    POLITICS IN PAKISTAN; 2023 ROUNDUP

    In all honesty, 2023 was more like a crazy roller coaster than a democratic process when it comes to Pakistani politics. Here are some of the significant events that happened this year:

    Assemblies dissolved

    On January 14, 2023, the provincial assembly of Punjab was dissolved while on January 16, 2023, Pakistan’s northwestern Khyber Pakhtunkhwa was dissolved as former Prime Minister Imran Khan was pushing for early national elections.

    May 9

    On May 9, 2023, former prime minister and founder chairman of Pakistan Tehreek e Insaf (PTI), Imran Khan was submitting his biometric data for a court appearance when paramilitary forces broke down a window inside the court to get to apprehend him.

    The dramatic and sudden arrest of the former cricket star turned leader resulted in violent clashes between supporters of Pakistan Tehreek-e-Insaf (PTI) and law enforcement agencies protests to mark the arrest of the former Prime Minister turned into riots.

    Several military installations, including GHQ and the Lahore corps commander’s official residence, were attacked across the country within hours of Imran Khan’s detention.

    May 9, termed a “black day” by the Pakistani state, ended up provoking a harsh military crackdown on Khan’s party.

    PTI Dismantled

    Thousands of PTI members, including many women, were rounded up and arrested after May 9 riots.

    More than two dozen members of PTI resigned from the politics following the protests.

    Notable figures like Shireen Mazari, Asad Umer, Fayyazul Hassan Chohan, Fawad Chaudhry, Maleeka Bokhari, Abrar ul Haq, Murad Ras, Ali Haider Zaidi, Imran Islamil, Usman Dar, Farrukh Habib, Sadaqat Ali Abbasi, Andleeb Abbas, Arbab Ghulam Rahim, Shaukat Tarin and others either left PTI or quit politics.

    Imran Khan Jailed

    Police arrested Pakistan’s former Prime Minister Imran Khan in Lahore on August 5, 2023, after a court sentenced him to three years in prison for illegally selling state gifts, potentially barring the opposition leader from contesting an upcoming election.

    On September 26, 2023, Imran Khan was shifted to the Adiala Jail in Rawalpindi from Attock prison, a day after the Islamabad High Court ordered authorities to relocate him to the high-security jail.

    Qazi Faez Isa

    On September 17, 2023, Justice Qazi Faez Isa was sworn in as the 29th chief justice of Pakistan.

    A ceremony was held at Aiwan-i-Sadr in Islamabad during which President Arif Alvi administered the oath of office. Caretaker Prime Minister Anwaarul Haq Kakar and Chief of Army Staff General Asim Munir were also present.

    Justice Isa was accompanied by his wife, Sarina Isa, while he was taking oath.

    Imran Riaz ‘safely’ returns

    On the evening of May 11, 2023, police arrested Imran Riaz Khan, a former anchor with the privately owned broadcaster Express News and host of a YouTube channel with over three million subscribers.

    Imran Riaz Khan, often called Imran Riaz, was trying to flee the country over fears of his arrest. At the time, authorities accused him of inciting people to violence through his reporting.

    He was said to have been freed a few days later, but there was no trace of him and police denied keeping him in custody.

    On September 25, 2023, his lawyer Mian Ali Ashfaq took to X (former Tiwtter) and posted a picture of Imran Riaz, after his return, stating that the recovery took a long time due to “countless difficulties, a weak judiciary” and the ineffectiveness of the Constitution. He also shared a photo of him with Khan.

    The rift between Zardari and Bilawal

    On November 23, 2023, the former president of Pakistan and Pakistan People’s Party (PPP) Chairman Bilawal Bhutto Zardari‘s father, Asif Ali Zardari, during an exclusive interview with Hamid Mir on Geo News’ program “Capital Talk”, said that Bilawal is “inexperienced” and that it would take some time for him to gain more exposure, on Thursday.

    “Bilawal is much more talented than I am, but he isn’t experienced,” he said.

    On November 24, 2023, in a seeming act of defiance to his father, Bilawal changed his profile picture on X on Friday afternoon, to a photo with his mother Benazir Bhutto, the former Prime Minister and head of the PPP till her assassination in 2017.

    PPP denied all the claims of a rift between the father-son duo.

