    NAB summons Buzdar for ‘issuing illegal liquor licences’

    The National Accountability Bureau (NAB) has summoned Punjab Chief Minister (CM) Usman Buzdar on August 12 for what it says was illegal issuance of liquor licences.

    The anti-graft watchdog has accused the provincial chief executive of illegally using powers of Excise director general (DG) and issuing liquor permits to a private hotel in Lahore.

    The hotel in question is the same as the one in regard to which reports had falsely claimed that a local company was setting up a “liquor bar” at the Allama Iqbal International Airport after approval from the Pakistan Tehreek-e-Insaf (PTI) led Punjab government.

    “A section of local media wrongly reported that the provincial government has granted a license to a company to sell liquor at the airport,” then spokesperson to the CM, Dr Shahbaz Gill, had said in a video message in January last year.

    He had further said that an under-construction five-star hotel near the airport had sought permission, which was duly granted after all the legal requirements were fulfilled.

    “This is not something new and all the major hotels in the country are permitted under the laws,” Gill said.

    However, the issuance has reportedly landed the Punjab CM in hot water.

    Earlier, on May 24, in view of the threat of sale of poisonous liquor on the occasion of Eidul Fitr, Punjab Excise and Taxation DG Hafiz Ziaul Mustafa issued a letter to stop the sale of illegal liquor and take necessary steps, The Express Tribune reported.

    Some unscrupulous elements use clinical alcohol, sedative tablets and juices of rotten fruits to brew liquor which is then sold in bottles of local and foreign brands. In the past scores of people have died and many more have gone blind from this locally brewed concoction.

    The DG also directed to pay special attention to liquor license holders on the occasion of Eid. A letter issued from the office of the DG said that several people have been affected by drinking toxic liquor in recent years which has embarrassed the government.

    Bootleggers making this toxic moonshine were likely to bring out their product on the festive occasion of Eid to grab the merriment mood of poor people who could not afford a pint of legally sold liquor available from licenced excise shops.

    It has been reported by Daily Dunya that Supreme Court’s Justice Qazi Faez Isa, who is known for being a critic of certain quarters, has taken notice of irregularities in the National Accountability Bureau (NAB) and remarked “Marshal law se behtar hai hukoomat Angrezo ko de di jaaye.”

    ‘Kashmir Aik Namukamal Agenda Hai’

    Daily Jang has quoted Punjab Chief Minister (CM) Sardar Usman Buzdar as saying “Kashmir, Taqseeme Hind ka namukammal agenda hai. Aaj maqbooza Kashmir Pakistan k naqshay mein shaamil hua hai, kal yeh Pakistan ka hissa hoga.”

    Buzdar was referring to Pakistan’s new political map approved by Prime Minister (PM) Imran Khan on Tuesday. It shows the troubled valley as a part of Pakistan.

    ‘Substandard’ Construction Work of Peshawar BRT

    According to Daily Dunya, Asian Development Bank (ADB), which is assisting the construction of Peshawar Bus Rapid Transit (BRT) project, has identified “substandard” construction work.

    The Peshawar BRT is rather infamous for its incompletion as the authorities concerned have failed to meet deadlines time and again. The government has now issued yet another deadline for completion of the much-delayed project, the cost of which has also swollen over the years.

    ‘Imran Khan Ki Walida Ka Khat‘

    Senior journalist and analyst Suhail Warraich, in his column for Daily Jang, has cited a fictitious letter by the mother of Prime Minister Imran Khan, wherein she told her son, “Tumharay siyaasi hareefon k ghar khushiyan manai jaa rahi hain. Dono khandaan khush hain k Imran Khan ne 2 saal se koi siyaasat nahi ki.”

    Daily Dunya has quoted Punjab Information Minister Fayazul Hasan Chohan as saying, “Baat baat pr tanqeed karnay walay Bilawal aur Murad Ali Shah, Usman Buzdar sr governance k gurr seekhein. Safai k behtareen intezaamat pr hazaaro logo ne Usman Buzdar aur Punjab intezaamia ki tareef ki.”

  • Naya Pakistan: Matric pass PTI MPA becomes new chairperson of Punjab Education Foundation

    The recent “election” of the new chairperson of the Punjab Education Foundation (PEF) has attracted widespread social media attention after it was revealed that he himself holds only a matriculation or secondary school certificate.

    Established in 1991, PEF is an autonomous statutory body to encourage and promote education on non-commercial/non-profit basis. Since then, it has come a long way to arrange free quality education for the deserving children at their doorsteps.

    On July 27, the first meeting of the newly-constituted Board of Governors (BoG) of the PEF was held in which the members, through consensus, elected Sardar Aftab Akbar as the new chairperson.

