    ‘Elahi has lost confidence’: No trust-motion submitted against Punjab CM

    The Opposition in Punjab Assembly (PA) submitted a no-confidence motion against Punjab Chief Minister (CM) Chaudhry Pervaiz Elahi in the late hours of Monday.

    The magic number required to show majority in the assembly is 186 with Elahi seemingly ahead in numbers. Pakistan Tehreek-e-Insaf (PTI) has the support of 180 members while Pakistan Muslim League-Quaid (PML-Q) has the backing of its 10 members, taking the government alliance in Punjab to a total of 190 Members of the Provincial Assembly (MPAs).

    Apart from Elahi, a separate no-trust motion was also submitted against PA Speaker Sibtain Khan and Deputy Speaker Wasiq Qayyum Abbasi.

    Legally, a submitted resolution would bar the chief minister from dissolving the assembly until the motion is voted upon.

    Immediately, after the submission of the no-trust motion, Punjab Governor Balighur Rehman directed the chief minister to seek a vote of confidence from the assembly on December 21 (tomorrow).

    In an order, shared by the PML-N on its Twitter handle, the governor said that the chief minister has “lost the confidence of his party president Chaudhry Shujaat Hussain and members of his own party belonging to the PML-Q.”

    “It is widely known that over the last few weeks serious differences of opinion erupted between two coalition parties of the ruling alliance in the Punjab Assembly i.e. PTI and PML-Q regarding political strategies, dissolution of the assembly, development schemes, and transfers of public officials,” it stated.

    The order also highlighted that the CM had said earlier that he is not going to dissolve the provincial assembly until March 2023 “a position which is completely at odds with the PTI’s public opinion on the issue.”

    The order also referred to CM Elahi’s recent criticism of Imran Khan regarding Khan’s negative comments on ex-Chief of Army Staff (COAS) General Qamar Javed Bajwa.

    On Saturday, Khan announced December 23 as the date for the dissolution of the Punjab and Khyber Pakhtunkhwa (KP) assemblies. However, with this new development, a delay may be expected now.

    Govt to buy more than 500 hybrid buses for Lahore

    According to Chief Minister Chaudhry Parvez Elahi, 300 hybrid buses would be bought for Lahore in the first phase of the government’s plan to run environment-friendly hybrid buses in the city.

    About 200 new bus stops would be set up to facilitate the citizens, according to the chief minister. The 20th meeting of the Punjab Masstransit Authority (PMA), which was presided over by Parvez Elahi, decided to purchase hybrid buses that are environmentally friendly.

    Parvez Elahi informed the participants that a total of 513 hybrid buses would be operating in the city and that the Punjab Masstransit Authority would use private companies to run new hybrid buses.

    The chief minister mandated that seats be set aside in the new buses for women, special individuals with disabilities, and people who are blind or visually impaired, adding that these seats should be positioned close to the bus door. The chief minister gave the go-ahead to build new bus stops in Lahore and added that the routes of the new buses should be planned with women’s educational institutions’ schedules in mind.

    Parvez Elahi criticised the fact that previous attempts at creating a government-level transportation system spectacularly failed due to egregious incompetence in the creation of a long-lasting transportation system in the province.

    The chief minister gave his approval for the Punjab Masstransit Authority to open offices in Dera Gujran and for the authority to conduct auctions. Iftikhar Gondal, Khadija Umar, Shamim Aftab, Muhammad Khan Bhatti’s principal secretary, the secretaries of finance and transportation, along with other members of the Punjab Assembly, attended the meeting.

    Punjab Chief Minister (CM) Pervaiz Elahi on Friday air-dashed to Rawalpindi and returned to Lahore after a brief meeting with an “important personality”.

    CM Elahi traveled to Rawalpindi on Friday evening where he held an important meeting. After returning to Lahore at night, he held consultations with his party leaders and also took Chaudhry Shujaat Hussain into confidence, reports Geo News.