    Afghan Refugees Repatriation

    On October 3, 2023, Pakistan’s caretaker government announced it would carry out mass deportations — known under domestic law as an Illegal Foreigners Repatriation Plan — asking all concerned to leave the country before 1 November. Although the plan purported to apply to all foreigners residing in the country illegally, it appears designed to target Afghans, millions of whom have sought refuge in Pakistan over the years.

    As of December 29, 2023, the total number of allegedly illegal Afghans who left Pakistan reached 453,480 and the process is still underway.

    Nawaz Sharif Returns

    On October 21, 2023, Pakistan’s thrice-elected former Prime Minister and Pakistan Muslim League Nawaz (PMLN) supremo Nawaz Sharif returned to Pakistan, ending four years of self-imposed exile in London.

    Nawaz Sharif was disqualified when the Supreme Court of Pakistan (SC) announced its decision on July 28, 2017, in the Panama Papers case.
    After that, Nawaz Sharif and three of his children were referred to an accountability court, which was ordered to file corruption cases against Sharif’s family within six weeks.

    In July 2018, the expelled prime minister was imprisoned for 10 years in the Avenfield properties corruption case, an assets-beyond-means trial.

    In the Al-Azizia Steel Mills corruption case, the PML-N supremo was sentenced to seven years in jail on December 24, 2018. Nawaz Sharif was taken to Adiala jail in this case, and then he was shifted to Lahore’s Kot Lakhpat jail on the very next day. He was also fined Rs1.5 billion and US$25 million in this case.

    The former prime minister was released from jail in March 2019. After that, the Lahore High Court (LHC) allowed Nawaz Sharif to go to London for treatment for fast-depleting platelet levels, and then he left for London in November 2019.

    Elections Date Announced

    The Election Commission of Pakistan (ECP) announced on November 3, 2023, that 8th February 2024 is the poll date for the General Elections for the National Assembly of Pakistan and Provincial assemblies of Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan.

    The date was announced by the President House in a statement following a meeting between the top election officials and President Alvi, hours after the election commission lawyer told the Supreme Court that elections will be held on February 11.

    PTI New Chairman

    On December 2, 2023, The Pakistan Tehreek-i-Insaaf (PTI) on Saturday elected Barrister Gohar Ali Khan as the new chairman in the intra-party elections held on the directives of the Election Commission of Pakistan (ECP).

    Gohar won the chairman’s position unopposed.

    The change was forced on the party after the Election Commission of Pakistan warned the PTI last month that it risked losing its emblem – a cricket bat – unless an internal ballot was held for party officers.

    Election symbols are crucial in a country where the adult literacy rate is 58 percent, according to World Bank data.

    Baloch Long March

    Demanding the release of all “missing persons” and an end to “extrajudicial killing” in Balochistan under the leadership of activist Dr Mahrang Baloch and Baloch Yakjehti Committee (BYC), the march started in Turbat, Balochistan, on December 6 after the alleged extrajudicial killing of 24-year-old Balach Baloch.

    According to BYC, when the march reached the capital, the city administration didn’t allow them to protest in front of the press club. Maharng Baloch said in her live video from the Facebook page of BYC that Islamabad police arrested 300 male protesters, eight women, and 10 children.

  • PTI’s Shaukat Tarin booked for allegedly sabotaging IMF deal

    Former Finance Minister Shaukat Tarin has been booked in a sedition case by Federal Investigation Agency (FIA) for allegedly sabotaging negotiations between Pakistan and International Monetary Fund (IMF).

    The Pakistan Tehreek-e-Insaf (PTI) leader landed in the center of controversy in August last year when telephonic conversations between him and two provincial finance ministers surfaced. A voice, allegedly Tarin’s, was heard telling Khyber Pakhtunkhwa’s (KP) finance minister Taimur Jhagra and Punjab finance minister Mohsin Leghari, both of the PTI, to tell the coalition government in the centre and the IMF that they would not be able to commit to a provincial budget surplus in light of the monsoon floods.

    The leaked audio came to light when the international lender’s executive board was scheduled to consider Pakistan’s request of releasing the $1.2 billion tranche under the Extended Fund Facility (EFF).

    On Monday, the coalition government also allowed the FIA to arrest the former finance minister after the agency sought the interior ministry’s nod to detain him.

