    After vilifying it over the past couple of years and turning the term ‘patwari’ into a slur for leaders and supporters of its rival Pakistan Muslim League-Nawaz (PML-N), the Pakistan Tehreek-e-Insaf (PTI) government, in what is being called another “U-turn”, has decided to reintroduce patwari system in land revenue departments.

    A patwari is one of the most resourceful persons in any area or town despite having the lowest grade in official ranking. The reason for his immense power lies in the fact that he is responsible for land records and related issues. He is also responsible for many social, political and administrative tasks, including the record-keeping of weather and crop harvest, reporting village crimes and updating voters’ registers.

    While the PTI had risen to power after promises of getting done with patwari system, which it had back then accused of facilitating PML-N in making Punjab its stronghold, according to Dawn, a senior Punjab Land Revenue Authority (PLRA) has said that the Punjab Board of Revenue has asked divisional commissioners to allocate two revenue circles — known as kanungoi — in each district that will be controlled by a tehsildar and patwaris and serve as a model.

    In Rawalpindi, Mandra and Chakri were chosen in response to a letter from the Punjab Board of Revenue to the divisional commissioner at the end of January, and the PTI-led Punjab government’s reforms will be introduced there on an experimental basis in these two circles.

    The official said that the manual land records system had burdened the entire legal system because it could be altered by patwaris and field revenue officials, which was brought to an end by the computerised system. He said the Punjab bureaucracy is trying to persuade the government that the manual system was better than the computerised alternative.

    The report also quoted Punjab Law Minister Raja Basharat as saying that reviving the patwari system had been proposed, but the government had not made a decision yet.

    He said they were completing their homework on the proposal, which would create parallel systems of manual and computerised land records systems in the province. However, he added, it would not be possible to run two parallel systems for land revenue records, and praised the project to digitise land records.

    The Lahore High Court (LHC) on Thursday summoned Punjab Chief Minister (CM) Usman Buzdar in a case pertaining to a minor who had gone missing earlier this year, ARY News reported.

    As per the details, the court summoned the provincial chief executive of Punjab as it heard a petition filed by the mother of three-year-old Abdul Rafay.

    Expressing displeasure over the authorities’ attitude, the court remarked if anything happened to the child, all authorities concerned would be responsible.

    Earlier, Punjab Inspector General of Police (IGP) Shoaib Dastagir appeared before the court. “If this is the attitude of the IGP, what could be expected from others?” the court asked as it reprimanded the provincial police chief over the force’s failure to recover Rafay.

    IG Dastagir sought from court another two week’s time to recover the missing minor.

    In what appears to prove the rumoured rift between certain leaders of the ruling Pakistan Tehreek-e-Insaf (PTI), Federal Minister for Science and Technology Fawad Chaudhry has called out Special Assistant to Prime Minister (SAPM) for Information and Broadcasting Firdous Ashiq Awan for her “illiterate” remarks regarding Punjab Chief Minister (CM) Usman Buzdar.

    The SAPM had said that those criticising CM Buzdar were criticising Prime Minister (PM) Imran Khan and it would be “the premier’s failure if the provincial chief executive of Punjab failed”.

    “Why?” Fawad said while quoting Awan on a private media outlet’s talkshow Monday night. “I’d say it is an illiterate comment,” he said, to which the anchor asked if the minister was sure about what he was saying regarding a colleague.

    “Whoever says such a thing… it’d be a dumb thing to say,” Fawad maintained, adding that Buzdar was to held accountable for his performance and PM Imran for his own.

    To this, the anchor said that the premier was accountable for both his performance and that of CM Buzdar.

    Continuing to train guns at the Punjab CM, Fawad urged Buzdar to step aside, and said the federal government could not deliver effectively without the support of the provinces.

    Raising questions over the performance of the Punjab government, the minister said that they had made promises with the people of change and accountability and good governance ahead of general election, but unfortunately nothing had changed in Punjab.

    He maintained that around 62 per cent of the total budget went to provinces but they were not delivering appropriately. Fawad added that the federal government was doing whatever it could for the masses.

    Prime Minister (PM) Imran Khan has admired Punjab Chief Minister (CM) Usman Buzdar for initiating the 115-kilometre (km) long Jalalpur Irrigation Project worth $360 million after a delay of 120 years, not knowing that the project was actually conceived, planned, negotiated and approved by his arch-rival and former chief executive of Punjab, Shehbaz Sharif, The News reported.

    “I congratulate you all. Today, I admire Punjab CM Usman Buzdar for initiating this project. This project has been delayed for the past 120 years. I am thankful that you started this project because these projects change the lives of the people,” the premier had said at the inauguration ceremony held in Jhelum in the last week of December 2019.