    According to the Punjab Assembly’s official website, the academic qualification of Akbar, a Pakistan Tehreek-e-Insaf (PTI) MPA from PP-23 (Chakwal-III), is matriculation. He has served as the tehsil nazim in Chakwal from 2005 to 2010, while still serves as a member of the Primary and Secondary Healthcare as well as Committee on Privileges of the Punjab Assembly.

    It is pertinent to mention here that the PEF has been in the limelight these days for non-payment to its partner schools across Punjab. The owners and teaching and non-teaching staff of PEF partner schools had protested recently outside the Punjab Assembly and the Governor House. They had even tried to reach Zaman Park over the non-payment issue that has made them unable to pay salaries to teaching and non-teaching staff besides clearing building rents and utility bills etc.

    Punjab School Education Minister Dr Murad Raas, with regard to non-payments, says that PEF had already paid 50 per cent of the payment to the schools and remaining payment would be made only after verification of the students enrolled in these schools. He said previously some 250,000 fake enrolments were detected at many PEF partner schools and since millions of rupees were to be paid to the schools, verification of students was a must.

    The minister said many PEF partner schools were in fact beneficiaries of the Pakistan Muslim League-Nawaz (PML-N) and the government would not waste public money on fake enrolments. He said the PEF initiative was aimed to bring out of school children into schools and not to financially support fake enrolments. Dr Muard Raas further said he had also apprised Prime Minister (PM) Imran Khan about the issue in a recent meeting who had assured full support.

    Despite Prime Minister (PM) Imran Khan telling bureaucrats that they need to change their mindsets because “there is no room for ancient practices in Pakistan Tehreek-e-Insaf’s (PTI) Naya Pakistan”, The Current has learnt details of the harrowing experience of a group of junior bureaucrats who were “subjected to torture” by their boss in Toba Tek Singh district of Punjab.

    According to sources, at least four of the said junior bureaucrats — currently serving as assistant commissioners (ACs) in different parts of the district — were subjected to torture by the deputy commissioner (DC) who “robbed” them of their official vehicles on late Saturday night and forced them to walk back to their posts over “poor performance”.

    “The ACs included those of Toba Tek Singh, Kamalia, Pir Mahal and Gojra tehsils,” they said and added the junior bureaucrats were ridiculed in front of lower staff of the DC Office as well as that of their own. “Reprimanding your juniors over unsatisfactory performance is one thing but mistreating them, the way it was in this case, is outrageous.”

    Speaking to The Current, one of the ACs, on the condition of anonymity, confirmed that they had been subjected to torture as the DC, besides taking away their official vehicles, had also mistreated them by forcing them to stand outside the office as a punishment until around 1 am when they were told to walk back home. “We managed to make arrangements for our commute but three of us were women, and family members of my colleagues believe the mistreatment has scarred their daughters for life.”

    “This is not at all acceptable and we want the government to take action but it can cost us our careers,” said the AC, to which sources said that the victims feared calling their boss out or approaching high-ups because their immediate superior, which in this case is the DC, is responsible to evaluate them in the annual confidential report (ACR) that is a performance evaluation of a public servant.

    Toba Tek Singh tehsil AC, on the other hand, rejected his own colleagues’ claims. “It was just a routine meeting and nothing happened,” he said. When informed that his colleagues had already confirmed the claims regarding their mistreatment, the AC said “the DC can say anything to her officers”.

    “It was a meeting between the DC and her officers and we, under ethics of the service, are bound to obey the orders of our seniors.”

    Contrary to Toba Tek Singh AC’s beliefs, several other public servants and locals privy to the development are of the view that the DC “must be transferred for the sake of the people of the district as Eidul Azha and Muharram amid the coronavirus pandemic are around the corner and local authorities under such a supervisor cannot give their best at a sensitive time”.

    “There is a difference between running a tight ship and stooping as low as the DC did,” they say, urging Punjab Chief Minister (CM) Usman Buzdar to take action.

    Repeated attempts were made to contact Toba Tek Singh DC as she was informed of the claims made by her subordinates but she did not comment.

    Attempts were also made to contact Punjab Information Minister Fayazul Hasan Chohan to ask him about the government’s reaction to the incident and progress on its promise of revamping bureaucracy for better governance, but he too was unavailable.

    Meanwhile, PTI Toba Tek Singh President Dr Waheed Akbar Chaudhry and local leader as well as Punjab Governor Chaudhry Muhammad Sarwar’s brother, Chaudhry Muhammad Ramzan, have “appreciated” the DC over her treatment of the ACs.

    “People are always complaining about these officers for doing nothing. Whatever the DC has done was the right thing to do and we hope she will continue discharging her duties diligently and without any leniency,” they said in a statement.