    PTI lawmakers protested in Senate against the possible arrest of Tarin on the same day.

    Interestingly, senior leader of arch-rivals Pakistan Muslim League-Nawaz (PML-N), Shahid Khaqan Abbasi, lent support to Tarin, stating that there should be a trial and he shouldn’t be arrested.

    He pointed out that many arrests took place when Imran Khan was PM and that now the incumbent government shouldn’t follow in his footsteps.

    Pakistan Tehreek-e-Insaf (PTI) leader Shaukat Tarin has said that he can’t believe the quotes about him being attributed to former army head, General (retd) Qamar Javed Bajwa.

    Clarifying his position, Tarin said that he had only asked the then-Inter-Services Intelligence (ISI) chief Lt General (retd) Faiz Hameed to have his cases heard on merit by the courts.

    Tarin was reacting to the accounts attributed to General Bajwa in a column written by Javed Chaudhry.

    In the piece, Javed Chaudhary quoted Gen (retd) Bajwa as saying, “We kept trying to convince the prime minister [Imran Khan] against appointing Tarin as finance minister. I told the PM that Tarin, who failed to run his bank, will ruin the economy. The premier disagreed.”

    “National Accountability Bureau (NAB) had a Rs 8 billion case against Tarin. The PM asked us to have these cases dismissed…. and Gen Faiz Hameed got these cases scrapped from NAB,” the column cited Gen (retd) Bajwa as stating.

    In response to these assertions, Tarin said he could not “believe” that the former Chief could say such things about him.

    “On March 31, 2022, General sahib had declared me a hero when I finalised the Reko Diq deal,” he said.

    While sharing details about his cases, the former finance minister stated: “My case should have been disposed of on merit. Faiz never told me that he would get my case dismissed, nor did I ever ask him for any favour. I had also told the prime minister [Imran Khan] that I would not accept this job [finance ministry] unless my cases are finished.”

    “The columnist wrote that the former army chief had my NAB cases dismissed through [Lt Gen (retd)] Faiz Hameed. The former army chief’s comments are against the truth and ridiculous.”

    Govt to conduct forensic audit of audio call between PTI leaders

    Federal Law Minister, Azam Nazeer Tarar, has confirmed on Wednesday, (August 31) that the government will be conducting a forensic audit of two leaked audio calls between former Finance Minister Shaukat Tarin, Punjab Finance Minister Mohsin Leghari and Khyber Pakhtunkhwa Finance Minister Taimur Khan Jhagra.

    “Tarin did not obey his oath and attempted to prioritise politics over the state. This case falls under the category of rebellion against the state,” said Tarar, referring to the leaked audio call.

    Tarar also said that action will be taken according to the law once the forensic report is released.

    It is pertinent to mention here that on August 29, in a leaked audio, Tarin allegedly instructed Leghari and Jhagra in two separate calls, to write letters withdrawing from the International Monetary Fund’s (IMF) deal. At the time, the federal government was in talks to finalize the terms of a $1.6 billion bailout package for the country from IMF.

    Tarin, while speaking on a political talk show on Express News, said that he wants to tell Pakistanis that now their WhatsApp calls are also being tapped.

    “It was a WhatsApp call. I am disappointed that a WhatsApp call was being recorded. We can take up this matter legally,” said Tarin.

    However, it remains unclear who recorded and released the alleged audio recording.

    Former Finance Minister Shaukat Tarin has said that he wants to tell Pakistanis that now their WhatsApp calls are also being tapped.

    “It was a WhatsApp call. I am disappointed that a WhatsApp call was being recorded. We can take up this matter legally,” said Tarin while speaking on a political talk show on Express News.

    His remarks were in relevance to his recent audio leaks where he asked Punjab Finance Minister Mohsin Leghari and Khyber Pakhtunkhwa Finance Minister Taimur Jhagra to write letters withdrawing from the International Monetary Fund’s (IMF) deal.

    Tarin was questioned that primarily a WhatsApp call cannot be recorded, so is there a possibility that the people he was conversing with leaked the call.

    “There is an institution [behind this]. The conversation cannot be leaked from either Leghari, Taimur or myself. So Pakistanis should know that now WhatsApp calls are being tapped,” said Tarin.

