    ‘Islamabad can’t see that Balochistan is heart of Pakistan’: Asif Ali Zardari

    Ex-president Asif Ali Zardari on Thursday called Balochistan the “heart of Pakistan”, lamenting that the view was not shared by Islamabad or the other provinces.

    He made the remarks while addressing a rally in Quetta to mark the party’s 56th foundation day, campaigning to improve its prospects in the province in the run up to the general elections.

    “Pakistan has everything. And Balochistan is the heart of Pakistan. Unfortunately, Islamabad does not see that Balochistan is the heart. The other provinces do not see it [either],” he lamented.

    “But we see that Balochistan is the heart of Pakistan. And it is very important to win over this heart. Without winning over the heart of Balochistan, we cannot fix Pakistan.”

    “There is much grief […] in Balochistan and we need to address that. We tried to do it in our time but it was not enough,” he said, adding that PPP wanted the people of Balochistan to take ownership of their land and resources.

    He said that he would ensure water was made accessible for the people of the province. “Pakistan becomes an export country when Balochistan has [access to] water,” he said.

    “We have formulas available on how to develop Pakistan, how to strengthen Balochistan, and how we have to serve you,” he added.

    Commenting on his son PPP Chairman Bilawal Bhutto-Zardari, the ex-president — in an apparent slip of the tongue — said, “My son, by becoming the youngest prime minister of Pakistan, raised Pakistan’s honour and flag.”

    During the previous tenure of the Pakistan Democratic Movement (PDM) government, Bilawal served as the foreign minister, the youngest to do so.

    “Everyone knows him now. Some knew him because of his mother, some people knew him because of his father and some knew him because of his grandfather but today they know him because of his own identity,” he said.

    “In all seasons and at all times, we have to support him […] we have to transfer what we know […] we want to make Bilawal the leader of the youth,” he said.

    “We will redefine Pakistan, we are not weak, you are not weak,” he said as he wrapped up his speech.

    Following reports of differences between the top two leaders, party chairman Bilawal-Bhutto Zardari has called for “burying” politics of hatred and division in line with the vision of his father Asif Ali Zardari’s reconciliatory politics.

    “We have to do politics wherein we should think about unity and not of division. The PPP wants to start a new kind of politics in the country,” Bilawal said while addressing the public rally.

    “PPP is fighting against inflation and poverty due to which people are suffering. The old style of politics is based on hatred, division, and revenge. The country’s youth needs to bury such politics,” the PPP chief added.

    In the same gathering, Bilawal also fired a broadside at his political rivals saying that the Pakistan Muslim League-Nawaz (PML-N) is now known as the “mehangai [inflation] league” in the country.

    “People know that they are showbaz [big mouth] of politics,” the PPP chief added.

    Bilawal said Imran Khan-led Pakistan Tehreek-e-Insaf (PTI) and the PML-N wanted to roll back the provincial autonomy granted under the 18th Amendment.

    “They want to occupy the resources of the provinces.PPP will not let this conspiracy succeed.”

    Bilawal also announced giving a surprise in the February 8, 2024 general elections saying a jiyala [PPP worker] will become the country’s new prime minister.

    The Islamabad High Court (IHC) has issued a directive to the federal government, ordering the recovery of all missing Baloch students.

    During a hearing related to the implementation of recommendations from the Commission of Inquiry on Enforced Disappearances, Justice Mohsin Akhtar Kayani warned that a case will be registered against the caretaker prime minister if the recovery of the students is not ensured.

    Attorney General for Pakistan (AGP) Mansoor Usman Awan told the court that 22 Baloch students had been recovered and reached home while 28 Baloch students were still missing and efforts will be made to recover all the missing persons.

    Referring to the missing persons, the senior judge wondered: “Are such things take place in a civilised society? Every missing person who is recovered says I don’t want to pursue the case.”

    If the missing persons are not recovered, the IHC judge said he will order the registration of a First Information Report (FIR) against caretaker Prime Minister Anwaar-ul-Haq Kakar and interim Interior Minister Sarfraz Bugti.

