    Torture, verbal abuse, heavy fines; shocking revelations about Avicenna Medical College

    Following the death of a student at Avicenna Medical College and after scores of shocking stories of fellow students are being shared by netizens, the Pakistan Medical and Dental Council (PMDC) is taking notice of the death of the student and launching an investigation.

    The monitoring body of medical colleges, University of Health Sciences (UHS) has taken up the serious complaints of students regarding alleged heavy fines, harassment, torture and physical punishments. It has directed all the affiliated public and private sector medical colleges of Punjab to establish ‘Students Counselling Cells’ (SCCs). The cells must have senior faculty members, including teachers from the psychiatry departments, besides the students themselves to address the issues of alleged harassment of any kind and other such complaints. It declared the setting up of cells mandatory to prevent reported incidents like the one that recently surfaced at the Avicenna Medical College in Lahore.

    The decision was made in a meeting chaired by UHS Vice Chancellor Prof Dr Ahsan Waheed Rathore, exclusively called after the death of a female student, Mahnoor Nadeem, of the Avicenna Medical College, followed by a protest by its students.

    “It is our duty to ensure the holistic well-being of our students, particularly in light of the demanding nature of professional education in the medical and dental fields,” reads a letter issued by the Vice Chancellor to all the 12 public and 44 private medical institutes of Punjab. The letter was addressed to the principals of the medical colleges.

    Answer within 72 hours

    Additionally, the Avicenna Medical College has been directed to give its point of view within 72 hours so that ‘responsibility can be ascertained’.

    “The PMDC, as the apex regulatory body for medical and dental education in Pakistan, is deeply saddened by the loss of a promising medical student and extends its heartfelt condolences to the family and loved ones affected by this unfortunate incident,” the statement read.

    PMDC President Prof Dr Rizwan Taj stated, “We are deeply concerned about the circumstances leading to the untimely demise of a medical student and are committed to ensuring that justice is served. The welfare and well-being of students are of paramount importance to us, and any form of misconduct or mistreatment will not be tolerated.”

    He also added that the deceased student’s family will be welcomed to reach out to the council to file the complaint.reported Dawn.

    What happened at Avicenna?

    An Instagram handle ‘thenewspaper.pk’ shared a report slider detailing the alleged abuse students at Avicenna Medical College had to face by the management of the college. The slider was titled, “Avicenna Takes Another Life: Student found dead”. It laid out how the chairman, Abdul Waheed Sheikh, along with his daughters — both at key positions of the administration — are allegedly ‘abusing students mentally and financially’.

    The imposition of heavy fines

    The report detailed that heavy fines are allegedly imposed on students, as much as Rs60,000. Students are also not allowed to take any days off. Quoting the statement of a student in the slider, allegedly Sheikh said to a student, “Your father is alive, isn’t he? Ask for a leave when he dies.” According to the report, Sheikh’s daughters — Shandana Sheikh and Fazilda Sheikh — in-charge of leave applications and finances respectively are also allegedly complicit in the reported exploitation of students.

    The slider also explains how Mahnoor Nadeem, the student who according to them committed suicide, was stressed, according to her mother. The slider details that even though she was a bright student, Mahnoor was allegedly made to sit on floor for four hours as punishment and her ‘total fine for last year was 92,000 rupees’. A day before her death, Mahnoor had reportedly gone to ask for a leave as she was not feeling well but her ‘request was declined by management’.

    Alleged ‘Torture’

    Another slider by the same handled is titled as, “Horrors at Avicenna: Student testimonials and proof” and contains an alleged audio where Abdul Waheed Sheikh can be heard abusing a student using curse words like “motherfucker” whereas the student is apologising, asserting that his name has been wrongly added to a list. Another alleged video shows the chairman tearing up the shirt of the student because it was not properly tucked in. The report also mentions that girls in the college are allegedly verbally ‘abused and character assasinated’ for not wearing a dupatta.

    According to details, in 2018, The Express Tribune reported on a viral video of a man destroying cell phones of students at the college.

    The Instagram account has also posted the video and in the background a person can be heard saying, “I’ve said break them, break them.”

    Students are reportedly not allowed to bring phones with cameras to the colllege. This video was reportedly secretly filmed by one student to show how the phones were smashed.

