    ECP awaits census data to determine election schedule

    Following the dissolution of the National Assembly, the Election Commission of Pakistan (ECP) has been granted a 90-day window to organize general elections. Within this period, the ECP is also required to carry out the process of constituency delimitation based on the digital census. However, census results necessary for this task have not yet been provided to the ECP.

    Sources within the ECP have confirmed to geo.tv that they are still awaiting data for 186,509 census blocs and are yet to establish a timeline for the constitutionally mandated delimitation process. Although they have already received district-wise data from the Pakistan Bureau of Statistics, the data required for delimitation is still pending.

    It has been revealed that the Pakistan Bureau of Statistics (PBS) is expected to compile and share the data of these blocs with the ECP in the coming week. Following this, the ECP will need a minimum of four months to carry out the delimitation process and address any complaints that may arise.

    The Council of Common Interests (CCI), a constitutional body, approved the digital census results on August 5, which marked a significant step. The ECP held its inaugural formal meeting on this matter. With the census phase now complete, the focus shifts to the subsequent step of delimitation.

    While the ECP has already consulted its legal team and received a briefing, the completion of data provision from the bureau is awaited. This data is essential for the ECP to establish a timeline for fulfilling its legal obligations prior to conducting the elections.

    The passage of the census results has sparked speculation, particularly within political and constitutional circles. In relation to the National Assembly, officially dissolved on August 10, triggering the countdown for the constitutional requirement of delimitation. This process encompasses 90 days, with an additional 30 days allocated for addressing related complaints and objections.

    A senior official stressed the significance of time, stating that if the complete census results are provided to the Election Commission by August 15 or 16 (Tuesday or Wednesday), the commission would be left with 85 or 86 days to carry out the delimitation process.

    Nawaz Sharif is coming to Pakistan next month, Shehbaz confirms

    Prime Minister Shehbaz Sharif has said on Thursday that his elder brother, former Prime Minister Nawaz Sharif, will return to Pakistan next month and face the law. It will be a major development if Nawaz Sharif comes back, as the upcoming elections are going to be held very soon.

    Shehbaz Sharif has also said in an interview with Geo News’ Capital Talk that he will visit London and meet the Pakistan Muslim League-Nawaz (PML-N) head after the caretaker government takes charge.

    “Nawaz Sharif will come back to Pakistan next month and will face the law and lead the election campaign,” Shehbaz Sharif said, however, he did not mention a specific date.

    “He [Nawaz] will neither wear a hat nor a bucket”, the outgoing PM said, criticising former Prime Minister Imran Khan, who is arrested and in Attock jail currently.

    Shehbaz Sharif, who is also the PML-N president, expressed hope that his party would win the upcoming general elections and that he would work as a party activist under the leadership of Nawaz Sharif.

    Consultations between Prime Minister Shehbaz Sharif and Leader of the Opposition Raja Riaz will start today as the country waits for an announcement on who will be the caretaker Prime Minister.

    A meeting between Raja Riaz and Shehbaz Sharif was postponed yesterday due to the dissolution of the National Assembly late last night.

    “The president dissolved the National Assembly on the advice of the prime minister under Article 58-1 of the Constitution,” read an official statement issued by the President’s Office on X, formerly known as Twitter, late Wednesday.

    Shehbaz Sharif has invited Raja Riaz to the meeting by sending a letter, writing that President Arif Alvi has dissolved the National Assembly and that it’s his constitutional responsibility to appoint the caretaker Prime Minister.

    The PM and Raja Riaz will mutually decide on one of the names proposed for the caretaker Premier.

    Earlier on Wednesday, the opposition leader denied rumours that a scheduled meeting had been postponed for nefarious reasons and expressed eagerness for the upcoming conversation with Prime Minister Shehbaz Sharif.

    “The information circulating regarding the postponement of today’s meeting is not accurate,” declared Raja Riaz during a conversation with SAMAA TV.

    “The discussions between the Prime Minister and me are expected to take place today,” said Raja Riaz, highlighting the ongoing nature of the dialogue.

    In a poignant last speech on the floor of the National Assembly as Prime Minister of Pakistan, Shehbaz Sharif said that if the leader of a political party is jailed, “we are not happy about it”.

    “If someone has been distributing sweets [to celebrate], it is not right. This is not a good tradition,” the Premier said, in a thinly veiled reference to political rival, Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan.

    Khan has been sentenced to three years imprisonment in the Tosha Khana case, and is currently at Attock jail.

    Talking about the severe economic crisis in the country, Shehbaz said that his government faced severe difficulties in its 16-month long tenure.

    He thanked legislators from all parties and both sides, including Mohsin Dawar and Ali Wazir, for showing confidence in him.

    Calling the assembly a “bouquet”, the Prime Minister said that such a bunch of Pakistanis has never been put together before and will never be put together again.

    In a lighter moment, he asked members to thump their desks with more force after he paid tribute to Speaker Raja Pervez Ashraf.

    He also singled out Bilawal Bhutto-Zardari for praise, thanking the outgoing Foreign Minister for keeping the coalition together and for his diplomatic prowess.

  • Govt employees get flat 50% increase in travel allowance

    The current government has announced a 50% increase in the daily travel and mileage allowances for all on-duty government employees. A notification to the same was issued by the Ministry of Finance on Tuesday.

    According to the notification, different calculations will be used for different grades of employees. There is an increase of Rs 7,200 per day for employees in Grade 22 and Rs 6,000 for Grade 21 employees. On the other hand, the employees in Grades 12 to 16 can get an increase of Rs 1320 and Rs 1200 per day for the employees in Grades 5 to 11.