    “I am stating this in very clear words.”

    The judge’s warning follows the non-appearance of the caretaker prime minister, who failed to attend the court hearing on November 29 as summoned by the IHC. The caretaker PM cited foreign trips as the reason for his absence, indicating that he is currently on an official visit to the Middle East.

    Justice Kayani also held the defense secretary and the interior secretary responsible for the recovery of the Baloch students if it didn’t take place. He urged the authorities to present the missing persons in court, even if they are labeled as terrorists.

    The hearing of the case has been adjourned until January 10.

    Petitions seek postponement of elections, citing ‘snowfall’ and ‘terrorism’

    Two separate petitions seeking the postponement of elections have landed before the Election Commission of Pakistan (ECP) a day before the commission is set to publish final delimitation lists.

    The petitions, filed by individuals hailing from Balochistan, cited security issues and snowfall in several districts as reasons to seek the postponement of elections.

    One of the petitions filed by Meena Majeed, a general councilor from Mand tehsil of Kech district, through Advocate Fatima Nazar, stated that Balochistan was dealing with heightened security concerns.

    “Specifically, the Mekran division has witnessed a surge in terrorist activities, ranging from target killings of innocent daily wage earners to alarming incidents such as IED blasts and women suicide bombing,” it stated. The impact was most pronounced in districts such as Kech and Gwadar, where 61 acts of terrorism during the last three months alone claimed 32 lives, it read.

    “This topography coupled with inadequate road infrastructure and poor connectivity presents a formidable obstacle to implementing effective security measures and ensuring the feasibility of free and fair elections,” it added.

    The other petition, filed by Toor Gul Khan Jogezai from district Kila Saifullah Khan through Advocate Azizullah Kakakhel, pointed out that many districts and divisions in the country face heavy snowfall in winter which affects the daily routines of residents.

    As a result, elections can not be held in such areas, since the inhabitants of these areas were either displaced or are limited, until the month of May or restoration of normal life.

    The petition argued that if elections are held in such areas, it is feared that provincial or national assembly candidates would either lose their vote bank or voters would lose their votes in favor of their candidates.

    Hence, it is need of time that the election be postponed to any other suitable time through which the citizens of such an area could participate in a free and fair election and elect representatives according to their choice of constituency, the petition read.

    Elections ‘on time’

    ECP issued a firm rebuttal, cautioning that legal action could be taken against individuals disseminating misleading news about a potential delay in the polls scheduled for February 8, 2024.

    The ECP had earlier set February 8, 2024, as the election date following consultations with President Arif Alvi and in accordance with the Supreme Court’s directives.

    Despite the announcement and a consensus among political parties welcoming the development, some political leaders and analysts persisted in casting doubts on the scheduled elections.

    A spokesperson for the ECP, in a statement on Thursday, termed the media reports regarding election delay as “baseless and misleading”.

    The statement said a report claiming that the voters’ lists were not being prepared is “completely false”.

    The spokesperson further said that it has approached the Pakistan Electronic Media Regulatory Authority (Pemra) to take legal action against those “spreading misleading news”.

    In a massive relief for the Pakistan Muslim League Nawaz (PML-N), the Islamabad High Court (IHC) acquitted PML-N supremo and former prime minister Nawaz Sharif in the Avenfield reference on Wednesday.

    The verdict was announced by a two-member bench comprising IHC Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb.

    Nawaz Sharif was facing a 10-year jail sentence in the Avenfield properties corruption reference since July 2018, charged with owning assets beyond known income. An additional one-year sentence was imposed for non-cooperation with the National Accountability Bureau (NAB), both to be served concurrently.

    Having been declared a proclaimed offender in two cases, Al-Azizia and Avenfield, in December 2020, Nawaz Sharif spent nearly four years in London on medical grounds before returning to Pakistan last month. Upon his return, he sought the restoration of appeals against his convictions, which had been dismissed for non-prosecution during his medical stay abroad.