    The Punjab government has said that they will hand exemplary punishments to the perpetrators of the Lahore private school harassment incident and make an example of them.

    According to Geo News, Punjab Government Spokesperson Musarrat Cheema said that the government, including Chief Minister Punjab Usman Buzdar and Education Minister Dr Murad Raas, has taken action against the harassment case reported in the private school. She said that an inquiry committee has also been formed to investigate the incident. On Wednesday, CM Buzdar had taken notice of the matter and had directed CCPO Lahore to carry out an impartial inquiry into the incident and had said that harassment of students will not be tolerated at any cost.

    Cheema asserted that the government will use this incident to send a stern message across the board.

    “These culprits will not only have to let go of their jobs but they will also be punished according to the circumstances,” assured Cheema.

    The spokesperson also encouraged victims and their parents to come forward and share their experiences, adding that action can only be taken if the government is aware of any such incident. She also advised parents to educate their children on the matter and encourage them to speak up.

    “If their kids go through such an incident, they should inform the administration and also tell the government so that we can remove those evil humans, who are in the form of teachers,” said the spokesperson.

    Punjab Education Minister Dr Murad Raas says that he will personally be dealing with the case.

    Later, in a press conference, the minister announced that the provincial government would bring a new act for private institutions.

    Lauding the students for their courage, Dr Raas said that the students who reported sexual harassment had gone through considerable mental anguish. He shared that more than 20 students spoke to him and broke down while narrating their ordeals.

    “A written complaint of the incidents is required, without which action cannot be taken,” he said. “We are going to bring a new act for private schools [and] we are adding legislation on harassment to our laws.”

    The Punjab minister said the government could only help people when written requests were submitted.

    Meanwhile, Chairperson Child Protection & Welfare Bureau Punjab Sarah Ahmad shared that the school did not respond when officers from the bureau went to the school.

    Earlier, Federal Minister for Human Right Dr Shireen Mazari also took notice of the allegations and said that the regional offices have been alerted on the matter.

    Principal, administrator and coordinator suspended

    Director of the institute Nighat Ali said that all five employees who were accused of harassing female students were fired from their jobs, while the principal, administrator and coordinator, who were accused of covering up the incidents, have also been suspended.

    She added that an inquiry committee has been constituted to probe further into the matter.

    “The school has full authority to take legal action against the culprits and if the charges against the dismissed employees are proven, an action will be taken against them,” Ali said.

    The allegations

    On June 28, dozens of girls came forward with accounts of harassment and inappropriate behaviour by teachers at Lahore Grammar School (LGS) 1A1 Ghalib Market Branch. The management of the school, including female teachers, also came under fire for brushing the matter under the carpet for years. It is pertinent to mention here that most of the girls studying at the school were minors at the time.

    Such incidents had reportedly been going on for the past four or five years and the victims had been reporting the matter to the admin and their teachers. However, they took no action and resorted to victim-blaming. Strict and immediate action was only taken after the girls shared their ordeal on social media and the matter became public.

    According to details, students have come forward and shared their experiences of being harassed by three teachers namely Aitezaz Rehman Sheikh, Umer Shareef and Zahid Iqbal Warraich. All three teachers were fired hours after the allegations surfaced.

    Pakistan Tehreek-e-Insaf (PTI) MPA Uzma Kardar, who had earlier made headlines for her mention in Reham Khan’s notorious book, was on Monday removed from an information body of the Punjab government hours after she was allegedly heard discussing Prime Minister (PM) Imran Khan, First Lady Bushra Bibi, Punjab Chief Minister (CM) Usman Buzdar, Defence Minister Pervaiz Khattak among others in a series of leaked phone calls.

    According to a notification issued by Punjab Information Minister Fayazul Hasan Chohan, Kardar was removed from the provincial government’s Media Strategy Committee. No reason was, however, given in the notification, a copy of which is available with The Current.

    The sacking comes hours after journalist Mansoor Ali Khan said a call recording of someone from the present government could surface very soon and become very embarrassing for the PTI government.

    It was followed by audio clips doing rounds over the internet.

    While Kardar could allegedly be heard discussing PM Imran and the first lady in one recording, she allegedly made outrageous claims regarding Buzdar, Khattak, Punjab Child Protection Bureau Chairperson Sarah Ahmad, “dirty politics” inside the PTI, Punjab Info Minister Fayazul Hasan Chohan and PTI’s allied Pakistan Muslim League (PML), in other leaked audio clips.

    The provincial authorities in Punjab have imposed a complete ban on the sale of Actemra injection in the open market as they mull treating critical COVID-19 patients with it.

    The Corona Experts Advisory Group has issued standard operating procedures (SOPs) with regard to the use of the Actemra injection.

