” he added.
Referring to the opposition’s allegation of the vote having been stolen in the 2018 elections, the premier said he had gotten “the most votes in Pakistan and won from five constituencies.”
A viral video has shown a minor kid blasting the Pakistan People’s Party (PPP) led Sindh government after his rooster died allegedly due to now-contaminated rainwater flooding Tando Bago town of Badin district.
Over 20,000 families have badly been affected in Badin where recent heavy rains have wreaked havoc. While 269 millimetres rainfall has badly affected all five administrative divisions of the district, Taluka Tando Bago is the worst affected.
According to the provincial government, around 4,000 houses have been damaged in all divisions while entire crops of tomatoes, onion, cotton and others have either been completely or partially destroyed.
“My rooster has died! We will too!” the kid was heard as saying in Sindhi in the viral video, standing in rainwater flooding a field, holding his dead rooster in his hand.
“When will Bilawal come to help us? When we are already dead?” he said, adding that their houses had washed away and their animals had died due to contaminated water.
The video is drawing strong reactions from social media users, who are expressing concern over the provincial government’s inability to save the people from monsoon rains.
Earlier, protests against authorities were reported in Karachi as urban flooding spelled misery for the people of the country’s largest city owing to the lack of monsoon infrastructure.
Dozens of deaths were also reported in rain-related incidents such as roof-collapse and electrocution in Pakistan’s business hub.
Feroze Khan has lashed out Bakhtawar Bhutto-Zardari and asked her what her party has been doing “in power all these years”.
Responding to a tweet of Bakhtawar’s, in which she discussed the motorway rape incident and why Pakistan needs sex education, Feroze said, “Are you finally waking up?”

Feroze has been actively speaking up on matters of social interest. Earlier, when Karachi was flooded and underwater, Feroze called out PPP and the Sindh Government for being incompetent.
Meanwhile, Feroze is urging Prime Minister Imran Khan to take strict action over the motorway rape incident.

As per the latest reports, the police have revealed the identity of one of the suspects behind the gruesome incident that shook the nation. The individual, namely Abid Ali and a resident of Haroonabad town of Punjab’s Bahawalnagar district, is a proclaimed offender and has been nominated in multiple cases earlier as well. However, his accomplice is still unidentified and both the suspects are at large.
A city once known as the ‘city of lights’ has now been without electricity for almost three days and counting.
Karachi resembles a dump now with dilapidated roads, virtually no sewerage system, no government public transport, buildings on top of each other without following any safety laws, no emergency response system, nothing. Recent visuals on our television screens, social media and WhatsApp following the monsoon rains in Karachi are horrendous. Cars floating around, houses drowning in sewerage water and rainwater, people being electrocuted, no electricity, no food, no relief in sight. A wheelchair-bound woman drowned in her house due to the mismanagement of those in power, someone who had a heart attack could not reach the hospital in time due to flooding…each story is worse than the other. More than 80 people have so far lost their lives.
The ‘resilience’ of the people of Karachi has been taken for granted but Karachi has had enough!
The Pakistan People’s Party (PPP) has been in power in Sindh for the last 12 years. In those 12 years, we have not seen the provincial government take any responsibility whatsoever for the woes of the provincial capital. Blaming the Muttahida Qaumi Movement (MQM) because it ruled Karachi for almost a decade before the PPP government came to power can only be done so much. If the Opposition parties tell the ruling PTI to stop blaming past governments and focus on their own performance, then the same rule should apply in Sindh. The MQM may not have done as much as it should have back then but it is no excuse for a government that has been ruling the Sindh province for over a decade now.
It will also not paper over the fact that the local bodies system is so weak that no city government can be blamed for anything catastrophic. If the PPP wants to shift the blame, it should have had a fully empowered local bodies system in place. When a government does not want to devolve power and then not do anything itself, then who is to blame? Climate change may be another reality but it is not something that has come out of the blue. Where is the emergency relief system to work in times of natural disasters? If it were not for the Edhi foundation and Chhipa and other private organisations, the city of Karachi would have been an orphan city. Private citizens are helping each other out rather than the government. Where is the empathy of the rulers? Some of the tweets by provincial ministers are full of apathy towards the people of Karachi; clearing a few roads of rainwater do not make the problems of Karachi go away.
Now that a committee has been formed with all stakeholders to address the issues plaguing the largest city of Pakistan, it is hoped that regardless of their political affiliations, all stakeholders would work towards reaching a solution and not play politics at the cost of innocent lives. The people of Karachi have witnessed ethnic warfare, sectarian killings, mafias, crime and much worse. They deserve a break now. The Sindh government and all other stakeholders need to work together in order to bring some semblance of normalcy back to a city that is the heart of Pakistan.
As many as 19 people died in various rain-related incidents in the port city on Thursday, taking the tally of deaths during the three-day monsoon spell in the city to 30.
While blame games continue as authorities hesitate to take responsibility for the lack of monsoon infrastructure in the country’s largest city, the ruling Pakistan People’s Party (PPP) wants all stakeholders to contribute in ameliorating the situation instead of politicising a “pure natural disaster”.

Meteorological officials said downpours in August have shattered the 89-year-old record for the city. Some 484mm (19 inches) of rain has fallen this month so far, 130mm on Thursday alone, they said.
According to data released by the Met Office, Pakistan Air Force (PAF) Faisal Base recorded 130 millimetres of rain while Nazimabad has recorded 105.6mm since Thursday morning. Mausamiyat received 74.3mm of rain, while Saadi Town recorded 72mm. About 98.5mm of rain was recorded in PAF Masroor Base, Surjani received 73mm while Kemari recorded 82.5mm.
Many major arteries witnessed severe traffic jams. Power was suspended in several areas as a precautionary measure, a K-Electric spokesperson said.
Karachi Commissioner Muhammad Suhail Rajput urged people not to leave their homes during the spell which, according to a Met Office prediction, is expected to continue for another two days.
Videos and photos making rounds on social media showed submerged cars and motorcycles and water entering houses and buildings, wreaking havoc in the provincial capital.