    The second case against Nawaz was the Al-Azizia Steel Mills corruption reference, for which Nawaz Sharif received a seven-year jail term on December 24, 2018, accompanied by a fine of Rs1.5 billion and US$25 million. The decision for this case is yet to be taken. 

    The IHC restored these appeals in a decision last month, leading to today’s pivotal hearing. Nawaz Sharif’s legal counsel, Amjad Pervaiz, argued before the court, pointing out perceived loopholes in the Avenfield reference.

    Nawaz’s lawyer Amjad Pervaiz questioned the ownership of the properties, arguing that there was neither verbal nor documented evidence indicating Nawaz’s ownership. The defense emphasized the lack of evidence proving that Maryam Nawaz and other family members were under Nawaz’s patronage.

    Pervez argued that the NAB failed to prove any of the allegations against Nawaz Sharif. “The properties in question were acquired at different times, with some being acquired between 1993 and 1996. The appellant had no connection to these properties, and the prosecution did not clarify their relation to the properties in the reference.”

    He said that Wajid Zia, former DG FIA, admitted that there was no evidence to establish Nawaz Sharif’s connection to the properties. The charge sheet stated that the assets were not in accordance with declared assets.

    The court based the sentence on assumptions, and the decision was generally written without specific evidence. It was written that children are generally under the guardianship of their father, he said.

    Pakistan Muslim League-Nawaz (PML-N) President Shehbaz Sharif has emphasized the importance of conducting the scheduled general elections on February 8 next year.

    Speaking to reporters after his appearance before an accountability court in Lahore regarding the Ramzan Sugar Mills reference filed by the National Accountability Bureau (NAB), Shehbaz said, “[Holding the elections on time] is the requirement of law and democracy.”

    The NAB reference alleges that Shehbaz, the former chief minister of Punjab, misused his authority by utilizing public funds to construct a bridge to benefit mills owned by his sons.

    Despite the legal challenges, Shehbaz expressed confidence in the PML-N’s upcoming election campaign, announcing that party leader Nawaz Sharif will unveil the manifesto during the electoral activities.

    Addressing concerns raised by the Pakistan Peoples Party (PPP) regarding equal opportunities in the polls, Shehbaz cited, “I went to court today and this is called the level-playing field and Nawaz Sharif will also produce himself in an Islamabad court today.”

    Shehbaz also delved into recent events, including the May 9 incidents and the subsequent arrest of Imran Khan in the Al-Qadir Trust case. “A conspiracy to overthrow the army was hatched on May 9 and any democratic government will not tolerate treason,” he stressed.

    During the court hearing, Shehbaz clarified the charges against him, referring to his summoning in the clean water case and subsequent arrest in the Ashiana reference

    “I will not discuss the merits of the case, my lawyer will do it,” he told the court, adding that the court gave him justice in the Ashiana case.

    “After that, NAB arrested me in the sewer case. I was told that I had issued a directive for the construction of a drain which was built by an MPA,” he said.

    The PML-N president told the court that they have installed thousands of clean water projects during his tenure.

    Shehbaz said that he transferred their inherited sugar mill to his son and the government did not give subsidies to sugar mills in his tenure.

    PPP hopeful about timely elections

    Meanwhile, PPP expressed optimism that Chief Justice of Pakistan Qazi Faez Isa would ensure the timely holding of the next general elections on February 8.

    “We are hopeful that Chief Justice Qazi Faez Isa will not let the elections be delayed,” PPP leader Faisal Karim Kundi told in a press conference.

    Echoing concerns about a level playing field previously voiced by the Pakistan Tehreek-i-Insaf (PTI), Kundi asserted that PPP Chairman Bilawal Bhutto-Zardari is poised to become the next prime minister.

    Mr Kundi claimed that PPP Chairman Bilawal Bhutto-Zardari will be the next prime minister of the country and he would announce the party’s future line of action about the next elections at a public meeting in Quetta on Nov 30 on the occasion of the 56th foundation day of the PPP.