    In a leaked audio, former Finance Minister Shaukat Tarin allegedly asked Punjab Finance Minister Mohsin Leghari and Khyber Pakhtunkhwa Finance Minister Taimur Jhagra to write letters withdrawing from the International Monetary Fund’s (IMF) deal.

    Moments after the leaked audio surfaced on Twitter, both finance ministers and Tarin were under fire for their comments and how their conversations were an attempt by the Pakistan Tehreek-e-Insaf (PTI) to sabotage the IMF deal.

    Here are a few reactions.

    Meanwhile, PTI leader Asad Umar and Taimur Jhagra held a press conference following the audio leak between former federal minister Shaukat Tarin and the finance ministers of Punjab and KP.

    Umar said that Tarin, as a former finance minister, had every right to “give advice” to Jhagra and Leghari.

    “There is nothing wrong in Tarin speaking to Jhagra and Leghari on the phone and giving advice,” said Asad Umar.

    Pakistan Tehreek-e-Insaf (PTI) Secretary General Asad Umar along with Khyber Pakhtunkhwa (KP) Finance Minister Taimur Jhagra held a press conference following the alleged audio leak between former federal minister Shaukat Tarin and provincial finance ministers.

    Earlier in the day, an audio was leaked in which Tarin allegedly asked Punjab Finance Minister Mohsin Leghari and KP Finance Minister Taimur Jhagra to write letters withdrawing from the International Monetary Fund’s (IMF) deal.

    Umar said Tarin had asked both provincial finance ministers to request the federal government to renegotiate the IMF agreement due to the recent floods and the devastation caused both in KP and Punjab.

    “Can anyone say this isn’t good advice?”

    Umar accused the Pakistan Democratic Movement (PDM) of acting against the state’s interest and international commitments by voting and speaking out against legislation related to the Financial Action Task Force (FATF) and IMF agreement during PTI’s tenure.

    He said that Tarin, as a former finance minister, had every right to “give advice” to Jhagra and Leghari. “There is nothing wrong in Tarin speaking to Jhagra and Leghari on the phone and giving advice.”

    “If Jhagra felt that there was something wrong in it, then he would not have brought himself before the nation,” he added.

    Taking a jibe at the government, Umar posed a question: “Tell me if you are asking money from foreign governments, then why can’t you ask the IMF to give us space this year to use our money for flood-related expenses?”

    ‘Bring Khan to power but not at the cost of Pakistan’: Miftah Ismail

    Finance Minister Miftah Ismail said that Shaukat Tarin should leave politics and “Asad Umar and Taimur Jhagra should be ashamed of themselves”.

    “Imran Khan should ask the nation for forgiveness. Taimur Jhagra should resign and Shaukat Tarin should quit politics. Is this why you do politics?”

    He termed the PTI’s move the “most shameful thing”, saying that the real faces of PTI leaders have now been exposed.

    Referring to the IMF Executive Board meeting, which is set for today (August 29), Miftah said that by the will of God, the country will hear good news tonight after the IMF approves the pending tranche.

    Miftah Ismail also asked PTI supporters to question party Chairman Khan about whether the letter Jhagra wrote was in the state’s interest. “Do support Imran but tell him he is not bigger than Pakistan. Bring him to power but not at the cost of Pakistan.”

    “When they are writing letters against Pakistan’s interest, it is your responsibility to say no. Consider Pakistan’s interest to be sacred. If Pakistan’s interest is not sacred to a person, he is not fit to govern the country.”

    In a leaked audio, former Finance Minister Shaukat Tarin allegedly asked Punjab Finance Minister Mohsin Leghari and Khyber Pakhtunkhwa Finance Minister Taimur Jhagra to write letters withdrawing from the International Monetary Fund’s (IMF) deal.

    ‘You need to say now that we will not be able to honour our commitment’: Shaukat Tarin

    In one leaked audio, Tarin can be heard asking Leghari to tell the IMF that the commitment Punjab made was pre-floods and now the province “cannot honour it” due to massive losses caused by the floods.

    Tarin told Leghari to draft a letter and send it to him for review so it could be sent to the federal government and later on to the IMF representative in Pakistan.

    “You have signed a Rs750 billion [surplus] commitment with the IMF. You now need to tell them that the commitment you made was before the floods, and now [Punjab] has to spend a lot of funds for [the] floods [rehabilitation].”

