    ‘PTI MNAs can return to Assembly if PM announces elections’: Asad Qaiser

    Former Speaker of the National Assembly, Asad Qaiser, has said that Pakistan Tehreek-e-Insaf (PTI) can return to the House if Prime Minister (PM) Shehbaz Sharif announces date for general elections.

    Speaking to Dawn News’ Adil Shahzeb on Thursday, the PTI leader said, “I am telling you about the party policy. But first, they need to decide on a date for elections and dissolving the assemblies.”

    “But the date of elections must not be too far away”, he added.

    It is pertinent to mention that PTI leaders had tendered their resignations together after former PM Imran Khan’s government was ousted through a no-confidence motion in April of this year. Since then, most of the resignations remain with the current Speaker, Raja Pervez Ashraf.

    Discussing another possibility, Asad Qaiser said the party can consider rejoining the NA if there is a need for legislating or passing amendments regarding election reforms, stressing that his party chairman Imran Khan is also of the same view.

    About the dissolution of Punjab and Khyber Pakhtunkhwa (KP) assemblies, where PTI is in power, Qaiser revealed that the option is “still alive” and that discussions are taking place regarding this matter.

    Talking about PTI long march, he said whatever steps are taken would be within constitutional limits.

    Asad’s remarks came after Supreme Court (SC) suggested on Thursday that PTI should go back to the lower house as voters had elected them for five years.

    Chief Justice of Pakistan (CJP) Umar Ata Bandial reminded PTI that public had elected their representatives for a term of five years.

    “People have elected [PTI lawmakers] for five years. The party should play its role in parliament. Playing a due role in parliament is the actual obligation,” said CJP Bandial.

    Initially, PTI had moved the IHC and challenged the Election Commission of Pakistan’s (ECP) acceptance of the resignations of 11 MNAs and not accepting a “piece-meal” resignation of all 123 lawmakers.

    But the IHC dismissed the plea on September 6.

    During today’s hearing, the top court said that the IHC has given a clear ruling on the phase-wise acceptance of MNAs’ resignations.

    “The speaker has the legal right to accept the resignations of MNAs. Prima facie, if the speaker’s rights are infringed upon, it will attract Article 69,” the court said.

    “Convince the court that the high court’s decision had some drawbacks,” it said, telling PTI’s counsel Faisal Chaudhry that the people elected his clients for a term of five years and the party should play its role in parliament.

    “Your [PTI] real responsibility is to play your role in parliament. Millions of people have been affected by floods,” the CJP told the counsel, drawing light on the country’s grim situation.

    “You will also have to look at the country’s economic situation. Does the PTI have any idea how much it will cost to hold by-elections on 123 seats?” he asked.

    The CJP said one should conduct themselves in a dignified manner and exercise “tolerance in matters of the state”.

    “We are giving you another chance to think. Take instructions from the party,” he told the PTI’s counsel.

    The CJP asked, “Why do you want the court to issue a stay order on by-polls on the 11 National Assembly seats?”

    The PTI’s counsel replied that elections cannot be held in selected constituencies.

    “Have you ever asked the speaker why is he not confirming the resignations?” inquired the CJP.

    The chief justice observed that they cannot interfere in the jurisdiction of the speaker.

    “Every institution has its own limitation,” the CJP remarked.

    Turnout in by-elections is low, CJP Bandial said, adding that expenses for by-elections in 123 constituencies at a time will be very high.

    According to the Constitution, the first duty of elected members is to join the assembly, observed the CJP.

    “It is possible that you will gain political advantage from the elections, but prima facie, the procedure adopted by the speaker is not wrong,” remarked the CJP.

    Meanwhile, the court adjourned the case for an indefinite period.

    It is the first time a Pakistani prime minister has ever been ousted by a no-confidence motion put forward by the Opposition.

    Since then, Imran Khan and his party have become more popular but have criticized the security establishment in thinly veiled words, critiquing their “neutrality”.

    The update has been seen on Galaxy S6 and S6 edge devices purchased from various network operators in a number of regions.

    Syed Zafar Ali Shah, Secretary of the Ministry of Planning, Development, and Special Initiatives, stated on Thursday that a preliminary estimate indicated that the GDP growth rate may remain at two percent in the current fiscal year and that the estimated cost of damage repair, including reconstruction, may be $30 billion as a result of the nation’s floods.

    He stated that we are gathering damage assessment data for a preliminary report and that the preliminary report and verification procedure would both be finished by October 15.

    According to The Nation, teams from the government and ten international development organisations, such as the World Bank (WB), the Asian Development Bank (ADB), the United Nations (UN), and others, are working together to prepare the preliminary report for the damage assessment of the country’s floods.

    In order to prepare early estimates on damage and reconstruction, he claimed that 100 specialists from development partners, such as the World Bank, the ADB, the UN, the EU, Turkey, etc., are currently working in 12 to 17 sectors.

    According to him, the Pakistani government would take the initiative in relief operations, and technical skills will be provided by professionals to evaluate the field damage and the cost of rehabilitation. The administration will solicit donations for reconstruction after making the final determination.

    In relation to the evaluation of the damage to the railways, Zafar Ali stated that it has been initially predicted that $2.3 billion will be needed for the reconstruction of the railroad tracks, bridges, and other associated facilities that have been harmed by floods. In total, 113 districts in Pakistan have been damaged by flooding, but 83 of those areas are catastrophe hit and require complete repair and rehabilitation work, according to him.