    “Bilawal Bhutto-Zardari and Asif Ali Zardari will both address the public meeting,” he said, adding that Bilawal’s sister Aseefa Bhutto-Zardari would conduct the election campaign of his brother.

    Additionally, PPP leader Syed Nayyar Hussain Bukhari was appointed as the secretary general of Pakistan Peoples Party Parliamentarians (PPPP).

    Before Mr Bukhari’s appointment, seasoned party leader Farhatullah Babar was serving as the secretary general of the party’s parliamentary chapter.

    As general elections in Pakistan draw near, Pakistan Peoples Party (PPP) has set its dialogue committee into action, assigning them crucial tasks related to discussions with other political parties and politicians.

    The committee has been mandated to schedule meetings with national and provincial figures to explore possibilities of seat adjustments in the upcoming polls slated for February 8 next year.

    Chaired by PPP Secretary General Syed Nayyar Hussain Bokhari, the committee convened on Monday, with PPP President Khyber Pakhtunkhwa (KP) Muhammad Bacha and PPP Information Secretary Faisal Karim Kundi in attendance.

    Qamar Zaman Kaira and Sajid Turi participated through video link.

    During the inaugural meeting focused on Punjab and KP, the committee delved into the overall political situation in the country and the upcoming elections.

    Bukhari, in the meeting, delegated responsibilities to committee members, tasking them with arranging meetings with key national and provincial political figures.

    The committee collectively resolved to organise separate negotiation committee meetings for each of the four provinces, aiming to forge alliances and discuss potential collaborations.

    The formation of the committee was approved by Asif Ali Zardari last week on November 25, with a well-planned strategy to engage in discussions with various political entities.

    According to a notification released on Saturday, a five-member committee formed for Punjab and K-P includes Syed Nayyar Hussain Bukhari, Qamar Zaman Kaira, Faisal Karim Kundi, Muhammad Ali Shah Bacha and Sajid Toori.

    A two-member committee for Sindh includes Saeed Ghani and Syed Nasir Hussain Shah while a three-member committee for Baluchistan includes Changez Khan Jamali, Rozi Khan Kakar and Sabir Ali Baloch.

    This move comes in response to the efforts of the Nawaz Sharif-led Pakistan Muslim League-Nawaz (PML-N) to form alliances with political parties, particularly in Sindh, considered a PPP stronghold. PML-N members recently initiated talks on alliances and seat adjustments with Muttahida Qaumi Movement-Pakistan (MQM-P) and Grand Democratic Alliance (GDA) to counter the PPP’s influence in Sindh.

    Facing challenges in its historical stronghold, particularly with the formation of an anti-PPP coalition, the PPP aims to solidify its political position by actively seeking alliances and seat-to-seat adjustments ahead of the upcoming general elections.

    A special court declared on Tuesday that the trial proceedings of Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan and Vice Chairman Shah Mahmood Qureshi in the cipher case will be conducted at Adiala Jail.

    Today, Judge Zulqarnain presided over the hearing at the FJC, where Barrister Salman Safdar appeared as Imran’s counsel while Advocate Ali Bukhari was present as Qureshi’s lawyer. FIA’s prosecutors Shah Khawar and Zulfikar Abbas Naqvi also appeared before the court.

    This decision comes after Judge Abual Hasnat Zulqarnain emphasized the importance of security, prompting the trial to be held within jail premises.

    The court previously ordered that the former prime minister and Shah Mahmood Qureshi be present at Islamabad’s Federal Judicial Complex (FJC) for today’s hearing.

    However, Adiala jail authorities, citing “security risks” in their report, failed to produce Imran Khan, despite the court’s directives.

    The initial orders for a jail trial were issued in the first hearing of the cipher case outside the Adiala jail following the Islamabad High Court’s decision to nullify the August 29 notification for a jail trial.

    Judge Zulqarnain has been conducting the trial within the jail premises due to security concerns since Khan’s indictment last month.