    It is pertinent to mention that the development comes just hours before the Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan’s announcement of the date for the dissolution of Punjab and Khyber Pakhtunkhwa (KP) today.

    According to the media outlet, after the meeting in Rawalpindi, Elahi opposed dissolving the assembly and suggested to Imran Khan not to take the decision in haste.

    Pakistan Muslim League-Quaid (PML-Q) leader Moonis Elahi also met Imran Khan before “the Rawalpindi meeting”. He told the PTI leader that the Pakistan Democratic Movement (PDM)-led government can victimise the PTI and PML-Q leadership if the assemblies are dissolved.

    If Elahi doesn’t dissolve the Punjab Assembly, the PTI chief Imran Khan would be left with the option of his party’s lawmakers resigning from the assembly.

    On the other hand, Dawn reports that PML-Q said it would remain PTI’s political ally in the next general election, but demanded 25 to 30 seats across the Gujrat division, parts of south Punjab and Sialkot district.

    Khan will announce the dissolution of both provincial assemblies in the much-awaited video-link address at Liberty Roundabout in Lahore today. CM Elahi and KP CM Mahmood Khan would be personally present in the public congregations.

    Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif has finalized plans to return home to Pakistan before the next general elections.

    According to media reports, Nawaz Sharif has instructed his party that if Tehreek-e-Insaf (PTI) Chief Imran Khan dissolves the Punjab and Khyber Pakhtunkhwa (KP) Assemblies, new elections should be held in both provinces within 90 days as per the constitution, while Nawaz himself will head the election campaign of these provincial elections.

    The former Prime Minister has also completed consultations about his return with his lawyers. His legal team will begin pursuing reviews of his convictions in courts immediately after his arrival.

    Media reports also suggest that it has been decided at the highest level that Nawaz Sharif will no longer keep himself away from domestic politics and will directly lead his party and supporters in the next election.

    Chief Minister of Punjab Chaudhry Pervaiz Elahi has said that the Punjab Assembly will not be dissolved for the next four months, increasing confusion over the ruling Pakistan Tehreek-e-Insaf (PTI) plan to dissolve provincial assemblies.

    In an interview with a private TV channel, Elahi said, “One should do their homework till March. We have reservations about the Chief Election Commissioner. So we need to look into that. We will also see how the Opposition behaves. So yes, the assembly stays intact till March.”

    The Punjab Chief Minister said that both Pakistan Tehreek-e-Insaf (PTI) and Pakistan Democratic Movement (PDM) made offers to Pakistan Muslim League-Quaid (PML-Q); however, the party supported the former on the advice of the former Chief of Army Staff (COAS), General (retd) Bajwa.

    Elahi said that he received offers from both camps — PTI and PDM — but in line with the advice of the former army chief, his party preferred to choose Khan.

    The chief minister maintained that his son Moonis Elahi also suggested that they should side with the PTI.

    Commenting on his past experiences with the Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif and Prime Minister Shehbaz Sharif, CM Elahi said that there were always apprehensions about the Sharifs “lying” to them.

    “I was with the Sharifs for 18 years, they always lied to us. I would [often] say the Sharifs won’t let me do anything for the province,” he said recalling his discussions with the “institution” on whom to support during the Vote of No Confidence.

    “When we discussed this with the institution, they suggested thinking about what was better for us. We consult the institution when such a situation arises,” Elahi said, adding that the institution told them that choosing PTI was a “respectable and better option”.

    According to details, chances are that the Governor of Punjab will today ask Pervez Elahi to take a Vote of Confidence. Simultaneously, a motion for a Vote of No Confidence will be submitted at the assembly against the Chief Minister.

    Sources have told Jang that Pakistan Muslim League-Nawaz (PML-N), the largest party in the opposition, has also asked all its members to reach Lahore.

    On November 26, Imran Khan, the Chairman of Pakistan Tehreek-e-Insaf (PTI) had announced in a rally that the two provincial governments led by his party, Punjab and Khyber-Pakhtunkhwa, will be dissolved to put pressure on the government to call early elections.