    Additionally, the cost of transportation has increased by 50% to Rs7.5 per kilometer for vehicles and Rs3.75 per kilometre for motorcycles. For personal vehicles or taxis, the per-kilometre mileage allowance has increased by 50% to Rs15, Rs6 for motorcycles, Rs3 for bicycles, and Rs3.75 for public transport.

    The aforementioned daily allowance prices are applicable to certain stations for special rates as announced, including Hyderabad, Karachi, Sukkur, Bahawalpur, Dera Ghazi Khan, Multan, Quetta, Sargodha, Sialkot, Lahore, Gujranwala, Rawalpindi, Islamabad, Faisalabad, Pesha­war, Gwadar, Gilgit-Baltistan, and Muzaffarabad and Mirpur in Azad Jammu and Kashmir.

    Government employees in grades 1–19 can stay in hotels (not five-star ones), motels, public sector corporations, rest houses, and guest houses.

    Prime Minister Shehbaz Sharif is preparing to advice President Arif Alvi to dissolve the National Assembly (NA) today, bringing an end to tumultuous five-year term for the Lower House. Today (Wednesday) might be the last day of the coalition government.

    In order to extend the interim period, which is legally within 90 days if an assembly is dissolved prematurely, the government will dissolve the Lower House of parliament earlier than its legal term, which expires on August 12.

    If the National Assembly gets dissolved prematurely, a caretaker government will be responsible for conducting elections in 90 days.

    According to Article 58 of the constitution, the prime minister can advise the president on the dissolution of the National Assembly, however, if the president doesn’t approve, the assembly is still dissolved within 48 hours.

    “The president shall dissolve the National Assembly if so advised by the prime minister; and the National Assembly shall, unless sooner dissolved, stand dissolved at the expiration of forty-eight hours after the prime minister has so advised,” the article reads.

    PM Shehbaz Sharif, after a joint session of Parliament today at 5:30 p.m., will request President Alvi to dissolve the Parliament. Shehbaz Sharif’s meeting with opposition leader Raja Riaz is scheduled for 4 p.m. today.

    The University of Hull in Manchester has offered a clarification on the participation of Judge Humayun Dilawar in a training programme at their campus, after supporters of Pakistan Tehreek-e-Insaf (PTI) protested against the university.

    PTI activists have been tagging university to record their objection against the inclusion of Judge Dilawar, who convicted Imran Khan in the Tosha Khana case on August 5, sentencing him to three years imprisonment and disqualification.

    PTI supporters demanded that the judge be expelled from the training session.

    However, Judge Dilawar did not, in fact, fly to the UK out of the blue, as revealed by a statement issued by the university in response to the controversy. The statement says that his participation was a result of being chosen by the Islamabad High Court (IHC) for the training.

    Stressing that the university has been organising training sessions on human rights and the rule of law for Pakistani Judges Since 2014, the university said that it has no role in selecting judges for the training.

    “The current cohort has been selected by the Islamabad High Court, the Peshawar High Court, and the Supreme Court of Pakistan. The University has no role in the selection of judges”.

    In a rare public display of divergence within the ruling coalition, Foreign Minister Bilawal Bhutto Zardari expressed his unhappiness with the political stance of Pakistan Muslim League-Nawaz head Nawaz Sharif and his father, Pakistan Peoples’ Party (PPP) Co-chairman Asif Ali Zardari.

    While addressing the National Assembly (NA) on Monday, Bilawal Bhutto categorically stated that, “Nawaz Sharif and Asif Ali Zardari should make decisions that make it easier for me [Bilawal] and Maryam Nawaz to pursue politics in the future”.

    In an important statement, Bilawal Bhutto said that his government had failed to keep institutions within their constitutional limits.

    He regretted that, despite his previous assertions that institutions should operate within their legal restrictions, the objective had not been met.
    He urged all political parties to think about how they can tackle the issue as elections approach.

    Referring to Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, the Foreign Minister said that it is a success of the Pakistan Democratic Movement (PDM) to remove the ‘Selected Prime Minister’ through a no confidence motion.

    However, Bilawal Bhutto also mentioned that it’s the responsibility of the opposition to criticise the wrong policies of the government. He pointed out that PDM has an opposition party that has no concern for democracy and doesn’t even believe in parliament.

    This opposition party crossed the “red line,” and it happened for the first time in history, he added.

    Regarding the arrest of PTI Chairman Imran Khan, the foreign minister said, “I have seen politicians either in jail or in politics in Pakistan.”

    The Islamabad High Court (IHC) will hear a petition asking that former Prime Minister Imran Khan be transferred from Attock Jail to Adiala Jail after the Pakistan Tehreek-e-Insaf (PTI) Chairman was sentenced to three years incarceration in the Tosha Khana case.

    IHC Chief Justice Aamer Farooq will hear the petition today. Earlier, Pakistan Tehreek-e-Insaf (PTI) had filed a petition in the IHC to transfer Imran Khan from Attock Jail to Adiala Jail to get A-class facilities.

    “Keeping in view the petitioner’s social and political status, his education, and his being accustomed to a better living style, the Petitioner was entitled to A-Class facilities in terms of Rule 243 read with Rule 248 of the Pakistan Prison Rules,” the petition read.

    It is also requested in the plea that personal physicians and family members be allowed to meet him.

    Imran Khan’s lawyer said on Monday, after meeting his client in jail, that Imran Khan has been kept in an unhygienic and suffocating environment. However, he stressed that Khan’s morale was high.