    Imran Khan and Shah Mahmood Qureshi were booked under the Official Secrets Act 1923 in the cipher case in August.

    The case revolves around a missing diplomatic cable allegedly containing a threat from the United States to topple the PTI government.

    The court’s decision to hold the trial within Adiala Jail, in an open court setting, aims to ensure transparency and accessibility for those interested in the proceedings.

    During the hearing, the jail authorities submitted their report to the court, which Judge Zulqarnain reviewed. The judge then said, “The jail officials are saying that he (Imran) cannot be presented.”

    According to reports by intelligence agencies and the police, the PTI chairman faces threats to life, the report stated. It further said, “It has been informed that the PTI chairman faces security risks of a serious scale”.

    The special court stated that those who wished to attend the court proceedings would not be stopped from doing so and that journalists would also be permitted to witness the case.

    It further said that five family members of each suspect would also be allowed inside the courtroom. The hearing was adjourned till Dec 1 (Friday).

    Both Imran Khan and Shah Mahmood Qureshi were indicted in the cipher case on October 23, with the trial initially held at Adiala Jail.

    However, the proceedings were deemed “erroneous” by an Islamabad High Court division bench, leading to the initiation of a fresh trial. The court’s decision to approve an open jail trial addresses concerns about transparency and legal protocols.

    Pakistan Tehreek e Insaf (PTI) Chairman Imran Khan’s lawyer Abuzar Salman Niazi revealed that Imran Khan is worried about his biceps while in jail.

    He took to X (formerly Twitter) and said, “A lot of people are asking me whether this is true or not. Let me narrate what actually happened. As I and @BarristrUKNiazi were waiting for khan sb to come and see us on Thursday. As soon as he came, when we asked him if he is facing any problem in Jail. He said I am not affected by anything, even i can sleep on floor. But I can’t comprise on my muscles.”

    He further stated that Khan said his biceps are getting a little out of shape due to the non-availability of dumbbells.

    He explained that he had requested many times for the provision of the same but was denied for no apparent reason.

    Due to security issues, Khan can’t go to Gym like other poisoners.

    He further stated, “All I have asked for is pair of heavy dumbles from my own expense which has been denied. In nutshell, jail has made Khan sab more determined and strong. All machinations of Govt to Pester him are counter productive and making him stronger.”

    The Cases

    The former prime minister is currently being held in Adiala Jail after his arrest from his Zaman Park residence in Lahore on August 5.

    He was moved to the prison on September 26 from Attock Jail where he was initially kept after his arrest.

    Khan was first convicted by a lower court in the Toshakhana case in August and sentenced to three years of imprisonment. The IHC suspended his sentence the same month.

    The Islamabad accountability court issued arrest warrants for PTI Chairman Imran Khan in the Toshakhana and 190 million Al-Qadir Trust cases.

    Khan was arrested in the Al-Qadir Trust case on May 9 for the first time.

    The 190 million (approximately Rs60 billion) settlement case pertains to the money of property tycoon, Malik Riaz, being laundered and caught by the UK authorities during Imran’s government in 2019.

    The UK government had informed the Pakistani authorities regarding the money being caught.

    The former premier is already in prison as he was subsequently booked in the ‘cipher’ case.

    In the cipher case, Khan, along with his close aide and former foreign minister Shah Mahmood Qureshi, has been accused of leaking state secrets.

    Following an intervention by the court, Fawad Chaudhry’s wife has been granted permission to visit him during incarceration.

    Additionally, the court has issued an order directing the provision of medical facilities to Chaudhry in accordance with the jail manual.

    Presiding over the case, Justice Gul Hasan Aurangzeb emphasized the paramount importance of upholding the petitioner’s dignity.

    Expressing concern over incidents akin to Chaudhry’s case, the court referenced the restrictions placed on Asif Zardari and the late former Prime Minister Benazir Bhutto, underscoring the need to ensure access for individuals to meet their families and lawyers.