    “You need to say now that ‘we will not be able to honour our commitment’,” Tarin said.

    The former FM further told Leghari that this is all he [Imran Khan] wants – for pressure to increase on the incumbent government.

    Leghari questioned if this move will affect the state and will Pakistan as a state suffer if the Punjab government does what is being asked to do so?

    “Well, frankly isn’t the state already suffering because of the way they are treating your chairman [Imran Khan] and everybody else? IMF will definitely ask them: where will you get the money from now?” Tarin responded.

    Tarin further said that the party could not bear being mistreated. “We cannot be blackmailed,” Tarin said.

    “This is what was decided yesterday, however, whether we will be releasing this to IMF or not we will ask the chairman,” revealed the former FM.

    ‘By the way, this is a blackmailing tactic’: Taimur Jhagra

    In another leaked audio conversation between Tarin and Jhagra, Tarin asked Jhagra if he had written the letter.

    “I am on the way. I have the previous letter. I will send the letter to you after drafting it,” replied Jhagra.

    “First point [of the letter] would be that we need huge financial aid for restoration of infrastructure and rehabilitation of flood affectees,” Tarin tells the KP finance minister.

    “By the way, this is a blackmailing tactic,” he admitted.

    PTI’s finance minister in KP, Jhagra further said that he knows the number two guy at IMF and he can send the letter to him. He also revealed that he had been in contact with the IMF person and that he had been getting information from him.

    It is pertinent to mention here that the IMF executive board will meet today (August 29), to discuss the bailout plan for Pakistan.

    The 8th and 9th tranches, totaling over $1.2 billion, are anticipated to be disbursed with board approval.

    Pakistan’s Military wing, Inter-Services Public Relations (ISPR), has issued a warning and said that it reserves the right to take legal action against people involved in “peddling malicious allegations and blatant lies” against its leadership.

    ISPR’s warning comes in relevance to the claims made by journalist Shaheen Sehbai insinuating that former Finance Minister Shaukat Tarin was asked to switch sides and betray Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan and help Prime Minister (PM) Shehbaz Sharif. 

    Sehbai tweeted, “NEUTRAL EXPOSED: I am going to write soon about WHY the Chief Neutral, proved by Shaukat Tarin as Non-Neutral as he asked Tarin to betray Imran Khan and help Shehbaz, is so sensitive and DEAD SCARED about his remaining four months in office. Something fishy, intriguing, alarming, unpatriotic.”

    Tarin responded on Twitter: “I categorically deny what has been attributed to me by Shaheen Sehbai. I was never asked by anyone in the establishment to leave Imran Khan and join [the] Shehbaz Sharif government.”

    The word ‘neutral’, used frequently by Imran Khan and his party, is seen as a reference to the military establishment.

    ISPR termed Sehbai’s remarks as baseless propaganda.

    “The insinuations by Shaheen Sehbai and some others on social media quoting the former finance minister are baseless propaganda,” an ISPR statement issued less than two hours after Tarin’s tweet said. “The same has also been duly rebutted by Shaukat Tarin himself.”

    “Peddling malicious allegations and blatant lies against the institution and its leadership to promote vested interests is condemnable and [the] institution reserves the right to take legal action against those involved,” it concluded.

    On Wednesday, Chief of Army Staff (COAS) General Qamar Javed Bajwa presided over the 80th Formation Commanders’ Conference. 

    General Bajwa during the conference said that the Pakistan Army was a professional institution that shall always fulfill its responsibilities towards the security, integrity, and sovereignty of Pakistan as a sacred duty.

    ‘Please don’t go out in the heat to get tanks filled’: Miftah Ismail

    Finance Minister Miftah Ismail said on Sunday that the government has no plans to raise the price of petroleum goods for the time being.

    Addressing a press conference, the finance minister said that Prime Minister Shehbaz Sharif had rejected the proposal of increasing petroleum prices today, adding that the government could not burden the people any further.

    “We are not increasing prices today. Please do not go out in this heat to get your tanks filled,” said Miftah Ismail.

    However, Miftah later tweeted, “But due to changing circumstances and international oil prices, we may have to revisit our decision soon.”

    The finance minister stated that he will be part of a delegation travelling to Qatar for talks with the International Monetary Fund (IMF) next week and he hoped the negotiations would be productive for the country.
