    World Bank to provide Pakistan $22.2 million in financial support for flood-affected farmers

    In an attempt to help Pakistan’s flood-affected farmers, the World Bank will provide financial support of $22.2 million.

    A delegation led by the World Bank’s South Asia Regional Director for Sustainable Development, John A Roome, met with the Federal Minister for National Food Security and Research, Tariq Bashir Cheema.

    The discussion at the meeting focused on the farmer community and food security, as well as the rehabilitation and relief operations in the flood-affected areas.

    According to the minister, rain and flooding have wreaked havoc on the agricultural industry and destroyed the farming community. In order to restore normalcy, he claimed that at this crucial moment, all attention is being paid to restoration efforts in the flood-affected districts.

    He mentioned the government’s intention to provide subsidies for fertiliser and seeds to help the impacted farmers. According to the idea, the federal government will cost-share with the provinces to give farmers discounted inputs for the upcoming Rabi season.

    “We plan to provide subsidized wheat and edible oil seeds, and one fertilizer bag per acre to farmers in the calamity-hit areas,” he said.

    Provincial governments and the National Disaster Management Authority will handle the disbursement. He believed that with this support, farmers will be able to stand up again.

    According to John A. Roome, the World Bank would assist Pakistan by funding initiatives aimed at rebuilding the devastated neighbourhood. He consented to assist the World Bank’s Locust Emergency and Food Security (LEAFS) initiative in rehabilitating the farming community in the afflicted districts and locust-stricken regions. He said that the World Bank is assisting the farming community by collaborating with provincial agriculture agencies.

    He stated that he would ask the World Bank Group Board to extend aid to Pakistan as it attempts to recover from the damage brought on by unheard-of floods. The minister also praised the World Bank Group’s support at a time when assistance was most needed for the country.

    Foreign Minister (FM) Bilawal Bhutto-Zardari, in an interview with France 24, said that Pakistan is grateful for the global assistance it has received however the country does not want aid, it wants justice.

    He said, “Our message is that we don’t want to beg, we don’t want aid, we want justice. This is a global catastrophe as a result of global action and it requires a global situation.”

    When asked if India had offered any help and whether Pakistan had asked for any, the minister termed Pakistan-India relations as “complicated”.

    “We have a long and complicated history. unfortunately, India today is a changed India and is no longer the secular country promised by its founding fathers for all its citizens,” he said.

    He, further added that the country “is increasingly becoming a Hindu-supremacist India at the expense of its Christian and Muslim minorities not only within India but unfortunately in the disputed region of Indian Illegally Occupied Jammu and Kashmir (IIOJK).”

    He said Pakistan is seeing multiple challenges in the future such as health catastrophe, disease epidemics, crop shortage, livestock loss, food security, and more. However, he expressed hope saying, “Every crisis creates an opportunity and in this crisis, the opportunity is that we must build back in a more resilient way and greener way.”

    On Afghanistan and its tough rules and regulations on women, Bilawal said Pakistan had still not officially recognised the Afghan government.

    He said it would be in the Afghan government’s favour to fulfil its promises to the international community and its nation to gain legitimacy and a path to international recognition.

    When asked about the recent protest happening in Iran over a young woman’s death allegedly because of the morality police, Bilawal said he had seen the Iranian foreign minister’s response on the issue and said he trusted the neighbour to “keep to their word” for an incident inquiry despite “living in extremely difficult circumstances”.

    As the Federal Reserve implemented yet another aggressive interest rate hike in reaction to out-of-control inflation on Wednesday, the US dollar soared to a level that is almost 20 years higher against the euro.

    Only a few months after the euro was become the sole legal money of the 12 member states of the European Union, the euro to dollar ratio reached 0.9814 for the first time since October 2002.

    Prior to the 1800 GMT Fed speech, Wall Street equities were in the green. However, after the statement, they plunged into the red.

    Interest rate projections for the end of 2023 and 2024 in the most recent Fed announcement were higher than anticipated, indicating that the US central bank now believes a longer monetary tightening cycle is necessary in light of inflation trends.

    According to a report from High-Frequency Economics, “Overall, the message from the (Fed) remains hawkish, with the Fed committing to further rates hikes to combat inflation and keep inflation expectations anchored.”

    Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan has told the Islamabad High Court (IHC) that he apologizes if he crossed any line.

    Speaking to the court, Khan said, “Mai khaatoon judge se zaati taur pe maafi maangta hoon,” (I personally apologize to the female judge).

    “I assure the court that I will not do something like this in the future,” he added.

    Khan was attending proceedings of a contempt of court case today (Thursday), for his controversial remarks about Additional District and Sessions Judge Zeba Chaudhry during a rally in Islamabad on August 20. The former Prime Minister said that he will personally apologise to the the female judge.

    The IHC was expected to formally indict him today.

    Following this, the IHC CJ remarked that it would not be appropriate to conduct contempt proceedings. The court decided to not indict the PTI chief after he agreed to apologise to Judge Chaudhry and the hearing was subsequently adjourned.

    The court also directed the PTI chief to submit an affidavit.

    As he made his way inside the court along with party leaders Shah Mahmood Qureshi, Asad Umar and Shibli Faraz, Imran was surrounded by reporters asking questions. However, he chose to stay silent when asked whether or not he would tender an unconditional apology, answering only with a smile.

    On a lighter note, he remarked that he would become an “expert” due to the sheer number of cases registered against him.

    The IHC in a circular had stated that the proceedings of the case will start at 2:30pm, during which a larger bench of the IHC will frame the charges against Khan.

    “A 15-member legal team of Imran Khan, 15 law officers from the office of the attorney-general and advocate-general will be allowed to enter the courtroom,” read the circular.

    “Imran Khan’s response was unsatisfactory,” said IHC Chief Justice Athar Minallah, in the last hearing.

    Justice Minal­lah observed that Khan’s replies to the court’s show-cause notice appeared to be “Justifying contempt of the judiciary” and showed “No remorse or regret”.

    While talking about the possible outcomes of the contempt of court proceedings against Imran Khan, Fawad Chaudhry said that the on-going case is between the contemnor and the court and they are not letting Khan speak.

    On being asked if Khan will “unconditionally apologise” today, Chaudhry said, “He can, there is no harm in it.”

    He further said that Khan’s lawyer, Hamid Khan, doesn’t know anything as he is “Ghuggu ghorra” [a person who doesn’t speak]. “I have told Khan saab many times that you yourself should speak [in the court]. Hamid Khan doesn’t know anything,” said Chaudhry.

    “If Allah Almighty gives respect to someone, it becomes obligatory on people to give that person respect as well. Imran Khan is the leader of millions of Pakistanis, so judges must also give him respect,” said Chaudhry.

    US President says Pakistan ‘underwater’, other countries should help

    President of the United States, Joe Biden, on Wednesday asked the world to step forward and stop the effects of climate change. While addressing the United Nations General Assembly (UNGA) in New York, the American President said that Pakistan must be helped as the country remains under water after devastating floods hit the country.

    In his address to the 193 member strong UNGA, the US President announced another $2.9 billion for a fund aimed at helping to resolve global food insecurity.

    “Pakistan is still under water, needs help,” he said during the speech.

    “Families are facing impossible choices, choosing which child to feed and wondering whether they’ll survive,” he said. “This is the human cost of climate change. And it’s growing, not lessening.”

    Devastating floods in Pakistan have wreaked havoc across the country, leaving a path of destruction and loss in their wake. More than 1,599 people have lost their lives, one-third of whom are children.

    Record monsoon rains and melting glaciers triggered the disaster. The United Nations (UN) and Pakistan have linked the extreme weather to climate change; some 600,000 people have fled their homes.

    As many as 33 million people of the 220 million South Asian nation have been affected in some way by the floods that swept away houses, roads, railways and bridges and submerged around 4 million acres of farmland.

    A new rule implemented by the Federal Board of Revenue (FBR) requires incoming international travellers to disclose foreign cash worth $10,000 or more when they arrive at the airports.

    In this regard, the FBR has released the draught of a new “Customs Declaration form” for the declaration of foreign cash valued at $10,000 or more by incoming overseas travellers.

    On Tuesday, the FBR published an SRO.1751(I)/2022 to modify the Baggage Rules, 2006.

