PM Shehbaz says Pakistan will never leave Turkey, Syria alone in these circumstances

Prime Minister (PM) Shehbaz Sharif on Friday announced that the federal government has allocated Rs10 billion to help Turkey’s earthquake relief efforts.

The premier said that Pakistan will never leave alone Turkey in these circumstances, urging the nation to pray for the victims of the earthquake in Friday prayers today.

“I believe that the people of Turkey and Syria will come out of this difficulty,” he said, adding that Pakistan assured Turkey of assistance on the very day the tragedy took place.

“A committee has been formed to send funds to Turkey. 1,486 tonnes of relief goods are being sent to Turkey and Syria,” he added.

The premier said that the National Disaster Management Authority (NDMA) will purchase relief items — such as tents, clothes, blankets and dry food — from the fund and dispatch them to Turkiye.

“Destruction of such magnitude is seldom seen, where parents have lost their children and infants have become orphans […] there are dreadful visuals everywhere,” he noted.

However, the prime minister asserted that under the leadership of Turkish President Recep Tayyip Erdogan, the people of Turkiye would emerge out of the crisis. “And so will our brothers in Syria,” he said.

More than 21,000 people have died in Turkiye after an earthquake of magnitude 7.8 struck the region in the early hours of Monday morning. The hope of pulling out survivors from underneath the rubble diminishes as the days pass and freezing temperatures continue unabated.

At least 76 people have been killed and 440 injured after a powerful 7.4 magnitude earthquake struck Turkey’s southern provinces early on Monday morning with the tremors felt as far as away as Syria and Lebanon. An additional 440 people have been injured with numbers expected to rise.

The strongest of the numerous strong aftershocks, measuring 6.7 magnitude, was felt throughout the region.

Syria has reported 42 deaths so far as rescue operations continue after day break.

Social media has been flooded with numerous videos of the earthquake and it’s aftermath. In one video, an apartment complex collapses, raising billows of dust visible even in the dark. Others show people stuck under rubble while survivors move to help them.

Turkey’s disaster agency has appealed for help from the international community as it conducts search and rescue operations.

Nomura warns seven countries including Pakistan are at high risk of currency crisis

The biggest brokerage and investment bank in Japan, Nomura Holdings, has issued a warning that seven nations, including Egypt, Romania, Sri Lanka, Turkey, the Czech Republic, Pakistan, and Hungary, are now at high risk of experiencing currency crisis.

According to Reuters, the Japanese bank reported that 22 of the 32 nations covered by its internal “Damocles” warning system had witnessed an increase in risk since its last update in May, with the Czech Republic and Brazil experiencing the biggest rises.

It indicates that since May, the total of the model’s scores for all 32 grew significantly from 1,744 to 2,234 points.

“This is the highest total score since July 1999 and not too far from the peak of 2,692 during the height of the Asian crisis,” Nomura economists said, calling it “an ominous warning sign of the growing broad-based risk in EM currencies”.

The model computes an overall score based on eight important variables, including a nation’s foreign currency reserves, exchange rate, financial soundness, and interest rates.

Nomura calculates that a score above 100 implies a 64 per cent likelihood of a currency crisis in the next 12 months based on data from 61 prior EM currency crises that have occurred since 1996.

Egypt currently has the lowest score at 165 after devaluing its currency significantly twice already this year and applying for an IMF programme.

Romania, which has been using interventions to support its currency, is listed next on page 145. Both Turkey and Sri Lanka, which frequently has currency crises due to default, have ratings of 138, while the Czech Republic, Pakistan, and Hungary receive scores of 126, 120, and 100, respectively.

The Damocles model was also applied by Nomura to the G7 group of advanced countries. The results showed that all but Japan now had Damocles scores over the 100-point barrier, with the United States and Britain leading the way.

EM economies continue to be increasingly fragile. Due to their incomplete recovery from the COVID-19 epidemic, the majority of countries are currently dealing with high inflation, a finite amount of fiscal room, negative real interest rates, a weakened balance of payments, and reduced FX reserve cover.

“It is somewhat surprising that there have not been more full-blown EM currency crises this year,” Nomura added.

“Then again, EM challenges are far from over… The late Professor Rudiger Dornbusch once said, A crisis takes a much longer time coming than you think, and then it happens much faster than you would have thought”.

  • Pakistan’s GDP likely to decrease to 2% in FY23 as flood damage may cost $30 billion

Pakistan’s GDP likely to decrease to 2% in FY23 as flood damage may cost $30 billion

Syed Zafar Ali Shah, Secretary of the Ministry of Planning, Development, and Special Initiatives, stated on Thursday that a preliminary estimate indicated that the GDP growth rate may remain at two percent in the current fiscal year and that the estimated cost of damage repair, including reconstruction, may be $30 billion as a result of the nation’s floods.

He stated that we are gathering damage assessment data for a preliminary report and that the preliminary report and verification procedure would both be finished by October 15.

According to The Nation, teams from the government and ten international development organisations, such as the World Bank (WB), the Asian Development Bank (ADB), the United Nations (UN), and others, are working together to prepare the preliminary report for the damage assessment of the country’s floods.

In order to prepare early estimates on damage and reconstruction, he claimed that 100 specialists from development partners, such as the World Bank, the ADB, the UN, the EU, Turkey, etc., are currently working in 12 to 17 sectors.

According to him, the Pakistani government would take the initiative in relief operations, and technical skills will be provided by professionals to evaluate the field damage and the cost of rehabilitation. The administration will solicit donations for reconstruction after making the final determination.

In relation to the evaluation of the damage to the railways, Zafar Ali stated that it has been initially predicted that $2.3 billion will be needed for the reconstruction of the railroad tracks, bridges, and other associated facilities that have been harmed by floods. In total, 113 districts in Pakistan have been damaged by flooding, but 83 of those areas are catastrophe hit and require complete repair and rehabilitation work, according to him.

He claimed that the cost to rebuild homes is projected to be $3 billion. However, he said that the provinces are consistently reassessing damage. When the water recedes, he said, the Sindh government will begin work on reassessing those places. He claimed that water covers the majority of Sindh’s railroad rails.

He claimed that the Sindh flood had a significant negative impact on cotton, rice, and other crops. According to him, three million cotton bales are thought to have been lost. However, it appears that things are improving and the loss may only total 2.7 million bales, the secretary said, adding that it is still too early to provide a precise estimate of the cotton crop’s losses. He predicted that future wheat crop farming in Sindh and Khyber-Pakhtunkhwa would also be impacted.

He claimed that the nation’s severe flooding has had an impact on 4.3 million families. He stated that more than 0.3 million people in Balochistan had been impacted by the floods. According to him, the ADB has authorised a $3 million grant to boost the Pakistani government’s emergency relief efforts in the wake of massive flooding around the nation.

The planning secretary also mentioned that a Dutch expert would be working with NESPAK to update the flood prevention strategy for 2017. He said that the administration has so far used $303 million in donor funding that was intended for disaster relief. According to him, this sum consists of $3 million from the ADB and $300 million from the World Bank.

Despite the $160 million in pledges made so far by the world community, he claimed that much more money will be needed to complete the reconstruction and rehabilitation.

The planning secretary responded to a question concerning diverting PSDP-2022–23 monies for flood victims by saying that work is still being done on this issue, but no decisions have been made as of yet. He stated that the Benazir Income Support Program is now supporting the flood-affected population with Rs70 billion from the government.