Scores of social media users, including Federal Minister Ali Zaidi, posted videos and pictures showing Defence Housing Authority flooded with rainwater after heavy showers pounded the city for hours.

Sindh Governor Imran Ismail, in a tweet, said that Prime Minister (PM) Imran Khan is monitoring the situation that has arisen in Karachi due to the torrential rains.

RELIEF, RESCUE OPERATION CONTINUES:
In a statement, the military’s media wing Inter-Services Public Relations (ISPR) said that many areas were inundated and people stranded due to heavy rains in various parts of Sindh.
An Army Flood Emergency Control Centre has been established in Karachi for assisting flood victims while a medical camp has been set up at the district centre of Gulberg, Liaquatabad and New Karachi for providing necessary medical care, the Inter-Services Public Relations (ISPR) said.
It said the dewatering of more than 36 sites in Karachi had been completed while cooked meals covering 10,000 people had been distributed among flood victims in various areas.

Meanwhile, army engineers completed the enhancement of the bund along M9 near the Northern Bypass to avoid flooding.
Army troops also filled a breach in the Malir River near Quaidabad, according to the ISPR. “Pakistan Army engineer boats are busy shifting people to safer places,” the statement said.
A relief and medical camp has also been established in Latifabad area of Hyderabad. Food was provided to the affected population while army engineers were busy in dewatering various areas, it added.
According to the ISPR, army troops “have been forwardly placed at Dadu for any eventuality and spillover at Nai Gaj Dam”.
The banks of Puran Nullah in tehsil Jhudo of Mirpurkhas district had been damaged due to heavy rains, as a result of which water entered the nearest five villages. However, the breach was plugged with the combined efforts of army troops and civil administration to stop the flow of water to these areas, the ISPR said.
The statement came a day after the army chief, General Qamar Javed Bajwa, directed Karachi crops to step up flood relief operations.

Meanwhile, the personnel of Pakistan Rangers Sindh continued the relief and rescue operation in the rain-affected areas of Karachi in a coordinated manner.
According to the Rangers spokesperson, the Rangers constituted separate teams for relief and rescue work to carry out the operation in a faster manner while reserve teams were also present in various areas to deal with any kind of emergency.
Rations were also being distributed in the areas where food supply is low with the help of philanthropists.
Rangers asked the people to contact Rangers helpline 1101, Rangers check post or WhatsApp number 0347-9001111 for immediate assistance regarding rescue or relief.
Pakistan Navy’s rescue and relief operation also continued in various parts of the city during heavy spell of rain.
Pakistan Navy Emergency Response and rescue teams evacuated stranded people to safer places and recovered bodies being washed away in flash flood, a Pakistan Navy press release said.
In assistance to civil administration, Pakistan Navy Emergency Response teams along with boats and requisite life-saving equipment were deployed in different areas of the city, including Diamond City Malir, Shah Faisal Town, Korangi Crossing, Sammo goth and Bahria Town Karachi.
During search and rescue operations, Pakistan Navy divers recovered two dead bodies from Shah Faisal Town and Korangi crossing areas while 55 individuals were evacuated from flooded areas of Malir and Korangi crossing. Besides, Rescue teams have also evacuated 20 families stranded in Sammo Goth and shifted them to safe place.
Pakistan Navy’s helicopter conducted aerial recce of Korangi crossing, Quaidabad (Malir nadi), and Goth Shafi Muhammad while aerial recce with the help of a quadcopter was also carried out in Saddar Town in support of relief operations to localise individuals requiring assistance. Additionally, ration bags and cooked meal was also dropped at various areas.
FLIGHT SCHEDULE DISRUPTED:
Meanwhile, the flight schedule was disrupted at Jinnah International Airport Karachi due to rough weather and heavy rainfall. The Civil Aviation Authority (CAA) announced the suspension of a number of its flights on Thursday due to torrential rains in the port city.
A Lahore-bound private airline flight-522 and Islamabad bound PK-368 flight have been delayed, said the CAA spokesperson.
Moreover, Karachi to Faisalabad flight PK-540 and Lahore-bound Pakistan International Airline (PIA) flight PK-304 have also been delayed.
NETWORK OUTAGES AMID POWER BREAKDOWN:
The national telecom regulator informed on Friday that cellular services in the city were not blocked and outages faced by users were due to the prolonged power breakdown.
Speaking to Geo, Pakistan Telecommunication Authority (PTA) spokesperson Khurram Mehran said, “Due to prolonged power failure in the city, many towers are out of service and their generators are shut because there’s no fuel to power them.”
Mehran said the blockages have nothing to do with Muharram security, as was being speculated in some circles.
The power utility, K-Electric, meanwhile claimed that its teams were working to the best of their ability to deal with the current circumstances and restore electricity with limited available resources.

HUB DAM FILLS TO MAXIMUM CAPACITY:
The water level in Hub Dam, which supplies water to Karachi and meets the water needs of several areas in Balochistan, crossed the 339-foot mark yesterday and filled to its maximum capacity for the first time in 13 years.
The water level in the dam had risen due to the recent spell of torrential rains in Karachi and Sindh and the dam has now begun to flow out from the spillways into the sea near Mubarak Village.
The WAPDA administration had earlier closed the Hub Dam to visitors in view of health hazards.