    According to the Instagram post, the head of the Human Resource department, Amna Haroon allegedly kept track of all ‘posts on social media so if someone speaks against the college, he or she has to pay fines, and worse than that is the non-issuance of roll number slip.

    The Current talked to a student at the college and upon the condition of confidentiality, the student revealed that the attendance made mandatory by the monitory body (University of Health Sciences-UHS) of medical colleges is 85 per cent but students are not allowed any leave. “My phuppo (paternal aunt) passed away but they did not grant me leave.”

    She recounted that the punishment for failing a test in the college is that a student is made to sit for hours on the floor outside the chairman office. This policy is called “pink list” and according to the student, any teacher can impose it. “Fans and AC are turned off as punishment,” the student shared.

    “The thing that I personally witnessed was that on our white coat ceremony, a boy’s shirt was untucked and he [Chairman Sheikh] called that boy: ‘Oye kuttey kay bachey idher ao tumhari shirt kyu bahir ha, isko 20,000 ka fine lagao.’ (O you son of a dog, why is your shirt not tucked in the pants? He should be fined 20 thousand rupees.)”

    The student also revealed that when students had any issues, “the chairman and his daughter say ‘they damn care’.”

    The student further added that students were allegedly financial exploitated as well. The student described how a practical notebook worth Rs3,000 is being given to students for Rs7,200. “If we don’t buy these, they tear our books,” she shared.

    Student Protest and the Chairman’s reaction

    Students and parents protested outside the college on April 29, in support of Mahnoor and against the alleged abuse faced by students at the college. “We are in medical college. We don’t deserve this,” said the student talking to The Current.

    Chairman Sheikh came out to address the protesting students and parents, as seen in a video shared on social media. A YouTube channel Digital Diary 7127 shared those videos but are now deleted.

    While the videos of Sheikh addressing the student protest have been deleted from YouTube, we have a recording.

    Sheikh assured students of ‘compensation for the grievances of the past’. He started off by saying, “I will be more sympathetic in the future.” Moreover, he said, “Mein aap ki har bat sunon ga, taqreeban manon ga” which can be translated as, “I will listen to you and will almost agree with you as well.”

    Later, while addressing the crowd, Sheikh announced that the “pink list” policy of punishing students will be terminated. Additionally, there shall be no fines in the future and the policy of issuing a leave will be in accordance with the monitoring body of UHS (University of Health Sciences). He promised the students that no action will be taken against those who are protesting.

    It was also notified that Professor M.N Tabassum, who was allegedly fired from King Edward Medical University on allegations of sexual harassment, will not be involved in any sort of teaching and academic activities.

    In another video on social media, a reporter asks Sheikh about the allegation that he uses abusive language with female students, which he denies it altogether. When he is asked about alleged physical altercations in viral videos, he said, “It used to happen in the past, probably before 2015 but it does not happen anymore.” The students behind the camera can be heard saying, “Woh mukar gaya hai” meaning “He has backtracked.”

    Student response

    The Current spoke with another student on the condition of anonymity. When asked if the student felt the issue was resolved, the student said, “For now, yes, but in the long run I don’t know. This thing has been going on for so long and on such big scale… it can’t be resolved just like this. According to many students we might have gotten this off our backs but we will still face the consequences,” the student said.

    Netizens reacted to the video in which Sheikh is pledging to address the students’ demand. Hmad Nawaz wrote, “Concern after being exposed is always hollow.”

    Dr Ahmad Rehan Khan on Twitter asked for the end of mistreatment of the students by the college and to “hold perpetrators responsible”.

    On Wednesday, the Punjab Police condemned the “fake propaganda” being spread on social media websites after videos emerged showing cops being assaulted by Pakistan Army officers in Bahawalnagar.

    “This matter in Bahawalnagar, which went viral on social media, has been taken out of context and exaggerated,” the police said in a statement on X, formerly Twitter.

    The footage caused calls for concern from various quarters including Pakistan Tehreek-e-Insaf (PTI) leader Hammad Azhar who said that the matter in Bahawalnagar was very concerning and that the government was treating the incident as “trivial”.