    He claimed that the cost to rebuild homes is projected to be $3 billion. However, he said that the provinces are consistently reassessing damage. When the water recedes, he said, the Sindh government will begin work on reassessing those places. He claimed that water covers the majority of Sindh’s railroad rails.

    He claimed that the Sindh flood had a significant negative impact on cotton, rice, and other crops. According to him, three million cotton bales are thought to have been lost. However, it appears that things are improving and the loss may only total 2.7 million bales, the secretary said, adding that it is still too early to provide a precise estimate of the cotton crop’s losses. He predicted that future wheat crop farming in Sindh and Khyber-Pakhtunkhwa would also be impacted.

    He claimed that the nation’s severe flooding has had an impact on 4.3 million families. He stated that more than 0.3 million people in Balochistan had been impacted by the floods. According to him, the ADB has authorised a $3 million grant to boost the Pakistani government’s emergency relief efforts in the wake of massive flooding around the nation.

    The planning secretary also mentioned that a Dutch expert would be working with NESPAK to update the flood prevention strategy for 2017. He said that the administration has so far used $303 million in donor funding that was intended for disaster relief. According to him, this sum consists of $3 million from the ADB and $300 million from the World Bank.

    Despite the $160 million in pledges made so far by the world community, he claimed that much more money will be needed to complete the reconstruction and rehabilitation.

    The planning secretary responded to a question concerning diverting PSDP-2022–23 monies for flood victims by saying that work is still being done on this issue, but no decisions have been made as of yet. He stated that the Benazir Income Support Program is now supporting the flood-affected population with Rs70 billion from the government.

    “Celebrities have a huge following, when they come out for special causes, it helps the cause, the issue, it inspires other people as the masses follow them.”

    “If there’s a dead body in the house (nation), one expresses grief but these celebrities are enjoying in Toronto instead.”

    “For the sake of publicity some celebrities post statements on social media but that doesn’t articulate into practical help.

    She added, “I am not saying to donate everything that you have but at least show concern and help in being the victims’ voice.”

    Apart from Sharmila, former actor Noor Bhukari also expressed her disappointment with local celebrities for snubbing the flood crises in the country.

    A harrowing murder took place in Islamabad on Friday morning. Daughter-in-law of senior journalist Ayaz Amir has been murdered in Islamabad. 37-year-old Sara was found murdered at a farm house in Chak Shahzad.

    According to details, journalist Ayaz Amir’s son Shah Nawaz killed his wife at their home with a gym dumbbell.

    After murdering her, the accused dumped her body in a bathtub.

    The police have arrested Shah Nawaz and the wife’s body has been sent to Pakistan Institute of Medical Sciences (PIMS) for postmortem.

    As per media reports, Shah Nawaz and Sara got married only three months ago. According to the details, they met on social media. Sara came back from Dubai last night where she worked and resided.

    According to details, Shah Nawaz and Sara got into a fight on Thursday night after which he reportedly murdered her in the morning around 9AM.

    Sara was born in Canada. She was Shah Nawaz’s third wife, the police said, reports ARY.

    Interior Minister Rana Sanaullah talked about the long march call given by Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan.

    The minister said that “it is not possible to talk to a person like Imran Khan, Khan has to prepare but we are fully prepared”, reports Geo Urdu.

    On the question about controlling the participants of the possible PTI sit-in, Sanaullah said that modern methods would be adopted to fire teargas shells and rubber bullets on the protesters and the use of drones would also be considered.

    When asked what if the provincial governments in Punjab and Khyber Pakhtunkhwa (KP) where PTI is in power refused to provide police forces when Islamabad police asked for it. Sanaullah said that the government would take action against them in line with the Constitution.

    Rana also said that the red zone was sealed as a precaution, but warned that when PTI approach Islamabad, the red zone would be sealed again.

    However, Imran Khan warned the minister said that “he should be worried” because the PTI will be marching towards Islamabad with “full preparation” this time.

    “We promise you that you will not be able to hide in Islamabad,” Khan told Sanaullah, adding that he will make a decision on Saturday about giving a call to the public to take to the streets.

    Islamabad asks for more police forces to deal with a possible PTI protest

    Islamabad’s red zone has been sealed with containers and Section 144 has been imposed ahead of a possible Pakistan Tehreek-e-Insaf (PTI) protest in the federal capital.

    The city administration reportedly plans to dig trenches and place hundreds of containers at the entrances of Islamabad to prevent PTI supporters from entering the city.

    Moreover, Islamabad police have asked for 30,000 personnel of police, paratroopers, and the Frontier Corps (FC) force from the provinces — 20,000 from Punjab, 4,000 from Khyber Pakhtunkhwa (KP), and 6,000 personnel of the Rangers and the FC force.

    However, the provincial governments of Punjab and KP have not yet decided how to respond to the Islamabad request, reports Geo News.

    According to the Islamabad police, “Some people from Punjab have set out for the federal capital to get their political demands”.

    Entry to D-Chowk has been restricted and barbed wires and shipping containers are placed in the area.

    Earlier, PTI Chairman Imran Khan warned the government to stop the “persecution” of his party workers otherwise he would again march on Islamabad.

    He had directed the party leaders to start preparations for a long march to Islamabad. He also asked party workers to wait for the Islamabad call. The final date is yet to be announced.

    In May, PTI leaders and thousands of supporters reached Islamabad where a six-day deadline was given to the government for announcing elections and dissolving assemblies. That long march ended a day after it started.