    According to the SOPs, Actemra injection will be used on trial basis at some hospitals, initially for 500 critically ill patients admitted in ICUs.

    The experts advisory group will approve the hospitals that will treat patients with Actemra injection. The group will witness the trial of the injection in government hospitals.

    The Punjab Healthcare Commission will monitor the use of the injection at private hospitals and a committee of the hospital will approve the use of Actemra injection.

    A private company will issue this injection after approval of a specific profarma, sources said. The needy patients will be issued this injection 24 hours. The hospital and the company will keep the record of the use of injection.

    The data of recoveries and deaths after use of Actemra injection will also be compiled, sources said.

    The Punjab Healthcare Commission will be competent authority to audit the company and the hospital over usage of the injection. And this record will be submitted to the experts advisory group.

    The Punjab government has recently approved the use of Actemra, a life-saving drug, for treating critically ill Covid-19 patients in the wake of a sudden rise in the death rate reported by state-run hospitals across the province.

    The 400mg injectable drug — an interleukin-6 inhibitor which goes by the generic name of tocilizumab — will be prescribed to patients who develop lung complications and an abnormal level of IL-6 in the blood. The IL-6 is an endogenous chemical which causes inflammation.

    Actemra injections had reportedly given encouraging results in highly critical coronavirus patients.

    Senior member of the ruling Pakistan Tehreek-e-Insaf (PTI) and former Punjab minister Aleem Khan, who according to reports is “disgruntled” ever since a National Accountability Bureau (NAB) investigation was launched into his assets, has telephoned rival Pakistan Muslim League-Nawaz’s (PML-N) Punjab President Rana Sanaullah to discuss with him the fast-changing political scenario, especially in Punjab, The News reported.

    According to reports, Aleem contacted the PML-N stalwart and told him that he wanted to discuss “some important issues in the context of the fast-changing political scenario”, which Sanaullah immediately brought to the attention of party chief Shehbaz Sharif.

    “PML-N leader Rana Sanaullah immediately informed PML-N president Shehbaz Sharif about this political development. He [Sanaullah] was told to wait until he gives him directives in this regard,” the report quoted sources as saying.

    They said the PML-N leadership would assess all political options but is likely to keep a safe distance from “segments of PTI allegedly involved in the wheat or sugar crises” and are being accused of making billions through government subsidies and price hike, the report stated.

    “Aleem Khan had also approached Rana Sanaullah in the past when he was practically sidelined due to his growing differences with Prime Minister (PM) Imran Khan over the state of affairs in Punjab,” sources told The News and added that when Sanaullah was arrested in the controversial narcotics case, the PTI member had back then also sent him text messages, saying he hoped that the PML-N leader comes out clean.

    When contacted, PML-N leader Rana Sanaullah confirmed that he had a detailed telephonic conversation with Aleem and the two discussed the current political situation in the country.

    To a question, he said it was too early to say if the PML-N and the disgruntled PTI group led by Aleem would put in any efforts to bring in-house changes in Punjab because his party had a principled stance in this respect.

    “First we want electoral reforms and then we seek fresh general elections but there can be an interim arrangement till the completion of these goals,” Sanaullah said, adding that if someone said that Aleem had the support of only 20 to 25 PTI lawmakers in the Punjab Assembly, they would be underestimating him. “I personally know his real strength among the ranks of the PTI.”

    To another question, he said some PTI members from Punjab had contacted the PML-N in the past as well but the leadership had decided that it would be useless to participate in power politics without having any people-oriented political agenda.

    In his first media encounter after resigning as Punjab food minister, Samiullah Chaudhry has claimed that Asad Umar, as then federal finance minister, had asked for exporting wheat despite his opposition, Dawn reported.

    Threatening to expose the forces involved in the wheat flour report conspiracy, he said the inquiry committee never wished to summon him for investigation.

    “Asad Umar as federal finance minister had chaired a high-level meeting in Islamabad early last year and asked for exporting some of the wheat stocks, 7.2 million tonnes in Punjab at that time. I opposed the move because the government would have to offer subsidy for the export [for the grain being costlier than the world prices],” he said while speaking to a private media outlet.

    “I said the country could not afford to give the subsidy and suggested rather selling out the same stocks in the local market [for the benefit of the local population],” he said, adding that flour mills in Islamabad and Khyber Pakhtunkhwa (KP) still enjoyed subsidised wheat at the cost of Punjab’s exchequer.

    The former minister maintained that he had also asked the inquiry committee to also include this fact in its report.

    In his reaction to the allegation, now Minister for Planning and Development Asad Umar said it was not his personal but a collective decision taken on the condition that prices won’t be allowed to be increased in the local market. He said the decision was first taken by the Economic Coordination Committee (ECC) and then endorsed by the federal cabinet.