    “When the unverified videos went viral, both institutions launched a joint investigation. Officers from both institutions reviewed the facts and peacefully resolved the matter,” the police said in a statement.

    “Punjab Police and the Pakistan Army are cooperating to eliminate terrorists, miscreants and criminals from the province. We request that social media users do not spread fake propaganda,” concluded the statement by Punjab Police.

    On April 8, an FIR was registered after ASI Naeem was on petrol with other cops and came across two individuals who fled after seeing them. One person was arrested and a gun without licence was also seized from him.

    When they tried to arrest the other suspect who fled from the scene, he had called his relatives and resisted arrest even dragging a constable inside his home while beating him. Naeem said negotiations to recover the constable failed and police backup was also called.

    Around 20 people threatened to kill the police, opened fire and took another constable and SHO Abbas as hostages.

    Furthermore, many videos came to surface on social media showing army officials beating and torturing cops in public.

    The police statement did not give details on what transpired between the men in the video.

    However, in a turn of events, an FIR was registered station on April 10 against four police officials under Section 342 of the Pakistan Penal Code (PPC) which declares “punishment for wrongful confinement” and Section 155C which gives penalties to police officers for misconduct under the Police Order 2002.

    This FIR was registered after instructions were issued to carry out legal proceedings against the four.

    The now newly appointed SHO said that the previous police officers misused their authority and exhibited “high-handedness”.

    A number of journalists from Gaza took to social media to report that Israeli forces conducting operations inside Al-Shifa hospital are torturing and raping women present inside.

    Photojournalist and videographer Wissam Nasser from Gaza said that a man and his wife taking shelter inside the hospital along with their two children had an alleged heinous encounter with the Israeli forces. “The preganant wife was forcibly undressed by Israeli forces despite informing them of her pregnancy; they continued to kick her. Then they assaulted and raped her in front of her family and other men,” Wissam shared.

    He also shared a dark art work by the artist Ibrahim Ghunaim featuring a pregnant woman with tears of blood running down her eyes. He captioned it, “According to testimonies from inside Al shifa hospital, Israeli invading troops raped a Palestinian pregnant woman in front of her husband and other men then they killed her. This is happening situation the holy month of Ramadan while starving Palestinians are fasting. Absolutely shocking, disgusting and shows their evil nature‼‼”

    Another Palestinian journalist Hind Khoudary took to Instagram stories and posted, “Women in Gaza are raped and tortured.”

    Various Palestinian media outlets have also confirmed the claims and presented eye-witness accounts.

    Middle East Eye reported a woman’s eye-witness account by Ms. Jamila al-Hissi as to what is happening inside Al-Sifa hospital. “They raped women, kidnapped women, executed women, and pulled dead bodies from under the rubble to unleash their dogs on them.” She further lamented, “Is there anything more horrifying than hearing women call for help, and when we try to reach them to provide assistance, they shoot at us.”

    Israeli forces have been attacking and laying siege to al-Shifa Hospital since Monday, March 18. The medical complex is the largest in the Gaza Strip, with some 30,000 people seeking refuge there prior to the current raid.

    Journalist Sami Alsultan shared a video testimony of a woman who was forcefully expelled from Al Shifa complex with her children while IDF took her husband, killed her husband’s uncle and grandfather.

    In another video shared by Middle East Eye, a woman named Nisreen was seen sharing how IDF barged into their home, stripped her naked and took all her belongings away.

    Doctor Aliyah Khan spoke to Middle East Monitor and shared testimonies from Canadian physicians serving in Gaza. They reported on a case where a woman was raped for two days until she lost the ability to speak. Another woman was stripped in front of her brother and husband. When they tried to cover her, they were killed by Israeli soldiers.

    Hind Khoudary in collaboration with Palestinian Feminists shared the disturbing surge of women victims of rape and torture in Gaza. It called out the deafening silence of Western feminists and mainstream media over the issue.

    London-based media outlet The New Arab announced on Tuesday the release of one of its Palestinian journalists from Israeli custody, alleging he faced torture during more than a month in detention.

    Diaa al-Kahlout, who was among dozens of Palestinians shown detained by Israeli troops and stripped to their underwear in north Gaza last month, had been released back into the Palestinian territory, the Qatari-owned outlet said.