    However, official documents revealed that the project was entirely planned, initiated and negotiated by the Shehbaz administration back in 2009 when the then CM had ordered its construction.

    According to reports, the feasibility work for the project was completed in 2013 and the Asian Development Bank (ADB) was engaged. It takes three to four years in the processing of such projects’ planning, loan negotiation, environmental studies, population relocation plans among other.

    A mega project like the one in question needs years owing to all the necessary surveys and the completion of its designs, which were completed in 2017. All details are also documented on the ADB website.

    A copy of the loan agreement shows that it was signed by Pakistan and ADB in April 2018 by the Pakistan Muslim League-Nawaz (PML-N) government, ahead of which, the project agreement was signed in April 2017 by the then Punjab Irrigation Secretary Asadullah with Shehbaz’s approval.

    The Punjab Annual Development Plan (ADP) approved by the Shehbaz government in its budget for fiscal year 2017-18 also reflected the project. From 2013-2018, the Punjab government spent approximately Rs2,998 million to acquire land for this project, and the last allocation of Rs600 million was made in the ADP for 2017-18.

    At the planning stage, even alignment of canal was decided in consultation with locals through the lawmakers concerned. In 2016, a number of seminars were also held in Khushab to finalise alignment as per the needs of the farmers.

    In ADP for the year 2016-2017, the engineering designs were completed. As much as Rs70 million was spent on this project by PML-N government for engineering design in 2016-2017 and Rs230 million was allocated in 2017-2018. Total expenditure made on land acquisition by the then government was Rs3 billion. A total of 8,000 acres of land was acquired by the previous government, which was a huge administrative exercise while Rs497 million was spent on the engineering design of this project. Detail engineering design took 16 months.

    The canal will irrigate 160,000 acres of land in Pind Dadan Khan and Khushab tehsil and interestingly even the people, farmers and residents of these areas are fully aware that project was initiated by Shehbaz in 2013.

    As per the official documents, the loan agreement was signed by Shehbaz in 2017 and everything was finalised and commissioned by May 2018, but now the premier has been made to believe that incumbent Punjab CM Buzdar is behind the project.

    According to ADB documents, the project is located by the right bank of River Jhelum in Punjab. It will create new non-perennial irrigation services for enhanced agricultural production in Pind Daden Khan and Khushab districts. The project will increase kharif crop intensity by 50 per cent, improve crop yield and reduce land degradation. It will directly benefit over 200,000 rural people; mostly poor.

    Former Punjab chief minister (CM) Shehbaz Sharif’s rule is back in the province without him as the massive bureaucratic reshuffle, ordered directly by Prime Minister (PM) Imran Khan, has brought back the Pakistan Muslim League-Nawaz (PML-N) chief’s team, contradicting the narrative of his own government against Shehbaz’s alleged corruption.

    According to The News, all key positions in the new set-up have been given to Shehbaz’s blue-eyed officers, who were responsible for development and governance during the now PML-N president’s ten-year rule in Punjab.

    Most of these officers were responsible for key projects, which are identified by PML-N and Shehbaz, suchas the Orange Line Metro Train (OLMT), Multan Metro, underpasses and other mega projects of Lahore besides the Nandipur Power Project and others. More than a dozen officers, now brought back to deliver for CM Usman Buzdar’s government, were directly working with Shehbaz at the CM Secretariat.

    However, with their fingers, crossed many in the bureaucracy wonder if Buzdar would be able to lead this team of go-getters like Shehbaz successfully did in the past.

    The new bureaucratic team being marketed as panacea for all the ills of the ruling Pakistan Tehreek-e-Insaf (PTI) in Punjab, is led my Major (r) Azam Suleman — the new chief secretary who has been the secretary of the most lucrative provincial department, Communication and Works (C&W), for five years under Shehbaz.

    The former Punjab CM took so much interest in development that he never appointed a C&W minister and directly interacted with the secretary. Azam was instrumental in execution of mega projects in Punjab, especially Lahore, and is reputed to be a tough no-nonsense officer and Shehbaz’s blue-eyed.

    According to reports, Shehbaz had such great liking for Azam that even after his promotion to BS-22, he was retained as the additional chief secretary (ACS) (Home) for five years — longest tenure ever. Strangely, at that time, the PTI used to blame him for the 2014 Model Town massacre.