    Pakistan Tehreek-e-Insaf (PTI) Chairman and former Prime Minister (PM) Imran Khan will make an important announcement regarding the dissolution of Punjab and Khyber Pakhtunkhwa (KP) assemblies next week, Geo News has reported.

    Khan will address all PTI members of the assembly via a video link. Meetings for both KP and Punjab parliamentary parties have also been called.

    The KP Parliamentary Party meeting will be held on Friday while the Punjab Parliamentary Party meeting will be held on Saturday, in which Khan will take both parties into confidence to dissolve the assemblies

    The meeting also decided that the PTI would approach the National Assembly (NA) speaker and push him to accept the resignations of its legislators.

    On Saturday, Khan announced that PTI wouldn’t be part of “this system” and would quit all the assemblies. Following the announcement, Punjab Chief Minister (CM) Chaudhry Pervaiz Elahi showed support for Khan’s decision.

    Chief Minister (CM) of Punjab, Pervaiz Elahi, taking a jibe at the Opposition, said on Tuesday, “No-confidence motion ka jisy shoq hai woh le aye” (whoever wants a no-confidence motion can bring it on).

    Talking to a delegation of Pakistan Broadcasters Association (PBA) including its Chairman Shakeel Masood Hussain and others, Elahi reiterated that he and his party members were standing with Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan and that the Punjab Assembly would be dissolved immediately when Khan orders it.

    He said that the Opposition can only raise slogans which is not enough for them to bring a no-confidence motion.

    The nexus of PTI and Pakistan Muslim League-Quaid (PML-Q) members in the Punjab Assembly stands at 191. The Opposition is in minority and would remain in minority, he predicted.

    “If the assembly is in session, there can be no voting on the no-confidence motion and no vote of confidence. If the assembly is in session, governor’s rule cannot be imposed,” he explained and asserted that everything was being done within the limits of the Constitution and law.

    On Monday, the PML-N’s parliamentary party held a meeting in which they decided in principle to use all ‘available tactics’ to prevent PTI’s proposed plan to have the provincial assembly dissolved.

    The meeting discussed the prospects of tabling a no-trust move against CM Elahi, imposition of the governor’s rule and the governor seeking a vote of confidence from the CM.

    Pakistan Tehreek-e-Insaf (PTI) senior leader and former federal minister Fawad Chaudhry has announced that the former ruling party will decide on the matter of dissolution of the assemblies today in the presence of senior leadership.

    Chaudhry explained in a tweet, stating that the party’s senior leadership will be meeting on Monday. “In this meeting, the date of dissolution of the Punjab and Khyber Pakhtunkhwa (KP) Assembly, and resignation from the Sindh and Balochistan Assembly will be considered.”

    The former minister added with these decisions, 64 per cent of seats in all assemblies would be “vacant and will pave the way for general elections”.

    On Saturday, party chief Imran Khan, addressing a charged crowd in Rehmanabad, said that PTI wouldn’t be part of “this system” and would quit all the assemblies.

    Khan said that he would announce the exact date in the next few days.

    It is pertinent to mention that Khan’s PTI is in power in Punjab, KP, Azad Kashmir and Gilgit-Baltistan.

    Following the announcement, Punjab Chief Minister (CM) Chaudhry Pervaiz Elahi showed support for Khan’s decision.

    In a video message on Sunday, he said, “When Imran tells me to dissolve the assemblies, I won’t even wait half a minute,” Elahi said, adding that “PM Shehbaz Sharif’s 27km-long [federal] government won’t even last for 27 hours.”

    Imran Khan wins big: PTI bags 6 NA, 2 Punjab Assembly seats

    The Chairman of Pakistan Tehreek-e-Insaf (PTI), Imran Khan — who was contesting from seven constituencies — won the by-elections in six of eight National Assembly (NA) seats across Pakistan on Sunday.