    In an report on its website, Kahlout told The New Arab he had faced “indescribably tough and difficult” conditions following his arrest.

    The 37-year-old said he had been beaten and tortured.

    “The moment I was detained, Israeli soldiers crowded round me… before they gagged me with tape so I couldn’t speak.”

    Paris-based media watchdog Reporters Without Borders (RSF) has said following his arrest the journalist was briefly held in Eshel prison in Israel and was subjected to torture, according to several of the organisation’s sources.

    Prisoners rape, kill fellow inmate in Adiala Jail

    Jail inmates have raped and killed a fellow prisoner in Adiala Jail, Public TV has reported.

    The victim, Sabil, was first raped and then hanged to death by his fellow prisoners. He was locked in the mill of Adiala Jail Cell 2 where the harrowing incident took place.

    The jail administration has registered a complaint against four suspects who have been detained.

    According to the FIR, the victim was raped by Waqas, Asif, Naqash, and Bilal by tying his hands and feet and then killed him by putting a cloth noose around his neck.

    The Jailer has said that Waqas pressed down on Sabil’s throat and chest with his foot, quoted PNP.

    On the morning of January 1, the deceased was found lying unconscious in cell 2. His death was confirmed upon being transferred to the prison hospital. There were marks on the neck of the deceased which made the cause of death suspicious.

    Police say that the body of the deceased prisoner has been handed over to his family after an autopsy.

  • EU report highlights rights issues and corruption in Pakistan

    On Tuesday, the European Commission and the European External Action Service (EEAS) jointly revealed a monitoring report on Pakistan’s Generalised Scheme of Preference, or GSP Plus.

    The report expressed concerns about forced disappearances, torture, and limitations on media freedom in Pakistan, which are seen as violations of international treaties.

    It urged Pakistan to enforce laws protecting economic, social, and political rights and raised reservations about the misuse of anti-corruption rhetoric for political purposes.

    Despite civilian rule since 2008, the report highlighted the military’s disproportionate role in politics and the economy.

    Covering 2020–2022, it focused on the May 9 riots and subsequent trials in military courts, recognising legislative progress but emphasising the need for improved practical implementation.

    Furthermore, the report read that although initial measures have been undertaken to limit the application of the death penalty, additional steps are required to bring them in line with international standards.

    This entails introducing a comprehensive revision of the mercy petition procedure.

    “It has undeniably increased awareness of human rights at the grassroots level, of labour rights within businesses and export supply chains and of the significance of environmental considerations and good governance.

    However, the full potential of the GSP+ benefit can only be realised by diversifying Pakistan’s exports to include more value-added products”, remarked EU Ambassador to Pakistan H.E. Dr Riina Kionka about the report.

    Pakistan attained GSP Plus status in January 2014, following the ratification of 27 international conventions and a commitment to their implementation.

    The GSP Plus incentive provides Pakistan with zero-rated or preferential tariffs on nearly 66 per cent of tariff lines, thereby bolstering the country’s capacity to export to the EU market.

    Child Protection Bureau has rescued a 14-year-old maid who was assaulted with scissors, knives, and sticks by the woman she worked for in the Garhi Shahu area of Lahore, reports Geo.

    The woman cut the girl’s hair without her consent during the assault. Physical examination has revealed marks of physical violence on the body of the victim, identified as Sana.

    Child Protection Bureau instantly took action and rescued the girl.

    Chairperson Sarah Ahmed said that she intended to take necessary actions against the woman.

    Five suspects granted bail in two honour killing cases

    Peshawar High Court has granted bail in two separate cases involving honor killings.

    The first case involved Swat resident, Akhtar Ali, suspected of being involved in the killing of his wife and another man over three months ago.

    The bail was granted by Justice Shahid Khan of a single-member bench, who directed the submission of two surety bonds of Rs200,000 each for Ali’s release.

    The incident, which took place on July 22, 2023, was initially reported at the Shaheedan Wenai police station in Swat under sections 302 and 311 of the Pakistan Penal Code and Section 15 of the Arms Act.