    Bureaucrats like Nabeel Awan, Abdullah Sumbal, Nadeem Mahboob, Javed Qazi and Sajid Dahl — all reputed ace officers of the administrative services, who served Shehbaz’s immediate team — have also been given key positions in the recent reshuffle.

    Nabeel has been posted as the health and livestock secretary, Sumbal as finance, Nadeem as housing, Qazi as local government, while Dahl has been appointed as the higher education secretary.

    Similarly, a number of former principal staff officers (PSOs) like Sumair Syed, Amara Khan, Ahsan Waheed and Naseem Sadiq, who were given key portfolios by Shehbaz, have now been brought back by the PTI government to mainstream administration.

    Sadiq has been appointed as Dera Ghazi (DG) Khan commissioner, Syed as the director general (DG) of the Lahore Development Authority (LDA), Khan as the Rawalpindi Development Authority (RDA) DG and Waheed as Sahiwal commissioner.

    Captain (r) Mahmood, who was responsible for the Nandipur Power Project and Lahore horticulture — two of Shehbaz’s favorite subjects — is now the new Rawalpindi commissioner.

    Capt (r) Saif Anjum, whom Shehbaz trusted with the Irrigation Department for three years, has been made Lahore commissioner, Momin Agha, another blue-eyed of Shehbaz and who served as his information secretary as well as the Faisalabad commissioner, has been posted as ACS (Home).

    The ec-Punjab CM’s Finance Secretaries Shaukat Ali and Hamid Yaqoob Sheikh have been placed on most important positions of Punjab ACS and Planning and Development (P&D) chairman, respectively. Abdullah Sumbal, who was appointed as Lahore commissioner by Shehbaz, is the finance secretary.

    Capt (r) Asadullah, who executed the Multan Metro project, is the new C&W secretary while Babur Tarar, who was Sahiwal commissioner, health secretary and cooperatives secretary under Shehbaz, will be a senior member of the Board of Revenue (BoR) in the new setup.

    Iftikhar Saho — another well-reputed officer — who was P&D secretary under Shahbaz for almost five years and was responsible for all development across the project, has been appointed as the principal secretary to CM Buzdar.

    A senior retired bureaucrat said that by bringing back the entire team back, the PTI government had contradicted its own mantra of corruption under Shehbaz.

    Another feature of the latest reshuffle is that many officers considered close to Buzdar or the Chaudhrys of Gujrat, have been sidelined.

    Amid reports of massive changes in the administration in the provincial cabinet, Punjab Chief Minister (CM) Sardar Usman Buzdar has called on Prime Minister (PM) Imran Khan, the second time within 24 hours, The News International reported.

    According to the details, a one-line statement was issued by the PM Office that Punjab CM Usman Buzdar met Imran Khan here at the Prime Minister Office on Monday.

    Meanwhile, Chairman of PM Inspection Team Ahmad Yar Hiraj has called on the premier and the two had deliberations on the performance of various government departments.

    The premier has said that in the light of the PMIT report, the government departments should make every possible effort to strictly follow the report.

    It is important to note here that the party’s core committee and members of the provincial assembly of Punjab had expressed serious concerns regarding the bureaucracy.

    In the last 15 days, CM Buzdar has held a series of meetings with the Punjab Assembly members who repeatedly have complained that the bureaucracy is not cooperating to resolve the public’s issues in the province.

    Chief Minister (CM) Punjab Usman Buzdar was summoned by the Islamabad High Court (IHC) during a hearing on former Prime Minister (PM) Nawaz Sharif’s health.

    Replying to a question about the condition of prisoners in jails, Usman Buzdar said that he was the first CM to go to jail.

    “Mai pehla wazir-e-aala hoon jo jail gaya.”

    The honourable judge corrected CM Buzdar by saying that “he did not go to jail but visited it”.

    “Jail gaya nahin, jail ka daura keeya.”

    The entire courtroom erupted in laughter.

    CM Buzdar was summoned by IHC to submit response of the provincial government over the deteriorating health condition of Pakistan Muslim League-Nawaz (PML-N) supremo.

    Buzdar govt ‘softly declines’ to implement PM Imran-approved police reforms

    Chief Minister (CM) Sardar Usman Buzdar-led Punjab government has softly declined to implement the police reforms package that was approved by Prime Minister (PM) Imran Khan ahead of his departure for Saudi Arabia and the United States (US), The News reported.

    According to reports, the Punjab government through the Interior Ministry was recently asked to implement the reforms package, however, the provincial administration has expressed reservations over certain measures approved by the premier “without proper consultation with the stakeholders”.