    Justice Aurangzeb remarked that such incidents bring shame to the officers involved, highlighting the significance of respecting the rights and dignity of those under legal scrutiny.

    Chief Commissioner Anwar-ul-Haq presented a report before the Islamabad High Court (IHC) regarding the implementation status of Fawad Chaudhary’s plea for permission to meet with lawyers and family members.

    The report revealed that former federal minister Fawad Chaudhry has been granted B-class facilities in jail, and as per the court’s directives, he has been permitted to meet with family and legal representatives.

    In addition, the court sought details regarding the number of cases Chaudhry is involved in, to which his lawyer replied that he only had knowledge of one case. Fawad Chaudhry, a former leader of the Pakistan Tehreek-e-Insaf, was arrested on November 4 from his residence on charges of allegedly accepting bribes after promising a job.

    What are the facilities provided to class A or B?

    Superior class prisoners are entitled to books and newspapers, a 21-inch television, a table and a chair, a mattress, personal bedding and clothing and food. The prisoners have to pay for all this themselves. The government is only obligated to provide them security in a high-security ward where they will be kept away from other prisoners.

    Rooms are supplied with a cot, one chair, one teapot, one lantern if there is no electric light, and necessary washing and sanitary appliances. ‘A class’ prisoners may supplement the furniture by other articles within reasonable limit at their own cost, at the discretion of the Superintendent.

    When several superior class prisoners are confined together, two ‘C class’ prisoners may be provided to cook food for them. If a superior class prisoner is confined individually he may be permitted a ‘C class’ prisoner for cooking. One attendant and one cook prisoner may be allowed to superior class prisoners up to 10 in number.

    Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan faced intense questioning from the National Accountability Bureau (NAB) in Adiala jail on Sunday in the £190 million National Crime Agency (NCA) UK and Al-Qadir University Trust cases as per Geo news.

    Sources revealed that four distinct NAB teams conducted separate interrogations spanning over nine hours, delving into various documents and posing a multitude of questions to the former prime minister.

    The initial team, comprised of an assistant director from NAB Rawalpindi and a member of the Combined Investigation Team, spent approximately two-and-a-half hours investigating Khan.

    Subsequently, a two-member team continued the interrogation, focusing on the £190 million and Al-Qadir University Trust cases.

    Imran Khan is slated to appear in different courts in Islamabad on November 28 and 30 for separate cases.

    Judge Abual Hasnat Muhammad Zulqarnain of the Official Secrets Act special court mandated Khan’s presence on November 28 for the cipher case, while his appeal against the Toshakhana criminal case conviction is scheduled for a hearing on November 30 before an Islamabad High Court(IHC) bench.

    Despite the Islamabad High Court declaring his jail trial null and void, doubts persist regarding Khan’s appearance for an open trial on November 28 and 30.

    The 71-year-old, who has been in jail since August 5 following a three-year conviction in the Toshakhana case, had his sentence suspended by the IHC on August 29.

    However, a trial court subsequently ordered his rearrest in the cipher case and initiated a trial in jail.

    Khan is sceduled to appear in the special court at the Federal Judicial Complex on Tuesday (tomorrow) for a hearing of cipher case.

    The police, administration and other departments concerned would hold a meeting on Monday to finalise the security plan for him, according to Online.

    Sources said the Special Branch of the police and other relevant departments had started collecting classified information which would help them in planning security for the former premier.

    Police sources said there were three routes to bring Imran Khan to the FJC — one is Peshawar Road, the second is Islamabad Expressway and the third is Murree Road.

    According to sources, Peshawar Road would be the preferred option to bring Imran Khan from jail to the Judicial Complex. The Red Zone is likely to be partially sealed on Tuesday besides important installations in and around the area.

    Sources said the judicial complex would be surrounded by the police and paramilitary forces.

    Important points and roads leading to the judicial complex would likely be sealed. Troops are also likely to be deployed near important places of the capital like Faizabad Zero Point, Srinagar Highway and Red Zone.