    The complainant in the FIR, station house officer of the police station, Mohammad Zaib Khan, claimed that he along with a police team went to the crime site after learning about the murder of a man and a woman and found out that the deceased were killed by the petitioner, who suspected that the two had an extramarital affair

    During the hearing, the bench noted that the case lacked substantial evidence against Ali.

    It added that the complainant in the case had neither disclosed the name of the person who informed him about the involvement of the petitioner nor did he produce any other “cogent and reliable information, which could prima facie spoke about the guilt or otherwise of the petitioner.”

    Lawyers Saeed Khan, Askar Khan, and Dunya Zeb, representing the petitioner, emphasized the absence of witnesses and evidence connecting Ali to the crime.

    They added that the murders took place at nighttime and that there was no evidence to connect the petitioner with the commission of the offense.

    Similarly, the court also granted bail to Habib Khan and his three sons – Talim Khan, Owais Khan, and Zarif Khan – from Lower Dir district.

    It accepted the joint bail petition of suspects on the condition of furnishing two surety bonds of Rs100,000 each.

    They were arrested on suspicion of the honor killing of Habib’s daughter-in-law, Nish Bibi, whose body was found at their residence on Sept 23, 2023.

    An FIR was lodged by the mother of the girl, who alleged mistreatment and torture by her husband and in-laws.

    The complainant claimed that her daughter was married to Dawood six years ago but she didn’t have kids and she often asked her husband for medical treatment.

    She claimed that for the same reason, relations between the couple were strained and that she was mistreated by her husband and in-laws and was also tortured by them.

    Legal counsel Shabbir Khan Daulatkhel defended the petitioners, maintaining that the prosecution’s case was founded on rumors, lacking any concrete evidence against the accused.

    The initial bail application of the petitioners was rejected on Oct 12, 2023, by an additional sessions judge in the Chakdara area of Lower Dir district.

    A case has been registered against feudal lord, Ali Raza Arain by the Model Town police in Burewala, Punjab, for raping his maid for several months, then forcing her to get an abortion when she got pregnant. According to Express Tribune, Arain raped his maid on gunpoint, recording a video of the act. He allegedly continued to rape her for several months, blackmailing her by threatening to upload the video on social media.

    In the First Information Report (FIR), the survivor said she got pregnant after several months of repeated sexual torture. She was then forced to get an abortion. The survivor filed a case with the Model Town police after which an FIR was registered against Arain.

    The news follows a string of cases of househelpers being abused and tortured by their employees. On July 25, Rizwana, a child domestic helper was beaten by Somia Asim, the wife of a civil judge. In her official statement given to the police on August 18, the survivor recounted how she was beaten with sticks, iron rods and other objects.

    In Sindh, the case of a 10-year-old domestic maid, Fatima, grabbed headlines when the child was found dead at the home of a spiritual pir. An autopsy conducted after exhumation of the child’s body showed extensive proof of rape and beatings. Pir Asad Ali Shah, the main suspect, remains in police custody.

    Rizwana, the 14-year-old domestic helper whose case of being subjected to severe mistreatment at the hands of a civil judge’s wife in Islamabad, has given her statement to the Islamabad police on Friday. Her case came to light on July 25 when Rizwana was transferred to a Lahore hospital due to grave injuries.

    An earlier report indicated that the civil judge himself also mistreated the teenager, according to Rizwana’s grandmother.

    In her official statement to the police, Rizwana detailed how the judge’s wife, Somia, used to beat her with sticks, iron rods and other objects. The minor revealed, “She used to kick and slap me in fits of anger,” adding that she would also grasp Rizwana’s hair and forcefully strike her head against the wall.

    Rizwana further detailed that whenever the judge’s family left the house, she was forced to stay in a room for days without access to food or water. “I was not allowed to meet my parents. The judge’s wife stood next to me whenever I talked to my parents on the phone.”

    The young girl also disclosed that Somia frequently threatened her, warning her not to inform her parents about the beatings. “They did not even bandage my wounds,” Rizwana stated.

    According to the police, the civil judge hasn’t appeared before joint investigation team yet. It’s noteworthy that the civil judge was removed from his position and assigned the role of Officer on Special Duty (OSD) by the Chief Justice of the Lahore High Court, Muhammad Ameer Bhatti.