    The premier has reportedly given a go-ahead to the home departments to “take over control of the police” in Punjab, Khyber Pakhtunkhwa (KP) and Islamabad. Under the new system, the major functions of the police would be performed by the deputy commissioners (DCs) who have been given judicial powers of 22A and 22B besides the authority to inspect police stations.

    While the federal government wanted the implementation of these reforms in Punjab through an ordinance by September 30, the provincial government has assigned a high-level committee to review the reforms package for police and return to centre with its recommended changes.

    The report further said that the committee will be headed by the Punjab law minister and include three provincial ministers, chief secretary, inspector general of police (IGP), an ex-chief secretary and a retired IGP.

    It has been tasked with completing its deliberations within a week.

    “Following a presentation from the interior secretary, the reforms package was given a go-ahead by the PM. While the Punjab law minister was present during the presentation, neither the CM nor the IGP was there,” the report quoted sources as saying.

    COPS UNHAPPY WITH REFORMS:

    Meanwhile, officers of the Police Service of Pakistan as well as Punjab Police are “very upset with the way the reforms package was approved by the premier”.

    Reacting to the reforms, senior officers of Punjab Police held a meeting at the Central Police Office on Wednesday night and threatened that they would resign, Dawn reported.

    The police officers stated categorically that they “would prefer to leave their services rather than allowing the bureaucracy to take over the police department”. They unanimously rejected the new scheme which, they said, was an attempt of the Pakistan Administrative Services (PAS) to bring police under its control.

    Reports quoted an official as saying that the participants of the meeting decided to take up the matter with CM Buzdar and parliamentarians to highlight their reservations.

    Senior policemen authorised the IGP to meet the CM and bring to his knowledge their concerns. They also decided to present “factual situation” regarding the “failure” of the DCs on many fronts.

    Meanwhile, Law Minister Raja Basharat held a meeting with the IGP and other senior police officers who apprised him of their concerns. The law minister assured the IGP and other senior police officers that he would play his role in addressing their legitimate demands by taking these up with the chief minister.

    Delays in construction of Lahore’s Orange Line Metro Train (OLMT) has escalated its premium cost by 50 per cent as suspension of development work on the mega project has served a Rs11 billion blow to the national exchequer, The News reported.

    The estimated premium cost of the project was Rs22 billion, but it has increased to Rs30 billion, reports quoted a Punjab Mass Transit Authority (PMTA) official as saying and added that an additional Rs3 billion has been allocated for the construction of footpaths for the project, escalating the total premium cost to Rs33 billion.

    The OLMT has two components. The first component of the project is part of the China-Pakistan Economic Corridor (CPEC) whereas the second one is to be funded by the Punjab government.

    The estimated cost of the first component, which includes the civil as well as electrical and mechanical (E&M) works, is unchanged and stands at $1.458 billion. All funding for the CPEC component has been done by the Chinese government; however, the estimated premium cost of the local component, which is to be funded by the Punjab government, has escalated from Rs22 billion to Rs33 billion.

    In order to cut the project’s expenditures, the government has slashed some components of the project, such as the 0.4 kilometers long moving walkway from Lahore Railway Station to Metro Bus Station and the Anarkali-MAO passenger transfer section, reports said.

    PMTA officials were quoted as claiming that the local component price escalation was not because of any delays in civil or E&M works, but because of court cases, some issues on part of the provincial Parks and Horticulture Authority (PHA), Special Protection Unit (SPU) and some other reasons.

    They added that 96.5 per cent work on OLMT had been completed and it was on the punch list stage, but they couldn’t give an exact deadline for the inauguration as it “depends on the present government when it decides to complete the remaining part”.

    Punjab Chief Minister (CM) Usman Buzdar-led provincial government’s Metro Bus fare policy has backfired as both Lahore and Rawalpindi-Islamabad metro buses have faced a drastic decrease in the number of passengers.

    According to The News, after the Punjab Metro Bus Authority increased the bus fare from Rs20 to Rs30, the number of commuters on Lahore Metro Bus has decreased by up to 20,000 per day while around 10,000 to 20,000 passengers have stopped commuting via the Rawalpindi-Islamabad Metro Bus.

    “We were expecting an annual increase of Rs800 million in the revenue of Punjab Mass Transit Authority (PMTA) by increasing the fare. However, it is quite surprising that the number of passengers has decreased up to 20,000 in Lahore and 10,000 to 20,000 in Rawalpindi-Islamabad on a daily basis,” reports quoted an official as saying.

    It is very strange for us to know that passengers are so sensitive about the fare, the official said further. “The PMTA management is preparing the report on this unexpected outcome which will be presented to the authorities concerned in a week or two.”