    The PTI chief won seats in Peshawar, Mardan, Charsadda, Faisalabad, and Nankana Sahib after beating the ruling coalition’s candidates, but faced defeat at the hands of Pakistan Poeple’s Party’s (PPP) Abdul Hakeem Baloch and Musa Ali Gillani. PPP managed to clinch two — NA-157 Multan and NA-237 Karachi — which were bagged by the PTI in the 2018 general elections.

    The Pakistan Muslim League-Nawaz (PML-N), Jamiat Ulema-i-Islam, Muttahida Qaumi Movement (MQM-P) and the Awami National Party (ANP), could not manage to grab any NA seat.

    Details of National Assembly seats

    The constituencies where polling took place included NA-22 Mardan-III, NA-24 Charsadda-II, NA-31 Peshawar-V, NA-108 Faisalabad-VIII, NA-118 Nankana Sahib-II, NA 157 Multan-IV, NA-237 Malir-II, NA-239 Korangi, Karachi-I.

    NA-22 Mardan-III:

    Imran Khan bagged 76,681 votes while the JUI-F’s nominee Muhammad Qasim got 68,181 votes, the Election Commission of Pakistan (ECP) said, adding that the voter turnout was 32.9per cent in Mardan.

    NA-24 Charsadda-II

    The PTI chief got a total of 78589 votes against Awami National Party (ANP) Aimal Wali Khan’s 68,356 votes. Khan won the contest by 10,233 votes.

    NA-31 Peshawar-V

    Khan bagged 57,824 to defeat his rival in Peshawar’s NA-31 by-election, according to unofficial results, with ANP’s Haji Ghulam Ahmad Bilour securing 32,253 votes — allowing the PTI chairman to win by more than 25,000 votes. In Peshawar, the turnout was recorded at 20.28 per cent.

    NA-108 Faisalabad-VIII

    In Faisalabad (NA-108), Imran Khan won after securing 99,841 votes against PML-N leader Abid Sher Ali, who got 75,266 votes.

    NA-118 Nankana Sahib-II

    Khan also won Nankana Sahib (NA-118 ) after getting 90,180 votes against PML-N nominee Shezra Mansab Ali Khan Kharal, who got 78,024 votes.

    NA-239 Korangi, Karachi-I

    The PTI chief also won Karachi’s NA-239 by-polls with 50,014 votes, according to unofficial results, as the party retained the seat in Korangi. Khan defeated MQM-P’s Nayyar Raza in an easy contest.

    NA-237 Malir-II

    In Karachi, PPP won the Malir constituency (NA-237), with its candidate Abdul Hakim Baloch securing 32,567 against Imran Khan’s 22,493.

    NA 157 Multan-IV

    In Multan (NA-157), former prime minister Yousaf Raza Gillani’s son Ali Musa Gillani managed to defeat Meher Bano, daughter of former foreign minister and PTI leader Shah Mahmood Qureshi, and grabbed the seat for the PPP with a wide margin. Musa Gillani secured 107,327 votes while Meher Bano Qureshi got 82,141. This was the only NA seat where Imran Khan did not contest the by-poll.

    By-elections were also held on three Punjab Assembly seats — PP-241 Bahawal­nagar-V, PP-209 Khanewal-VII, and PP-139 Sheikhupura-V.

    PP-209 Khanewal-VII

    In Khanewal (PP-209), PTI’s Faisal Khan Niazi won after securing 71,156 votes against PML-N’s Chaudhry Ziaur Rehman who got 57,630 votes only.

    PP-241 Bahawal­nagar-V

    In Bahawalnagar (PP-241), PTI nominee Malik Muzzaffar Khan got 59,957 against PML-N candidate Amanullah Sattar’s 48,147.

    PP-139 Sheikhupura-V

    PML-N’s Iftikhar Ahmad Bhangoo won PP-139 Sheikhupura seat after getting 40,829 votes against PTI nominee Muhammad Abu Bakar’s 37,712 votes.