    The outbound passenger who owns foreign currency exceeding $5,000 or equivalent, any other prohibited or restricted item, or any other item requiring declaration before Customs, shall file a declaration in the form before or on departure electronically in the WeBOC or manually at the airport, as per the new customs declaration for passengers.

    The inbound passenger must also fill out the form with a declaration if they have any foreign cash worth more than $10,000 or its equivalent, any other items that are prohibited or restricted, or any other items that need to be declared to customs.

    The passenger will mention in the declaration form if they are carrying any of the following items: prohibited or restricted items such as weapons and ammunition, narcotics, psychoactive substances, or satellite phones; gold and precious metals; jewellery made of precious or semi-precious stones; foreign currency in US Dollars (USD) or equivalent; and outbound passengers carrying an amount exceeding $5,000 or equivalent; and incoming passengers carrying an amount more than $10,000.

    The State Bank of Pakistan (SBP) announced the need for travellers entering Pakistan who are bringing cash and/or negotiable instruments more than ten years ago via notice number. F.E.1/2012-SB dated June 16, 2012. The FBR already explained this. This requirement became effective on July 1st, 2012.

    Then, Pakistan Customs launched a thorough “Customs Declaration Form for Passengers,” which was announced by SRO 689(I)/2019 dated June 29, 2019, to expand the scope of declaration to include gold jewellery, precious stones, and other prohibited/restricted products. These guidelines apply to both departing and arriving travellers.

    These declaration requirements are in line with global best practices and standards that the majority of nations have embraced.

    The declaration can be made physically at the Customs desk or electronically using the Customs system. Pakistan Customs has been working with the Civil Aviation Authority, Airlines, and Immigration Authorities to strengthen its outreach to both departing and arriving passengers in order to raise awareness among foreign travellers. Because of this, compliance has been gradually rising.

    The currency declaration procedure for all foreign passengers has been in place for more than ten years, according to FBR, and was not recently implemented as a result of any new FATF review criteria.

    Minister for Planning and Development Ahsan Iqbal said that Chairman of Pakistan Tehreek-e-Insaf (PTI), Imran Khan, has built up a narrative of chor and daku (thieves and bandits) which has created hatred among the people.

    Talking to Geo News’ programme “Aaj Shahzeb Khanzada Kay Sath” on Wednesday, the minister said that Khan has multiple times raised slogans and accusations of bandits and robbers against him. He said that his reputation was destroyed however after the Islamabad High Court (IHC) ruled in his favour, he is now free of all charges.

    On the show, Iqbal also recalled an incident where PTI supporters harassed him and hurled accusations of ‘chor chor’ (thief) at him. The minister said: “They did it because of Khan’s narrative against me.”

    High Court gives a clean shit to Iqbal

    IHC acquitted Ahsan Iqbal in a reference filed by the National Accountability Bureau (NAB), accusing Iqbal of misusing authority by funding a provincial government project Narowal Sports City.

    During the hearing on Wednesday, NAB’s Additional Prosecutor General Jahanzeb Khan Bharwana was absent. The court asked the NAB investigator to outline where the alleged corruption had taken place, to which the official said that Bharwana was to present his arguments but he was not present in the court.

    When NAB asked for an adjournment, IHC Chief Justice (CJ) Athar Minallah denied the request.

    It came to light that NAB started the proceedings based on a report published in a newspaper. Justice Minallah then inquired about the newspaper on the basis of which the case was registered. NAB officials identified the paper as Metrowatch.

    The judge further inquired about the details of the newspaper, and what its report stated, and instructed the official to read it out loud.

    “Did the NAB chairman check the accuracy of the facts? A case of corruption related to a public welfare project was started on this basis?” the chief justice questioned incredulously.

    Justice Minallah said that if the case was initiated on the basis of a Metrowatch report then why was the person responsible for restarting the project in 2009 not arrested? He noted that Iqbal was not even a public officeholder at the time.

    Subsequently, the court dismissed the case against Iqbal.

    In 2019, Iqbal was arrested by NAB and remained in custody for two months.

    In April, Iqbal filed a petition in the high court, alleging that NAB had filed the reference against him as part of the then-ruling PTI’s campaign to victimise political opponents.
